【摘要】：長(zhǎng)期以來,農(nóng)業(yè)在我國(guó)國(guó)民經(jīng)濟(jì)中一直處于基礎(chǔ)性、戰(zhàn)略性的地位。探索現(xiàn)代農(nóng)業(yè)的發(fā)展模式,尤其是發(fā)展綠色農(nóng)業(yè),已成為近年來人們關(guān)注的焦點(diǎn)問題。在國(guó)際上,發(fā)展綠色農(nóng)業(yè)是促進(jìn)生態(tài)文明建設(shè)、保障食品安全的重要模式。而我國(guó)的綠色農(nóng)業(yè)發(fā)展尚處于初步探索階段,發(fā)展增速緩慢。制約綠色農(nóng)業(yè)發(fā)展的主要因素歸根到底是發(fā)展機(jī)制的不完善,因此,如何科學(xué)地構(gòu)建綠色農(nóng)業(yè)發(fā)展機(jī)制及揭示其中蘊(yùn)含的經(jīng)濟(jì)效應(yīng),是促進(jìn)當(dāng)前我國(guó)綠色農(nóng)業(yè)健康、平穩(wěn)發(fā)展的關(guān)鍵問題,對(duì)發(fā)展現(xiàn)代農(nóng)業(yè)和推進(jìn)生態(tài)文明建設(shè)具有十分重要的理論和現(xiàn)實(shí)意義。本文在系統(tǒng)綜述綠色農(nóng)業(yè)及其發(fā)展機(jī)制的有關(guān)理論和文獻(xiàn)的基礎(chǔ)上,以產(chǎn)業(yè)生命周期理論、幼稚產(chǎn)業(yè)理論、生態(tài)農(nóng)業(yè)理論、機(jī)制設(shè)計(jì)理論為理論基礎(chǔ),構(gòu)建綠色農(nóng)業(yè)發(fā)展機(jī)制。首先,從綠色農(nóng)業(yè)的概念入手,對(duì)綠色農(nóng)業(yè)的內(nèi)涵、屬性及與有機(jī)農(nóng)業(yè)、生態(tài)農(nóng)業(yè)、可持續(xù)發(fā)展農(nóng)業(yè)的關(guān)系進(jìn)行分析。其次,識(shí)別綠色農(nóng)業(yè)發(fā)展階段,即通過定義綠色農(nóng)業(yè)發(fā)展規(guī)模這一評(píng)價(jià)指標(biāo),將其引入Logistic模型,并利用1996-2014年綠色食品監(jiān)測(cè)面積數(shù)據(jù),對(duì)綠色農(nóng)業(yè)發(fā)展周期進(jìn)行測(cè)算,給出未來發(fā)展峰值;同時(shí)在綠色農(nóng)業(yè)發(fā)展的初期,測(cè)算出類似生命周期曲線的小周期;進(jìn)而在綠色農(nóng)業(yè)階段識(shí)別的基礎(chǔ)上,依據(jù)前面研究的理論基礎(chǔ),結(jié)合我國(guó)綠色農(nóng)業(yè)發(fā)展的實(shí)際情況,構(gòu)建了綠色農(nóng)業(yè)發(fā)展機(jī)制原則和機(jī)制框架。最后,深入分析綠色農(nóng)業(yè)機(jī)制體系中的科技創(chuàng)新機(jī)制、補(bǔ)償機(jī)制、保險(xiǎn)機(jī)制和信用機(jī)制并提出相應(yīng)對(duì)策;同時(shí)利用時(shí)間序列計(jì)量經(jīng)濟(jì)模型對(duì)現(xiàn)有機(jī)制進(jìn)行長(zhǎng)期效應(yīng)分析,利用面板計(jì)量經(jīng)濟(jì)模型對(duì)現(xiàn)有機(jī)制進(jìn)行空間效應(yīng)分析。本文的主要觀點(diǎn)有:(1)綠色農(nóng)業(yè)具有特殊屬性:弱質(zhì)性、系統(tǒng)性、可持續(xù)性和外部性。生態(tài)農(nóng)業(yè)是綠色農(nóng)業(yè)的初級(jí)形式,有機(jī)農(nóng)業(yè)是綠色農(nóng)業(yè)的精細(xì)化形式,綠色農(nóng)業(yè)是滿足可持續(xù)發(fā)展要求的現(xiàn)代農(nóng)業(yè)主導(dǎo)模式。(2)當(dāng)前我國(guó)綠色農(nóng)業(yè)處于產(chǎn)業(yè)初期向成長(zhǎng)期過渡的發(fā)展階段,綠色農(nóng)業(yè)發(fā)展機(jī)制的科學(xué)框架應(yīng)涵蓋科技創(chuàng)新機(jī)制、補(bǔ)償機(jī)制、保險(xiǎn)機(jī)制和信用機(jī)制等主要機(jī)制。(3)根據(jù)機(jī)制構(gòu)建依據(jù)的分析,為促進(jìn)綠色農(nóng)業(yè)發(fā)展,滿足綠色農(nóng)業(yè)發(fā)展機(jī)制的功能,構(gòu)建涵蓋政府宏觀調(diào)控、市場(chǎng)需求導(dǎo)向、政府投入、激勵(lì)、資金管理、中介合作及政府保障的綠色農(nóng)業(yè)科技創(chuàng)新機(jī)制。從長(zhǎng)期效應(yīng)和空間效應(yīng)分析,可以得出,綠色農(nóng)業(yè)科技創(chuàng)新對(duì)綠色農(nóng)業(yè)發(fā)展具有正向效應(yīng);構(gòu)建以政府宏觀調(diào)控為導(dǎo)向,完善現(xiàn)有農(nóng)業(yè)補(bǔ)償、建立綠色農(nóng)業(yè)生態(tài)補(bǔ)償、綠色農(nóng)業(yè)派生環(huán)節(jié)補(bǔ)償和完善綠色農(nóng)業(yè)補(bǔ)償落實(shí)為主的綠色農(nóng)業(yè)補(bǔ)償機(jī)制。從長(zhǎng)期效應(yīng)和空間效應(yīng)看,農(nóng)業(yè)補(bǔ)償機(jī)制對(duì)綠色農(nóng)業(yè)發(fā)展具有促進(jìn)作用;構(gòu)建集風(fēng)險(xiǎn)評(píng)估、險(xiǎn)種設(shè)計(jì)、風(fēng)險(xiǎn)共擔(dān)、政府誘導(dǎo)和支持、監(jiān)督與約束為一體的綠色農(nóng)業(yè)保險(xiǎn)機(jī)制。從長(zhǎng)期效應(yīng)和空間效應(yīng)看,效果并不明顯,但依然存在正向關(guān)系;構(gòu)建涵蓋完善綠色農(nóng)業(yè)質(zhì)量標(biāo)準(zhǔn)、完善綠色農(nóng)業(yè)認(rèn)證、建立綠色農(nóng)業(yè)監(jiān)管和建立信用評(píng)級(jí)的綠色農(nóng)業(yè)信用機(jī)制,從長(zhǎng)期效應(yīng)看,方向?yàn)榉聪?空間效應(yīng)并不存在。與現(xiàn)有文獻(xiàn)相比,本研究的主要?jiǎng)?chuàng)新點(diǎn)如下:(1)本研究立足我國(guó)綠色農(nóng)業(yè)發(fā)展的現(xiàn)狀,選取綠色食品監(jiān)測(cè)面積為衡量指標(biāo),利用Logistic方程來衡量產(chǎn)業(yè)發(fā)展階段,并與綠色農(nóng)業(yè)發(fā)展歷程研究相結(jié)合,得出我國(guó)綠色農(nóng)業(yè)正處于產(chǎn)業(yè)初期向成長(zhǎng)期過渡的階段。針對(duì)綠色農(nóng)業(yè)發(fā)展階段的識(shí)別,采用新的評(píng)價(jià)指標(biāo),并得出產(chǎn)業(yè)單一發(fā)展周期中存在小周期的結(jié)論,這一結(jié)論對(duì)產(chǎn)業(yè)生命周期理論進(jìn)行了補(bǔ)充。(2)本研究以產(chǎn)業(yè)生命周期、幼稚產(chǎn)業(yè)、生態(tài)農(nóng)業(yè)和機(jī)制設(shè)計(jì)理論為基礎(chǔ),構(gòu)建綠色農(nóng)業(yè)科技創(chuàng)新、補(bǔ)償、保險(xiǎn)和信用機(jī)制為一體的綠色農(nóng)業(yè)發(fā)展機(jī)制框架。并以此為視角來解決綠色農(nóng)業(yè)發(fā)展的主要問題,在研究視角上頗有新意。(3)本研究利用前沿的時(shí)間序列和面板計(jì)量方法,分別對(duì)綠色農(nóng)業(yè)四大機(jī)制逐一進(jìn)行效應(yīng)分析,并將長(zhǎng)期效應(yīng)與空間效應(yīng)相結(jié)合,驗(yàn)證了建立相應(yīng)機(jī)制的積極作用和存在的問題。不僅豐富了研究方法和機(jī)制研究理論,而且使研究更科學(xué)、更合理。(4)本研究利用博弈分析,在政府不同補(bǔ)貼方式誘導(dǎo)下,以綠色農(nóng)業(yè)生產(chǎn)者的收益最大化為原則,進(jìn)行論證,提出對(duì)綠色農(nóng)業(yè)保費(fèi)進(jìn)行全額補(bǔ)貼的政府誘導(dǎo)與扶持新模式。
[Abstract]:For a long time, agriculture is in the foundation of national economy in our country, the strategic position. Explore the development mode of modern agriculture, especially the development of green agriculture, has become a focus of attention in recent years. In the world, the development of green agriculture is an important mode of promoting the construction of ecological civilization, to ensure food safety and development. Green agriculture in China is still in the preliminary stage, the growth rate is slow. Main factors restricting the development of green agriculture development after all is the mechanism is not perfect, therefore, how to build a scientific system of green agriculture development and reveals the economic effect which contains the current our country green agriculture is to promote the healthy, steady development of the key issues. The development of modern agriculture and has a very important theoretical and practical significance to promote the construction of ecological civilization. Based on the systematic review on green agriculture and its development mechanism The basic theory and literature, the industry life cycle theory, the theory of infant industry, ecological agriculture theory, mechanism design theory as the theoretical basis, the construction of green agricultural development mechanism. First of all, starting from the concept of green agriculture, the connotation of green agriculture, and property and organic agriculture, ecological agriculture, agricultural sustainable development relationship is analyzed. Secondly, the recognition of green agricultural development stage, through the definition of green agricultural development scale of the evaluation index, the introduction of Logistic model, and the use of green food monitoring area of 1996-2014 years of data, to calculate the green agricultural development cycle, the future development of the peak are early in the development of green agriculture; at the same time, calculate the small cycle a similar life cycle curve; then on the basis of green agriculture stage recognition, based on previous research, combined with the actual situation of the development of green agriculture in China The construction of green agricultural development situation, mechanism principle and mechanism framework. Finally, in-depth analysis of the scientific and technological innovation mechanism, green agriculture mechanism system of compensation mechanism, insurance mechanism and credit mechanism and put forward the corresponding countermeasures; at the same time using the model time series econometric analysis on the long-term effect of organic system, analysis of the existing mechanism of using space effect the panel econometric model. The main points of this paper are: (1) green agriculture has special attributes: weak, systematic, sustainable and externality. Ecological agriculture is the primary form of green agriculture, organic agriculture is the fine form of green agriculture, green agriculture is the dominant mode of modern agriculture to meet the requirements of sustainable development. (2) the current China green agriculture industry in the early stage of development to the growth stage of transition, the scientific framework of green agricultural development mechanism should cover the innovation mechanism of science and technology Compensation mechanism, insurance mechanism, credit mechanism and main mechanism. (3) according to the analysis of mechanism construction basis, to promote the development of green agriculture, green agriculture to meet the development mechanism of the function, construction covers government macro-control, market orientation, government investment, incentives, capital management, intermediary cooperation and the government to protect the green agricultural science and technology innovation mechanism. From the long-term effect and space effect analysis can be drawn, green agricultural science and technology innovation has a positive effect on the development of green agriculture; build a government macro-control oriented, improve the existing agricultural compensation, the establishment of green agricultural ecological compensation, compensation of green agriculture and improvement of green agricultural compensation derived link to implement green agricultural compensation mechanism mainly from. The long-term effect and space effect, agricultural compensation mechanism has a role in promoting the development of green agriculture; to set up risk assessment, insurance design, risk sharing , induced by the government and support the green agricultural insurance supervision and restraint mechanism as a whole. From the long-term effect and the space effect, the effect is not obvious, but the positive relationship still exists; construction covers perfect green agricultural quality standards, improve the green agricultural certification, green agricultural credit mechanism establishment of Green Agricultural Supervision and establish a credit rating, from the long-term effects, the direction is reverse, the space effect does not exist. Compared with the existing literature, the main innovations of this research are as follows: (1) this research based on the development of green agriculture in China, selection of green food monitoring area as measured by Logistic equation to measure the phase of industry development, and combining with the course of study the development of green agriculture, green agriculture that our country is in the initial stage to the growth stage of industry transition stage. For the recognition of green agricultural development stage, a new evaluation index, and There is a small cycle conclusion single industry development cycle, this conclusion has carried on the supplement of the industry life cycle theory. (2) based on the life cycle of industry, infant industries, ecological agriculture and mechanism design theory, construction of green agricultural science and technology innovation, the development of green agriculture compensation mechanism framework of insurance and credit mechanism one. And as a perspective to solve the main problems in the development of green agriculture, a new perspective on the study. (3) using time series and panel advanced econometric method, respectively for green agriculture four major mechanism by effect analysis, and long-term effect and space effect of the combination of positive verification the role of the establishment of the corresponding mechanisms and problems. Not only enrich the research methods and Research on the mechanism of the theory, but also make the research more scientific and more reasonable. (4) this study by using game analysis in different government Under the guidance of subsidy mode, the principle of maximum profit of green agricultural producers is demonstrated, and a new mode of government inducement and support for full subsidy of green agriculture premium is put forward.
