【摘要】：農(nóng)村養(yǎng)老服務(wù)是國(guó)家和社會(huì)為了滿足農(nóng)村老年人的基本生活需求而為其提供的經(jīng)濟(jì)供養(yǎng)、生活照料、醫(yī)療衛(wèi)生護(hù)理及精神慰藉等服務(wù)的總稱。伴隨人口老齡化進(jìn)程的加快,農(nóng)村養(yǎng)老服務(wù)需求日益增加,并因農(nóng)村老年群體分異而出現(xiàn)了需求分化現(xiàn)象,但從農(nóng)村養(yǎng)老服務(wù)供給結(jié)構(gòu)的布局上看,無(wú)論是供給內(nèi)容、供給主體還是供給模式都不能有效滿足農(nóng)村老年人的養(yǎng)老需求,存在著供需失衡的結(jié)構(gòu)性困境。為推進(jìn)農(nóng)村養(yǎng)老服務(wù)供給側(cè)改革,可從堅(jiān)持政府的核心供給地位、引導(dǎo)社會(huì)組織參與提供養(yǎng)老服務(wù)、激發(fā)市場(chǎng)供給的活力和鼓勵(lì)家庭養(yǎng)老的優(yōu)先供給四個(gè)方面做文章。
[Abstract]:The rural old-age service is the state and society in rural areas in order to meet the basic living needs of the elderly and to provide economic support, life care, health care and spiritual comfort and general services. With the acceleration of population aging, pension service demand in rural areas is increasing, and for the rural elderly population differentiation and the emergence of demand the differentiation phenomenon, but from the rural endowment service supply structure layout, whether the supply of content, the main supply or supply mode can't effectively meet the pension needs of the elderly in rural areas, there is a structural imbalance between supply and demand. In order to promote the plight of rural endowment service supply side reforms, from the core of supply adhere to the status of the government, guiding the society organizations involved in providing the service, do the four ways to stimulate market supply energy and encourage family pension priority supply.

【正文快照】： 隨著老年人口數(shù)量的不斷增長(zhǎng),中國(guó)人口老齡化趨勢(shì)十分嚴(yán)峻,其中農(nóng)村老齡化問(wèn)題更為突出,并呈現(xiàn)出明顯的“未富先老”的特征。進(jìn)入新世紀(jì)以來(lái),特別是“十二五”時(shí)期,國(guó)家加大了養(yǎng)老服務(wù)體系的建設(shè)力度,社會(huì)資本也大量進(jìn)入養(yǎng)老服務(wù)業(yè),但在城市社會(huì)養(yǎng)老服務(wù)體系建設(shè)取得明顯成效
