【摘要】：進(jìn)入21世紀(jì)以來(lái),旅游者個(gè)性化、多樣化需求不斷增強(qiáng),融合健康、歡樂(lè)、養(yǎng)生、低碳等元素的海洋旅游已成為旅游市場(chǎng)需求的時(shí)尚潮流。部分開(kāi)發(fā)商受巨大經(jīng)濟(jì)利益的誘惑,在沒(méi)有充分認(rèn)證的情況下,盲目開(kāi)發(fā)和建設(shè)旅游項(xiàng)目,導(dǎo)致開(kāi)發(fā)過(guò)程中出現(xiàn)多種風(fēng)險(xiǎn),造成經(jīng)濟(jì)損失。因此,如何應(yīng)用項(xiàng)目風(fēng)險(xiǎn)管理技術(shù),降低和規(guī)避旅游開(kāi)發(fā)項(xiàng)目風(fēng)險(xiǎn)就成為一項(xiàng)新的研究課題。 本文以大連市濃海水漂浮旅游項(xiàng)目為研究對(duì)象,運(yùn)用風(fēng)險(xiǎn)管理理論與方法對(duì)該項(xiàng)目進(jìn)行風(fēng)險(xiǎn)識(shí)別和評(píng)估,并依據(jù)評(píng)估結(jié)果有針對(duì)性地提出風(fēng)險(xiǎn)應(yīng)對(duì)措施。本文具體內(nèi)容包括：首先,提出本文的研究背景及研究意義,并對(duì)有關(guān)旅游項(xiàng)目風(fēng)險(xiǎn)管理的文獻(xiàn)進(jìn)行梳理,同時(shí)說(shuō)明本文的研究?jī)?nèi)容、方法以及技術(shù)路線(xiàn)等關(guān)鍵問(wèn)題；其次,本文詳細(xì)介紹旅游項(xiàng)目風(fēng)險(xiǎn)評(píng)估的相關(guān)理論,包括評(píng)估的內(nèi)涵、原則、過(guò)程以及方法等；然后,本文簡(jiǎn)單介紹大連濃海水漂浮旅游項(xiàng)目的相關(guān)情況,并針對(duì)濃海水漂浮浴的特點(diǎn),運(yùn)用頭腦風(fēng)暴法和德?tīng)柗品ǖ茸R(shí)別大連濃海水漂浮旅游項(xiàng)目可能存在的風(fēng)險(xiǎn)類(lèi)型,包括經(jīng)濟(jì)風(fēng)險(xiǎn)、技術(shù)風(fēng)險(xiǎn)、運(yùn)營(yíng)管理風(fēng)險(xiǎn)、社會(huì)風(fēng)險(xiǎn)以及自然風(fēng)險(xiǎn)等,以此構(gòu)建較為合理的大連濃海水漂浮旅游項(xiàng)目的風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系。隨后,本文依據(jù)該評(píng)價(jià)指標(biāo)體系,綜合運(yùn)用模糊綜合評(píng)價(jià)方法以及層次分析方法,對(duì)大連濃海水漂浮旅游項(xiàng)目的風(fēng)險(xiǎn)水平進(jìn)行評(píng)價(jià)。通過(guò)評(píng)價(jià)結(jié)果,本文認(rèn)為該項(xiàng)目的風(fēng)險(xiǎn)水平為可接受的中等水平；在項(xiàng)目建設(shè)和運(yùn)營(yíng)過(guò)程中,經(jīng)濟(jì)風(fēng)險(xiǎn),技術(shù)風(fēng)險(xiǎn)以及運(yùn)營(yíng)管理風(fēng)險(xiǎn)對(duì)項(xiàng)目影響較大。最后本文根據(jù)風(fēng)險(xiǎn)評(píng)價(jià)結(jié)果,結(jié)合項(xiàng)目的實(shí)際情況,給出針對(duì)項(xiàng)目各風(fēng)險(xiǎn)因素的應(yīng)對(duì)措施。
[Abstract]:Since twenty-first Century, since the twenty-first Century, tourists have been individualized and diversified demand has been strengthened. Marine tourism, including health, joy, health, low carbon and other elements, has become a fashion trend in the tourism market. Some developers are tempted by the great economic benefits and blindly develop and build tourism projects without sufficient certification. There are many risks in the process, which cause economic loss. Therefore, how to apply the project risk management technology to reduce and avoid the risk of tourism development projects has become a new research topic.
Taking the floating tourism project in Dalian as the research object, the risk management theory and method are used to identify and evaluate the risk of the project, and the risk response measures are put forward according to the results of the evaluation. The literature of risk management is combed, and the key issues of the research content, method and technical route are explained. Secondly, the relevant theories of the risk assessment of tourism projects are introduced in detail, including the connotation, principles, process and methods of the evaluation, and then, this paper simply introduces the related situation of the floating tourism project in Dalian. In view of the characteristics of the floating bathing in the concentrated sea water, the risk types that may exist by the brainstorming method and Delphy Fa to identify the Dalian strong sea water floating tourism projects, including economic risk, technical risk, operation management risk, social risk and natural risk, are used to build a more reasonable risk of Dalian floating tourism project. Then, based on the evaluation index system, this paper comprehensively uses fuzzy comprehensive evaluation method and analytic hierarchy process to evaluate the risk level of the floating tourism project in Dalian. Through the evaluation results, this paper considers that the risk level of the project is acceptable to the middle level; in the project construction and operation In the course of the project, economic risk, technical risk and operation management risk have great influence on the project. Finally, according to the results of risk assessment and the actual situation of the project, the measures to deal with the risk factors of the project are given.
