【摘要】：近些年來,城鄉(xiāng)發(fā)展一體化已經(jīng)逐漸成為社會各界的共識,并成為一項必須著力解決的重大課題。鄉(xiāng)村旅游具有發(fā)展?jié)摿Υ蟆⑼顿Y成本低、輻射面積廣、受益主體多、綜合性強等特點,在調整農村產(chǎn)業(yè)結構,轉移農村剩余勞動力,增加農民就業(yè)機會,優(yōu)化資源配置,縮小城鄉(xiāng)差距以及推進城鄉(xiāng)發(fā)展一體化等方面都有著非常明顯的作用。特別是進入21世紀的第二個10年以來,鄉(xiāng)村旅游日漸成為西部民族地區(qū)新農村建設跨越式發(fā)展的催化劑和重要支撐力量。在積極發(fā)展鄉(xiāng)村旅游的基礎上,西部民族地區(qū)逐漸探索出了形式多樣、各具特色的鄉(xiāng)村旅游發(fā)展之路。然而根據(jù)近些年的實踐情況來看,有一些發(fā)展之路在探索過程中或多或少都遇到了具有普遍性的問題,這些問題大多并沒有得到很好的解決。在本文看來,這些問題的產(chǎn)生很大程度上源于缺乏一種城鄉(xiāng)發(fā)展一體化的思維和理念,限制了鄉(xiāng)村旅游的進一步推進。此外,由于目前缺乏針對這些旅游發(fā)展之路的對比性研究,因而難以探尋到不同發(fā)展之路中遇到的共同問題與應對策略。本文以甘肅省甘南藏族自治州為例,對我國西部民族地區(qū)鄉(xiāng)村旅游的發(fā)展問題進行剖析。首先,基于城鄉(xiāng)發(fā)展一體化理念,對我國西部民族地區(qū)鄉(xiāng)村旅游的發(fā)展現(xiàn)狀進行詳細分析;其次,對比分析當前西部民族地區(qū)鄉(xiāng)村旅游中存在的問題;再次,對典型個案進行分析提煉,進一步總結和討論西部民族地區(qū)鄉(xiāng)村旅游發(fā)展過程中所顯現(xiàn)出的普遍問題;最后,基于城鄉(xiāng)發(fā)展一體化理念,嘗試提出西部民族地區(qū)鄉(xiāng)村旅游發(fā)展的對策建議及相應的保障措施。
[Abstract]:In recent years, the integration of urban and rural development has gradually become the consensus of the community, and become a major issue must be solved. Rural tourism has great potential for development, the investment cost is low, the radiation area is wide, the main benefit, comprehensive, in the adjustment of rural industrial structure, the transfer of rural surplus labor, increase farmers the employment opportunity, optimize the allocation of resources, reduce the gap between urban and rural areas and promote the integration of urban and rural development plays a very significant role. Especially the second to twenty-first Century 10 years, rural tourism has become the catalyst for leapfrog development of new rural construction in the western minority areas and important support. Based on the positive development of rural tourism. Western ethnic areas, gradually explore a variety of forms, characteristics of the rural tourism development. However, according to the practical situation in recent years, there is a Some road of development in the exploration process have experienced more or less universal problems, and these problems are not solved very well. In this view, the emergence of these problems largely due to a lack of integration of urban and rural development thinking and ideas, to further promote the limits of rural tourism. In addition, because the current lack of comparative study according to the tourism development of the road, so it is difficult to find out the common problems and strategies to meet different development path. In this paper the Gannan Tibetan Autonomous Prefecture in Gansu Province as an example, analyzes the problems in the development of the western minority areas of rural tourism in our country. Firstly, the concept of integrated development of urban and rural areas are based on with the analysis of the current development of western minority areas of rural tourism in our country; secondly, comparative analysis of the existing rural tourism in western minority area; again, the code The case analysis further refined, summarized and discussed common problems showing the development of rural tourism in western minority area; finally, based on the concept of integration of urban and rural development, try to put forward countermeasures and suggestions of rural tourism development in western ethnic areas and the corresponding security measures.
