【摘要】：貧困是當(dāng)今全世界關(guān)注的重大社會(huì)經(jīng)濟(jì)問(wèn)題，消除貧困是全人類的共同目標(biāo)。中國(guó)政府為實(shí)現(xiàn)消除貧困這一世界性課題，積極尋求各種扶貧途徑。旅游業(yè)作為快速拉動(dòng)經(jīng)濟(jì)增長(zhǎng)的有效途徑，推動(dòng)世界范圍內(nèi)扶貧工程的開(kāi)展，并且在中國(guó)的扶貧工作中發(fā)揮了巨大的扶貧功能。漢源縣是四川省級(jí)貧困縣，政府領(lǐng)導(dǎo)逐步意識(shí)到發(fā)展旅游對(duì)地方經(jīng)濟(jì)的積極影響，逐步推進(jìn)旅游扶貧工程來(lái)實(shí)現(xiàn)脫貧致富。 本論文首先從旅游扶貧的背景與意義出發(fā)，，對(duì)比分析了國(guó)內(nèi)外旅游扶貧研究歷程與內(nèi)容；其次，介紹了旅游扶貧的相關(guān)概念，明確旅游扶貧的涵義、功能、條件以及本文研究的相關(guān)理論基礎(chǔ)；接著，以漢源縣作為實(shí)例，分析了漢源縣旅游扶貧開(kāi)發(fā)的背景條件；然后，在此基礎(chǔ)上提出漢源縣旅游扶貧的發(fā)展戰(zhàn)略體系，確定其扶貧發(fā)展目標(biāo)、發(fā)展思路，提出“政府主導(dǎo)+社區(qū)參與+市場(chǎng)運(yùn)作+區(qū)域聯(lián)盟”相統(tǒng)一的發(fā)展戰(zhàn)略；最后，提出漢源縣旅游扶貧發(fā)展對(duì)策，包括構(gòu)建貧困人口受益機(jī)制、構(gòu)建旅游扶貧保障體系和開(kāi)發(fā)特色旅游產(chǎn)品，落實(shí)漢源縣旅游扶貧開(kāi)發(fā)的實(shí)施。 旅游扶貧的目標(biāo)在于幫助貧困人口脫貧致富，貧困人口的受益是旅游扶貧研究中需要重點(diǎn)關(guān)注的問(wèn)題，漢源縣旅游扶貧的成效取決于在實(shí)際操作中貧困人口在旅游開(kāi)發(fā)中參與能力與參與程度，只有真正執(zhí)行貧困人口受益機(jī)制，才能實(shí)現(xiàn)旅游扶貧的根本目的。
[Abstract]:Poverty is a major social and economic problem concerned by the world today, and poverty eradication is the common goal of all mankind. Actively seeking various ways to alleviate poverty. Tourism, as an effective way to boost economic growth, promotes the development of poverty alleviation projects around the world. Hanyuan County is a poverty-stricken county at the provincial level in Sichuan Province. Government leaders gradually realize the positive impact of tourism development on the local economy and gradually promote the tourism poverty alleviation project to achieve poverty alleviation and become rich. This paper firstly analyzes the research process and content of tourism poverty alleviation from the background and significance of tourism poverty alleviation, secondly, introduces the related concepts of tourism poverty alleviation, and clarifies the meaning and function of tourism poverty alleviation. Then, taking Hanyuan County as an example, the background conditions of tourism poverty alleviation development in Hanyuan County are analyzed, and then, on this basis, the development strategy system of tourism poverty alleviation in Hanyuan County is put forward. Finally, it puts forward the countermeasures of tourism poverty alleviation and development in Hanyuan County, including the construction of benefit mechanism for the poor population, and puts forward the unified development strategy of "Government-led Regional Alliance for Community participation in Market Operation". Build tourism poverty alleviation guarantee system and develop characteristic tourism products, carry out the implementation of tourism poverty alleviation development in Hanyuan County. The goal of tourism poverty alleviation is to help the poor to get rid of poverty and become rich. The benefits of the poor people are the key issues that need to be paid attention to in the study of poverty alleviation in tourism. The effect of tourism poverty alleviation in Hanyuan County depends on the participation ability and participation degree of the poor population in the actual operation. Only by implementing the benefit mechanism of the poor population can the basic purpose of poverty alleviation be realized.
