【摘要】：20世紀70年代以來,國家確立的農(nóng)村中的家庭承包經(jīng)營制度,這一制度的問世,提高了我國農(nóng)民的生產(chǎn)積極性,農(nóng)產(chǎn)品的質(zhì)量大幅度提升。在為滿足市場的多樣化需求、降低成本、增加農(nóng)民的經(jīng)濟收入的前提下,農(nóng)民對于組織化的需求日益迫切,農(nóng)民合作社作為一個既能夠滿足農(nóng)民的需求又可以在市場上有競爭力的新型的農(nóng)民組織形式得到了快速的發(fā)展。 農(nóng)民專業(yè)合作社是新型的市場主體,也是特殊企業(yè)形式。它的組成形式是以農(nóng)戶自愿加入、退社自由為基礎,從自我生產(chǎn)、自我經(jīng)營、自負盈虧的管理模式在市場上獨立的存在。農(nóng)民專業(yè)合作社沖破了以前的市場經(jīng)濟的固有模式,當今的市場經(jīng)濟的背景下一方面為農(nóng)民的利益作保障,一方面也推動著當?shù)剞r(nóng)村的經(jīng)濟發(fā)展,同時也標志著當?shù)剞r(nóng)村經(jīng)濟的發(fā)展進程。這也是農(nóng)民專業(yè)合作社在這幾年快速發(fā)展的原因。但是,在農(nóng)民專業(yè)合作社快速發(fā)展的同時普遍存在著融資困難、資金短缺的問題。雞西市農(nóng)民專業(yè)合作社同樣也存在著這個問題,原始資金的缺乏,加上融資渠道的單一,限制了農(nóng)民專業(yè)合作社繼續(xù)擴大再生產(chǎn)的發(fā)展腳步。在近幾年下達的中央一號文件中都有對農(nóng)民專業(yè)合作社的發(fā)展要求,并且農(nóng)民專業(yè)合作社已成為農(nóng)村經(jīng)濟發(fā)展中的重要組成部分,在這個大背景之下,解決農(nóng)民專業(yè)合作社的融資困難是刻不容緩的,是建設和諧農(nóng)村、加快發(fā)展農(nóng)村經(jīng)濟、關注民生的重要問題。 本文運用采用調(diào)查研究和文獻研究相結合的研究方法、微觀分析與宏觀分析相結合的研究方法,按照提出問題、分析問題、解決問題的思路,文章首先確定了農(nóng)民專業(yè)合作社及其融資的基本理論,界定了農(nóng)民專業(yè)合作社的定義、性質(zhì)以及融資的涵義和特點,通過實地調(diào)研和整理資料統(tǒng)計分析了雞西市農(nóng)民專業(yè)合作社融資現(xiàn)狀,從中得出資金短缺是融資最為突出的困難,進而研究了融資困境的原因分析：在解決問題中,因地制宜制定一套符合于雞西市農(nóng)民專業(yè)合作社融資困難的實際情況,由地方政府、金融機構、還有農(nóng)民專業(yè)合作社的內(nèi)部組織化管理應當要如何確立對策,優(yōu)化對策,最后要積極實施對策。本文研究這一問題的目的就是要把雞西市農(nóng)民專業(yè)合作社融資問題解決,促進農(nóng)村的經(jīng)濟發(fā)展。
