【摘要】：隨著我國工業(yè)的不斷發(fā)展,企業(yè)生產(chǎn)過程中產(chǎn)生的廢棄物對(duì)自然環(huán)境破壞巨大且自然資源消耗過速,導(dǎo)致我國近幾年來沙塵暴、霧霾、氣候變暖等環(huán)境問題頻繁突發(fā)。環(huán)境的惡化嚴(yán)重威脅人類的生存環(huán)境,因此環(huán)境問題關(guān)乎人類發(fā)展的可持續(xù)。政府部門亟需通過引導(dǎo)、規(guī)范、強(qiáng)制導(dǎo)等方式改變?nèi)藗兊纳罘绞胶推髽I(yè)的生產(chǎn)方式,尤其是石化、造紙、印刷等重度污染企業(yè)。上世紀(jì)60年代,美國經(jīng)濟(jì)學(xué)家提出“循環(huán)經(jīng)濟(jì)”這一概念。經(jīng)眾多學(xué)者不斷的發(fā)展和深化,循環(huán)經(jīng)濟(jì)已在多個(gè)發(fā)達(dá)國家推廣和實(shí)施,用于改善生態(tài)環(huán)境、實(shí)現(xiàn)資源的高效使用,已取得一定的成效。 改革開放后,我國經(jīng)濟(jì)快速穩(wěn)步增長,但是以浪費(fèi)資源、破壞環(huán)境為代價(jià)的粗放式增長方式,使我國人民在享受日益富足的物質(zhì)、精神生活的同時(shí),也飽食環(huán)境惡化的苦果�，F(xiàn)階段我國經(jīng)濟(jì)中,重工業(yè)、高能耗產(chǎn)業(yè)仍占比重較高。我國于20世紀(jì)90年代末期引進(jìn)循環(huán)經(jīng)濟(jì)的理念,人們逐步認(rèn)識(shí)并接受從資源到產(chǎn)品再到再生資源的物質(zhì)循環(huán)過程是落實(shí)科學(xué)發(fā)展觀,調(diào)整我國經(jīng)濟(jì)結(jié)構(gòu)、轉(zhuǎn)變企業(yè)生產(chǎn)方式的必然途徑。通過立法、宏觀經(jīng)濟(jì)調(diào)控、宣傳等方式大力推廣循環(huán)經(jīng)濟(jì),實(shí)現(xiàn)國民經(jīng)濟(jì)的轉(zhuǎn)型和企業(yè)生產(chǎn)方式的轉(zhuǎn)變。石化企業(yè)作為我國第一批試點(diǎn)示范企業(yè),正不斷探索實(shí)施循環(huán)經(jīng)濟(jì)模式的路徑,減少自然資源的投入和加大副產(chǎn)品、廢棄物的回收、處理、再利用。 從價(jià)值鏈視角出發(fā),探討循環(huán)經(jīng)濟(jì)下石化企業(yè)的價(jià)值鏈的概念、構(gòu)成要素、運(yùn)行機(jī)制,并與現(xiàn)有價(jià)值鏈相比較,能幫助企業(yè)認(rèn)識(shí)到自身生產(chǎn)方式、組織結(jié)構(gòu)存在的問題和企業(yè)未來的方向,同時(shí)有助于評(píng)估實(shí)施循環(huán)經(jīng)濟(jì)所帶來的環(huán)保效益。優(yōu)化石化企業(yè)價(jià)值鏈,是基于循環(huán)經(jīng)濟(jì)下企業(yè)應(yīng)達(dá)到低投入、高產(chǎn)出、少污染,對(duì)企業(yè)價(jià)值增值活動(dòng)及各價(jià)值增值活動(dòng)之間內(nèi)在聯(lián)系的再思考,通過企業(yè)價(jià)值鏈的延伸和網(wǎng)狀化,形成關(guān)于價(jià)值流、資金流、物質(zhì)流和信息流的閉合循環(huán),有助于企業(yè)滿足循環(huán)經(jīng)濟(jì)3R原則的同時(shí),形成企業(yè)的競爭優(yōu)勢并實(shí)現(xiàn)企業(yè)價(jià)值增值。若為大型石化企業(yè)的價(jià)值鏈循環(huán)可分為集團(tuán)層面的外層循環(huán)和二級(jí)公司的內(nèi)層循環(huán),中小型石化企業(yè)的價(jià)值鏈循環(huán)為單循環(huán),相當(dāng)于二級(jí)公司的內(nèi)層循環(huán)。 目前,國內(nèi)對(duì)循環(huán)經(jīng)濟(jì)下石化企業(yè)價(jià)值鏈的理論研究和實(shí)踐研究領(lǐng)域尚為空白。本文在考慮我國國情的基礎(chǔ)上,充分借鑒國外化工業(yè)發(fā)展循環(huán)經(jīng)濟(jì)、優(yōu)化企業(yè)價(jià)值鏈的實(shí)踐經(jīng)驗(yàn),從企業(yè)組織結(jié)構(gòu)、生產(chǎn)流程、成本管理、市場及利益相關(guān)者等角度分析循環(huán)經(jīng)濟(jì)的對(duì)企業(yè)的價(jià)值鏈的影響。與此同時(shí),探討循環(huán)經(jīng)濟(jì)下石化企業(yè)價(jià)值鏈存在的問題及如何進(jìn)行優(yōu)化。該研究為循環(huán)經(jīng)濟(jì)如何在石化企業(yè)運(yùn)作和實(shí)現(xiàn)提供方向。 本文第一章系統(tǒng)地闡述了石化企業(yè)價(jià)值鏈的概念及循環(huán)經(jīng)濟(jì)下石化企業(yè)價(jià)值鏈的概念及作用,包括價(jià)值鏈的內(nèi)涵、構(gòu)成因素。本文試圖通過石化企業(yè)價(jià)值鏈和循環(huán)經(jīng)濟(jì)下石化企業(yè)價(jià)值鏈概念的差異,闡明石化企業(yè)價(jià)值鏈優(yōu)化的方向。同時(shí),介紹了循環(huán)經(jīng)濟(jì)下石化企業(yè)價(jià)值鏈優(yōu)化的理論基礎(chǔ)和循環(huán)經(jīng)濟(jì)下石化企業(yè)價(jià)值鏈的運(yùn)行機(jī)制。第二章基于石化企業(yè)價(jià)值鏈與循環(huán)經(jīng)濟(jì)下石化企業(yè)價(jià)值鏈的差異,探討我國石化企業(yè)現(xiàn)有價(jià)值鏈存在的問題及產(chǎn)生原因。第三種通過循環(huán)經(jīng)濟(jì)下美國石化企業(yè)的成熟經(jīng)驗(yàn)的介紹,探討對(duì)我國石化實(shí)施循環(huán)經(jīng)濟(jì)、優(yōu)化價(jià)值鏈的啟示。第四章闡明循環(huán)經(jīng)濟(jì)下我國石化企業(yè)價(jià)值鏈優(yōu)化的對(duì)策,從宏觀的法律法規(guī)完善、循環(huán)經(jīng)濟(jì)理念推廣、建立試點(diǎn)示范企業(yè)、發(fā)揮政府的監(jiān)管作用,到微觀的強(qiáng)化信息系統(tǒng)、完善溝通協(xié)調(diào)機(jī)制、建立企業(yè)文化和經(jīng)營業(yè)績考核機(jī)制、加強(qiáng)科技創(chuàng)新等,實(shí)現(xiàn)石化企業(yè)的低投入、高產(chǎn)出、少污染。第五章得出結(jié)論,認(rèn)為石化企業(yè)依據(jù)循環(huán)經(jīng)濟(jì)的模式進(jìn)行轉(zhuǎn)型是實(shí)現(xiàn)低投入、高產(chǎn)出、少污染的必經(jīng)之路。通過價(jià)值鏈優(yōu)化,推進(jìn)石化企業(yè)的轉(zhuǎn)型進(jìn)程。國家政策、法律法規(guī)的完善為企業(yè)推行循環(huán)經(jīng)濟(jì)保駕護(hù)航。
[Abstract]:With the continuous development of China's industrial production, the production process of the waste on the destruction of natural environment and great natural resources consumption too fast, resulting in China's dust storms, in recent years, haze, environmental problems such as climate warming. Frequent sudden deterioration of the environment seriously threaten the survival of the human environment, so the environmental issues relating to human development sustainable. Government departments need through guidance, norms, mandatory guide way of changing people's life style and mode of production, especially in the petrochemical, papermaking, printing and other heavy polluting enterprises. In 60s, the American economist put forward the concept of "circular economy" by many scholars. And deepen the development of circular economy in many developed countries promotion and implementation, to improve the ecological environment, efficient use of resources, has achieved certain results.
After the reform and opening up, China's rapid economic growth steadily, but with extensive waste of resources, damage the environment for growth, so that people in our country enjoy an increasingly rich material and spiritual life at the same time, also full consequences. The deterioration of the environment at the present stage of China's economy, heavy industry, high energy consumption industries still accounted for a higher proportion of our country. At the end of 1990s the introduction of the concept of circular economy, people gradually understand and accept the process of material recycling of renewable resources from resource to product and then to implement Scientific Outlook on Development, adjust our economic structure and change the mode of production enterprises inevitable way. Through legislation, macroeconomic regulation, publicity and other means to vigorously promote the recycling economy to realize the transformation of the national economy, and the transformation of production mode of enterprise. The petrochemical enterprises as China's first batch of pilot enterprises, continue to explore the path to the implementation of circular economy model, Reduce the input of natural resources and increase the by-products, recycling of waste, treatment and reuse.
From the point of view of value chain, discusses the concept, the value chain of petrochemical enterprise under circular economy elements, operation mechanism, and compared with the existing value chain, can help the enterprises to realize their own mode of production, organization structure problems and the future direction of the business, and contribute to the assessment of the implementation of the circular economy environmental protection efficiency optimization of petrochemical industry value chain, is the enterprise based on circular economy should reach a low input, high output, less pollution, between the enterprise value and the value relation thinking, through the enterprise value chain and the extension of the network, the formation of a value flow, capital flow, closed loop material flow and information flow, and help enterprises to meet the 3R principle of circular economy at the same time, the formation of enterprise competitive advantage and realize enterprise value. If the value chain of large-scale petrochemical enterprises can be divided into set The outer circle of the group level and the inner cycle of the two level company, the value chain cycle of the small and medium sized petrochemical enterprises is a single cycle, which is equivalent to the inner cycle of the two level company.
At present, the domestic petrochemical enterprises value chain under the circular economy theory research and practice research is still blank. Considering the situation of our country, make full use of the development of circular economy industry abroad, the enterprise value chain optimization experience, from the enterprise organization structure, production process, cost management, marketing and related interests who analyzed the influence of circular economy on the enterprise value chain. At the same time, to investigate the existence of petrochemical enterprise value chain under the circular economy and how to optimize. The study of circular economy and realize how to provide direction in petrochemical enterprises operation.
The first chapter systematically expounds the concept and function of the concept of petrochemical enterprise value chain and value chain of petrochemical enterprises under circular economy, including the connotation, value chain factors. This paper attempts to petrochemical enterprise value chain concept of petrochemical enterprises value chain and circular economy difference, clarify the value chain optimization of petrochemical enterprises. At the same time, this paper introduces the operating mechanism of petrochemical enterprise value chain theory and circular economy value chain optimization of petrochemical enterprises under circular economy. The second chapter is based on the difference of petrochemical enterprise value chain petrochemical enterprise value chain and circular economy, and explore the causes of the existing value chain of petrochemical enterprises in China. Third through the cycle the United States economy of petrochemical enterprises mature experience, explore the implementation of circular economy of China petrochemical, the value chain optimization. The fourth chapter expounds the Enlightenment of circular economy Countermeasures of optimizing the value chain of petrochemical enterprises, perfecting the laws and regulations from the macro, the concept of circular economy promotion, establishment of pilot enterprises, give full play to the supervisory role of the government, to strengthen the information system of the micro, improve communication and coordination mechanism, the establishment of corporate culture and business performance evaluation mechanism, strengthen technological innovation, realize low cost, petrochemical the high yield and less pollution. The fifth chapter concludes that petrochemical enterprises on the basis of the model of circular economy is to realize the transformation of low input, high output, less pollution. The only way which must be passed through the value chain optimization, promote the transformation process of petrochemical enterprises. The national policy, the perfection of the laws and regulations for the implementation of circular economy enterprises escort.
