鐵路多元化經(jīng)營(yíng)戰(zhàn)略實(shí)施問題研究

【摘要】:為推動(dòng)鐵路科學(xué)發(fā)展,2011年4月,鐵道部決定實(shí)施多元化經(jīng)營(yíng)戰(zhàn)略,全方位占領(lǐng)市場(chǎng),在服務(wù)經(jīng)濟(jì)社會(huì)發(fā)展和廣大人民群眾的同時(shí),多渠道提高鐵路企業(yè)的經(jīng)濟(jì)效益。 此次鐵道部提出的多元化經(jīng)營(yíng)戰(zhàn)略,無(wú)論在經(jīng)營(yíng)理念、經(jīng)營(yíng)領(lǐng)域,還是在經(jīng)營(yíng)方式、經(jīng)營(yíng)目標(biāo)等各方面,都不是提法和戰(zhàn)術(shù)的調(diào)整,不是原來多經(jīng)企業(yè)的經(jīng)營(yíng),而是重大的經(jīng)營(yíng)發(fā)展戰(zhàn)略。面對(duì)這種全新的發(fā)展戰(zhàn)略,如何從多元化經(jīng)營(yíng)基本理論中找到依據(jù)、支撐,如何運(yùn)用基本理論指導(dǎo)鐵路企業(yè)將多元化經(jīng)營(yíng)戰(zhàn)略有效落實(shí)在企業(yè)運(yùn)營(yíng)的實(shí)踐中,這些都是鐵路多元化戰(zhàn)略實(shí)施中必須解決的緊迫問題。 本文首先根據(jù)企業(yè)多元化經(jīng)營(yíng)的基本理論,分析了鐵路多元化經(jīng)營(yíng)戰(zhàn)略的現(xiàn)狀、背景和內(nèi)涵,指出了鐵路實(shí)施多元化經(jīng)營(yíng)戰(zhàn)略的必然性。接著根據(jù)企業(yè)核心競(jìng)爭(zhēng)力理論,研究了企業(yè)核心競(jìng)爭(zhēng)力與多元化經(jīng)營(yíng)之間的關(guān)系,分析得出核心競(jìng)爭(zhēng)力是多元化經(jīng)營(yíng)的基礎(chǔ)、多元化經(jīng)營(yíng)是提高和增強(qiáng)核心競(jìng)爭(zhēng)力的重要途徑的結(jié)論。在此基礎(chǔ)上,對(duì)鐵路的核心競(jìng)爭(zhēng)力、特別是貨運(yùn)和客運(yùn)核心競(jìng)爭(zhēng)力進(jìn)行了認(rèn)真分析,給出了鐵路做優(yōu)做強(qiáng)客貨核心業(yè)務(wù)的途徑。然后,根據(jù)相關(guān)多元化的理論,提出了基于業(yè)務(wù)相關(guān)性的鐵路多元化經(jīng)營(yíng)領(lǐng)域拓展問題,并在分析研究口本、德國(guó)鐵路延伸客貨服務(wù)鏈實(shí)踐的基礎(chǔ)上,給出了我國(guó)鐵路企業(yè)延伸客貨服務(wù)鏈,拓展多元化經(jīng)營(yíng)領(lǐng)域的實(shí)施途徑。再其次,根據(jù)資源過剩理論,文章指出了鐵路進(jìn)行非相關(guān)多元化的理論基礎(chǔ),研究了鐵路非相關(guān)多元化的進(jìn)入途徑,分析了鐵路非相關(guān)多元化經(jīng)營(yíng)面臨的主要風(fēng)險(xiǎn),并給出了風(fēng)險(xiǎn)控制措施。 最后,結(jié)合廣鐵集團(tuán)實(shí)施多元化戰(zhàn)略的成功實(shí)踐,佐證了本文對(duì)多元化經(jīng)營(yíng)戰(zhàn)略實(shí)施中包括多元化方向、途徑、風(fēng)險(xiǎn)控制等問題研究結(jié)論的合理性和正確性。
[Abstract]:In order to promote the scientific development of railways, in April 2011, the Ministry of Railways decided to implement the strategy of diversified management, to occupy the market in all directions, to serve the economic and social development and the masses of the people, and to improve the economic benefits of railway enterprises through various channels. The diversified management strategy put forward by the Ministry of Railways this time is not an adjustment of the formulation and tactics, nor is it the original operation of an enterprise, whether in the business philosophy, in the field of operation, or in the mode of operation, the management objective, and so on. It is a major business development strategy. In the face of this brand-new development strategy, how to find the basis and support from the basic theory of diversified management, and how to use the basic theory to guide railway enterprises to effectively implement the diversified management strategy in the practice of enterprise operation. These are urgent problems that must be solved in the implementation of railway diversification strategy. Firstly, according to the basic theory of enterprise diversification, this paper analyzes the current situation, background and connotation of railway diversification management strategy, and points out the inevitability of the implementation of railway diversification management strategy. Then according to the theory of enterprise core competence, this paper studies the relationship between enterprise core competence and diversification management, and concludes that core competence is the basis of diversification management. Diversification is an important way to improve and enhance the core competitiveness. On this basis, the core competence of railway, especially the core competence of freight and passenger transport, is analyzed carefully, and the way to do the best and strengthen the core business of passenger and freight is given. Then, according to the related diversification theory, this paper puts forward the expansion of railway diversified management field based on business correlation, and on the basis of analyzing and studying the practice of German railway extending passenger and freight service chain, The implementation ways of extending passenger and cargo service chain and expanding diversified management field of railway enterprises in our country are given in this paper. Secondly, according to the theory of excess resources, the paper points out the theoretical basis of railway non-related diversification, studies the approach of railway non-related diversification, and analyzes the main risks faced by railway non-related diversification management. The risk control measures are also given. Finally, combined with the successful practice of implementing diversification strategy, this paper proves the rationality and correctness of the conclusion that diversification direction, approach, risk control and so on are included in the implementation of diversification strategy in this paper.
