SCEC公司分配制度改革研究

【摘要】:當(dāng)前,國有企業(yè)改革已進(jìn)入深水區(qū)和攻堅(jiān)期,由于種種歷史原因,國有企業(yè)在計(jì)劃經(jīng)濟(jì)體制時(shí)期遺留下來的部分體制上的頑疾一直未能得到根除,如今成為了企業(yè)發(fā)展和改革深化的進(jìn)程中的阻礙,深化國企改革尚有諸多的問題和挑戰(zhàn)亟待解決。在這其中,特別是管理“能上但不能下”、員工“能進(jìn)但不能出”、薪酬“能增但不能減”的問題尤為突出,正因如此,涉及人事、用工、分配的改革已經(jīng)成為深化國有企業(yè)改革最重要的前線陣地。推進(jìn)三項(xiàng)制度改革要講究有側(cè)重、破難點(diǎn)。人事、用工、分配制度的改革工作是一個(gè)有機(jī)的整體,三個(gè)方面的工作相輔相成、缺一不可。因此,本文以人事、用工和分配制度改革為背景,關(guān)注研究改革阻力最大的分配制度改革。本文對于SCEC公司分配制度改革前狀況和問題、改革實(shí)踐過程進(jìn)行分析,最后,對于SCEC公司分配制度改革成效提出完善建議。本論文所作實(shí)踐研究,填補(bǔ)了高速公路營運(yùn)企業(yè)在分配制度改革工作經(jīng)驗(yàn)上的匱乏,論證了只要堅(jiān)持民主、科學(xué)、合理的程序,把握公平、公正、公開的原則,國有企業(yè)制度改革就能夠取得積極成效,本文的分析論述對指引高速公路營運(yùn)企業(yè)可持續(xù)健康發(fā)展也能起到積極的促進(jìn)作用。
[Abstract]:At present, the reform of state-owned enterprises has entered a deep water area and a critical period. Due to various historical reasons, the persistent diseases of some systems left over by state-owned enterprises in the period of planned economic system have not been eradicated. Nowadays, it has become a hindrance in the process of enterprise development and reform deepening, and there are still many problems and challenges to be solved in deepening the reform of state-owned enterprises. In particular, the problem of management "can go up but not go down", employees "can enter but cannot go out", and pay "can be increased but not reduced" is particularly prominent. This is precisely why it involves personnel and employment. The reform of distribution has become the most important front-line position in deepening the reform of state-owned enterprises. To push forward the three system reforms, we should pay attention to the emphasis and break the difficulties. The reform of personnel, employment and distribution system is an organic whole. Therefore, based on the reform of personnel, employment and distribution system, this paper focuses on the reform of distribution system which has the greatest resistance to reform. This paper analyzes the situation and problems before the reform of the distribution system of SCEC Company and the process of the reform practice. Finally, it puts forward some suggestions for the improvement of the effect of the reform of the distribution system of the SCEC Company. The practical research made in this paper has filled the lack of experience in the reform of the distribution system in the expressway operation enterprises, and demonstrated that as long as we adhere to the principles of democracy, science and reasonable procedures, we must grasp the principles of fairness, justice and openness. The reform of state-owned enterprise system can achieve positive results, and the analysis and discussion of this paper can also play a positive role in guiding the sustainable and healthy development of expressway operation enterprises.
