【摘要】：集裝箱鐵水聯(lián)運(yùn)是綜合交通運(yùn)輸系統(tǒng)的重要組成部分,但一直以來我國采用多部門管理的交通體制,在一定程度上制約了鐵水聯(lián)運(yùn)的快速發(fā)展。2013年,中國新一屆政府實(shí)行大部制改革。此次改革不僅有利于鐵路自身的健康發(fā)展,而且給鐵路與其他幾種運(yùn)輸方式合作提供了很好的平臺,推動(dòng)了我國鐵水聯(lián)運(yùn)的進(jìn)一步發(fā)展。 論文根據(jù)目前我國鐵水聯(lián)運(yùn)集裝箱單據(jù)方面存在的實(shí)際問題及問題根源,提出采用紙面全程運(yùn)單與電子單證相結(jié)合的模式,構(gòu)建滿足我國現(xiàn)階段集裝箱鐵水聯(lián)運(yùn)發(fā)展需求的單據(jù)體系。 首先,從國內(nèi)外集裝箱鐵水聯(lián)運(yùn)的現(xiàn)狀分析入手,提出了論文的研究內(nèi)容。根據(jù)現(xiàn)階段集裝箱票據(jù)存在的問題及其根源提出紙面全程運(yùn)單與電子單證相結(jié)合的優(yōu)化方案,聯(lián)運(yùn)信息通過統(tǒng)一的鐵水聯(lián)運(yùn)集裝箱信息平臺以電子單據(jù)的形式傳遞,加快信息的傳遞與交換。同時(shí),紙面全程運(yùn)單作為物權(quán)憑證與集裝箱貨物同時(shí)交接,實(shí)現(xiàn)各參與方責(zé)權(quán)利的劃分。然后,論文分別從設(shè)計(jì)思路、內(nèi)容設(shè)計(jì)和樣本設(shè)計(jì)三個(gè)方面設(shè)計(jì)紙面全程運(yùn)單。而單據(jù)電子化研究則包括信息管理系統(tǒng)平臺架構(gòu)功能以及優(yōu)化后的電子單證內(nèi)容兩部分。最后,論文分析了優(yōu)化后的單據(jù)流程,通過一則集裝箱鐵水聯(lián)運(yùn)出口業(yè)務(wù)為例描述優(yōu)化前后的單據(jù)流程并對比分析。除此之外,論文還從經(jīng)濟(jì)效益和社會效益兩方面對優(yōu)化方案進(jìn)行評價(jià)。
[Abstract]:Containerized iron and water transport is an important part of the integrated transportation system. However, the transportation system of multi-sector management has been adopted in our country all the time, which to some extent has restricted the rapid development of the combined transport of hot metal. The new Chinese government has implemented a major reform. This reform is not only conducive to the healthy development of the railway itself, but also provides a good platform for railway cooperation with several other modes of transportation, and promotes the further development of China's hot metal combined transport. According to the actual problems and root causes of the container documents in China, the paper puts forward the mode of combining paper waybill with electronic document. To establish a document system to meet the needs of the development of container iron-water transport in China at this stage. First of all, from the domestic and foreign container hot metal transport analysis of the status quo, put forward the research content of the paper. According to the problems existing in container documents at present and their root causes, this paper puts forward an optimized scheme of combining paper waybill with electronic document. The information of intermodal transport is transmitted by electronic documents through a unified platform of container information through molten iron transport. Speed up the transmission and exchange of information. At the same time, the paper waybill as a document of title and container goods at the same time, to achieve the division of the rights of the parties involved. Then, the paper designs the whole paper waybill from three aspects: design idea, content design and sample design. The electronic document research includes two parts: the information management system platform structure function and the optimized electronic document content. Finally, the paper analyzes the optimized document flow, describes the pre-and post-optimization document flow through an example of the container hot metal transport export business, and compares and analyzes the document flow before and after the optimization. In addition, the paper evaluates the optimization scheme from two aspects of economic and social benefits.
