【摘要】：“貸款修路,收費(fèi)還貸”,這是推進(jìn)我國(guó)交通建設(shè)尤其是公路建設(shè)和發(fā)展的重要決策。政策實(shí)施以來(lái),公路建設(shè)資金來(lái)源得以保障,解決了財(cái)政資金不足的矛盾,公路建設(shè)得以迅速發(fā)展,極大推動(dòng)了社會(huì)經(jīng)濟(jì)的平穩(wěn)發(fā)展和運(yùn)行。依賴于此項(xiàng)政策,我國(guó)高速公路建設(shè)成就矚目。2014年末,“我國(guó)公路總里程達(dá)到446.39萬(wàn)公里,高速公路里程已突破11萬(wàn)公里,位居世界前列”①。顧名思義,高速公路高速、快捷。它是我國(guó)經(jīng)濟(jì)社會(huì)快速發(fā)展的巨大的動(dòng)力。就高速公路而言,合理的收費(fèi)可以使已建高速公路得以有效經(jīng)營(yíng)管理,實(shí)現(xiàn)“暢、安、舒、美”的通達(dá)成效,讓有效的資源得以合理配置,更可以實(shí)現(xiàn)未來(lái)高速公路的可持續(xù)發(fā)展。但隨著社會(huì)經(jīng)濟(jì)的發(fā)展,高速公路收費(fèi)政策的多種弊端逐漸呈現(xiàn),高速公路建設(shè)運(yùn)營(yíng)者和使用者的矛盾日益突出,集中表現(xiàn)于高速公路到底該不該收費(fèi)的矛盾。這個(gè)矛盾如果得不到解決,我國(guó)公路事業(yè)的健康持續(xù)將受到極大影響。長(zhǎng)遠(yuǎn)來(lái)看,我國(guó)國(guó)民經(jīng)濟(jì)的發(fā)展也將受到極大制約。本論文從客觀角度出發(fā),在比較參考大量前人的研究成果的基礎(chǔ)上,對(duì)多個(gè)國(guó)家的高速公路收費(fèi)政策進(jìn)行了分析比較,借鑒國(guó)內(nèi)外高速公路收費(fèi)管理經(jīng)驗(yàn)和啟示,深入分析目前高速公路收費(fèi)政策存在的普遍問(wèn)題,探討如果高速公路免費(fèi)通行會(huì)引發(fā)的各種問(wèn)題,探究公路收費(fèi)政策的合理性和現(xiàn)實(shí)依據(jù),提出合理收費(fèi)政策改革的措施和建議,以保障高速公路建設(shè)事業(yè)在新常態(tài)下實(shí)現(xiàn)又好又快發(fā)展。
[Abstract]:It is an important decision to promote the traffic construction, especially the highway construction and development in our country. Since the implementation of the policy, the sources of highway construction funds have been guaranteed, the contradiction of insufficient financial funds has been solved, and the highway construction has developed rapidly, which has greatly promoted the steady development and operation of social economy. Depending on this policy, the achievements of highway construction in China were remarkable. At the end of 2014, "the total mileage of highway in China reached 4.4639 million km, and the mileage of expressway exceeded 110000 km, ranking first in the world". As the name implies, highway high speed, fast. It is our country economy society fast development huge motive force. As far as expressways are concerned, reasonable charges can enable the existing highways to operate and manage effectively, to achieve "smooth, safe, comfortable and beautiful" access, and to allow effective resources to be allocated reasonably. It can also realize the sustainable development of the highway in the future. However, with the development of society and economy, many kinds of malpractices of expressway toll collection policy appear gradually, and the contradiction between expressway construction operator and user is becoming more and more prominent, which is concentrated on the contradiction of whether expressway should charge or not. If this contradiction can not be solved, the health of China's highway industry will be greatly affected. In the long run, the development of our national economy will also be greatly restricted. From the objective point of view, on the basis of comparing and referring to a large number of previous research results, this paper analyzes and compares the expressway toll collection policies in many countries, and draws lessons from the experience and enlightenment of expressway toll management at home and abroad. This paper deeply analyzes the common problems existing in the expressway toll collection policy, probes into the various problems caused by the freeway toll-free passage, and probes into the rationality and realistic basis of the highway toll policy. This paper puts forward some measures and suggestions for the reform of reasonable toll policy in order to ensure that the expressway construction can develop well and rapidly under the new normal condition.
