基于層次分析法和模糊綜合評(píng)價(jià)的中國(guó)高鐵核心能力評(píng)價(jià)

【摘要】:隨著中國(guó)建設(shè)全球規(guī)模最大的高速鐵路網(wǎng)工程的推進(jìn),中國(guó)高速鐵路的運(yùn)營(yíng)里程目前已突破2萬(wàn)公里,高鐵的“中國(guó)品牌”響徹世界。作為國(guó)家重要的基礎(chǔ)設(shè)施和大眾化的交通工具,中國(guó)高速鐵路的發(fā)展模式充分體現(xiàn)了我國(guó)的經(jīng)濟(jì)和政治力量。中國(guó)高鐵是我國(guó)交通運(yùn)輸行業(yè)的重要組成部分,對(duì)提升和推動(dòng)我國(guó)整體發(fā)展有著舉足輕重的作用,其經(jīng)濟(jì)效益、社會(huì)效益和環(huán)保價(jià)值都是不言而喻的。但是,伴隨著國(guó)家“一帶一路”和“走出去”戰(zhàn)略的提出,中國(guó)高速鐵路在打入國(guó)際市場(chǎng)的同時(shí),其存在的問題也日漸凸顯。如:國(guó)際化認(rèn)知度不高、國(guó)際型高端人才稀缺、高鐵出海面臨多重風(fēng)險(xiǎn)等。因而,識(shí)別中國(guó)高速鐵路的核心能力,開展中國(guó)高鐵核心能力評(píng)價(jià)就迫在眉睫。通過對(duì)中國(guó)高鐵核心能力的評(píng)價(jià),可以為保護(hù)和提升我國(guó)高速鐵路核心能力提供依據(jù),對(duì)推動(dòng)中國(guó)高速鐵路發(fā)揮競(jìng)爭(zhēng)優(yōu)勢(shì),拓展市場(chǎng)空間具有極其重要的意義。本文研究對(duì)象是中國(guó)高速鐵路系統(tǒng),包括政產(chǎn)學(xué)研用五大參與者,以中國(guó)鐵路總公司為核心主體,統(tǒng)籌規(guī)劃各方資源。文章首先介紹了技術(shù)創(chuàng)新、核心能力等相關(guān)理論的研究現(xiàn)狀與概念界定,以此為基礎(chǔ),闡述了中國(guó)高速鐵路的發(fā)展歷程,進(jìn)而分析其核心能力的發(fā)展現(xiàn)狀與存在問題。根據(jù)中國(guó)高速鐵路的特點(diǎn),構(gòu)建了一整套系統(tǒng)的核心能力評(píng)價(jià)指標(biāo)體系,運(yùn)用層次分析法和模糊綜合評(píng)價(jià)模型對(duì)高速鐵路的核心能力進(jìn)行綜合評(píng)價(jià),根據(jù)評(píng)價(jià)結(jié)果提出相應(yīng)的對(duì)策建議。根據(jù)模糊綜合評(píng)價(jià)模型的最終結(jié)果得出,目前中國(guó)高速鐵路的核心能力屬于“一般”,其市場(chǎng)運(yùn)營(yíng)表現(xiàn)較好,但是技術(shù)創(chuàng)新與運(yùn)營(yíng)管理方面仍有欠缺,需提升完善。具體到更細(xì)致的指標(biāo),其在環(huán)境整合能力、市場(chǎng)營(yíng)銷能力及技術(shù)延展能力的表現(xiàn)良好,但是在高層領(lǐng)導(dǎo)素質(zhì)與能力、現(xiàn)有核心能力的保護(hù)與發(fā)展等方面都需要提升改進(jìn)。從評(píng)價(jià)結(jié)果可以看出,未來我國(guó)高速鐵路的發(fā)展重心應(yīng)放在技術(shù)創(chuàng)新與運(yùn)營(yíng)管理方面,不斷加快高鐵技術(shù)全面自主化進(jìn)程與運(yùn)營(yíng)管理能力的快速提升,尤其是要注重管理人才的培養(yǎng)、高層領(lǐng)導(dǎo)能力與素質(zhì)的提升、對(duì)現(xiàn)有核心能力的保護(hù)以及“走出去”所面臨的風(fēng)險(xiǎn)的預(yù)防等。只有不斷加強(qiáng)中國(guó)高速鐵路的核心能力管理,才能讓其在競(jìng)爭(zhēng)日益激烈的高鐵國(guó)際市場(chǎng)中脫穎而出。
[Abstract]:With China's construction of the world's largest high-speed rail network moving ahead, China's high-speed rail network is now operating more than 20,000 kilometers, and the "Chinese brand" of high-speed rail has spread all over the world. As an important national infrastructure and popular means of transportation, the development mode of China's high-speed railway fully reflects the economic and political power of our country. China's high-speed rail is an important part of China's transportation industry, which plays an important role in promoting and promoting the overall development of our country, and its economic, social and environmental value are self-evident. However, with the national "Belt and Road" and "going out" strategy proposed, China's high-speed railway in the international market at the same time, its existing problems are also increasingly prominent. For example: international awareness is not high, international high-end talent is scarce, high-speed rail faces many risks and so on. Therefore, it is urgent to identify the core competence of Chinese high-speed railway and carry out the evaluation of the core capacity of Chinese high-speed railway. The evaluation of the core competence of high-speed railway in China can provide the basis for protecting and promoting the core competence of high-speed railway in China. It is of great significance to promote the development of competitive advantage and expand the market space of high-speed railway in China. The research object of this paper is the high-speed railway system of China, including the five participants in the administration, industry, education and research, taking the China Railway Corporation as the core body and planning all kinds of resources as a whole. This paper first introduces the research status and concept definition of technology innovation, core competence and other related theories. Based on this, it expounds the development course of China's high-speed railway, and then analyzes the development status and existing problems of its core competence. According to the characteristics of China's high-speed railway, a set of evaluation index system of core competence is constructed, and the core competence of high-speed railway is comprehensively evaluated by AHP and fuzzy comprehensive evaluation model. According to the evaluation results, the corresponding countermeasures and suggestions are put forward. According to the final result of fuzzy comprehensive evaluation model, the core capability of Chinese high-speed railway is "general" at present, and its market operation performance is good, but there are still deficiencies in technological innovation and operation management, which need to be improved. The more detailed indicators have good performance in environmental integration ability, marketing ability and technology extension ability, but need to be improved in senior leadership quality and ability, protection and development of existing core competence and so on. From the evaluation results, we can see that in the future, the development of high-speed railway in China should focus on technological innovation and operation management, and speed up the process of fully autonomous high-speed railway technology and the rapid improvement of operational management ability. In particular, we should pay attention to the cultivation of management talents, the improvement of senior leadership ability and quality, the protection of existing core competence and the prevention of the risks faced by "going out". Only by continuously strengthening the core competence management of China's high-speed railway can it stand out in the increasingly competitive international market for high-speed rail.
