【摘要】：隨著我國(guó)公路運(yùn)輸需求的迅速增長(zhǎng),我國(guó)公路建設(shè)也取得了巨大的成就。然而與國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展的要求相比,交通基礎(chǔ)設(shè)施總量仍顯不足,成為國(guó)民經(jīng)濟(jì)的制約“瓶頸”。要加快公路建設(shè)步伐,首要解決公路建設(shè)資金不足,融資方式的難題。湖南省地處中部,既無(wú)東部地區(qū)良好的市場(chǎng)環(huán)境也無(wú)西部地區(qū)的國(guó)家政策傾斜力度,再加上湖南省經(jīng)濟(jì)發(fā)展?jié)摿θ杂写M(jìn)一步挖掘,所以資金缺口問題尤為突出。公路建設(shè)資金的融資問題事關(guān)湖南經(jīng)濟(jì)發(fā)展的頭等大事。本文以這一形式為依托,對(duì)湖南省公路建設(shè)融資問題進(jìn)行了探討。 本文首先從我國(guó)公路建設(shè)融資的理論基礎(chǔ)著手,分別分析了公路的經(jīng)濟(jì)屬性、資本成本理論、資本結(jié)構(gòu)理論以及融資風(fēng)險(xiǎn)理論,進(jìn)而對(duì)我國(guó)公路建設(shè)項(xiàng)目的融資方式進(jìn)行了一一探討,在我國(guó)公路建設(shè)的現(xiàn)狀基礎(chǔ)上分析了公路建設(shè)項(xiàng)目融資體制模式的變革。同時(shí)通過對(duì)湖南省公路建設(shè)項(xiàng)目資金需求與供給的測(cè)算,指出湖南省公路建設(shè)存在的嚴(yán)重資金缺口問題并分析其成因。其次本文深入剖析了湖南省公路建設(shè)融資債務(wù)性融資方式和資本性融資方式的適應(yīng)性分析,提出了湖南省公路建設(shè)融資配套機(jī)制,以促進(jìn)湖南省公路建設(shè)的長(zhǎng)足發(fā)展,進(jìn)而很好的配合經(jīng)濟(jì)發(fā)展。
[Abstract]:With the rapid growth of highway transportation demand in China, great achievements have been made in highway construction. However, compared with the requirements of national economy and social development, the total amount of transportation infrastructure is still insufficient and becomes the bottleneck of the national economy. To speed up the pace of highway construction, first of all, to solve the lack of funds for highway construction, financing difficulties. Hunan Province is located in the middle of the region, there is neither a good market environment in the eastern region nor the national policy inclination of the western region, and the economic development potential of Hunan Province still needs to be further explored, so the problem of capital gap is particularly prominent. The financing of highway construction funds concerns the top priority of Hunan's economic development. Based on this form, this paper discusses the financing of highway construction in Hunan Province. This paper begins with the theoretical basis of highway construction financing in China and analyzes the economic attributes of highway, capital cost theory, capital structure theory and financing risk theory, respectively. Then the financing mode of highway construction project in our country is discussed one by one, and the reform of financing system mode of highway construction project is analyzed on the basis of the present situation of highway construction in our country. At the same time, through the calculation of the demand and supply of the highway construction project in Hunan Province, the paper points out the serious shortage of funds in the highway construction of Hunan Province and analyzes its causes. Secondly, this paper deeply analyzes the adaptability analysis of the debt financing mode and the capital financing mode of the highway construction in Hunan Province, and puts forward the supporting mechanism of the highway construction financing in Hunan Province, in order to promote the rapid development of the highway construction in Hunan Province. And then very well in line with economic development.
