【摘要】：當前，隨著黑龍江省三年決戰(zhàn)大規(guī)模公路建設(shè)任務的全面完成，全省公路管理工作進入新的階段、也面臨著新的形勢和挑戰(zhàn)。交通流量特別是重載交通量持續(xù)增長，保護公路建設(shè)成果面臨巨大壓力。加之我省公路養(yǎng)護歷史欠賬較多，大量舊路橋梁集中到了周期性的養(yǎng)護高峰期，今后一個時期全省養(yǎng)護和路政管理任務將十分艱巨。哈雙高速公路為黑龍江省最主要的運輸通路之一，在公路養(yǎng)護管理工作中占有極重要的體位，可以說提升哈雙高速公路路政管理水平刻不容緩，本文就是在這樣的背景下產(chǎn)生的。 本文通過哈雙高速公路路政管理工作現(xiàn)狀，結(jié)合我國相關(guān)法律法規(guī)建設(shè)情況，進一步分析哈雙高速公路路政管理工作面臨的困難和問題，進而提出解決建議和對策，旨在增強哈雙高速公路路政管理工作水平，為提高哈雙高速公路服務能力做出幫助，，并為其他高速公路路政管理工作提供借鑒和參考。
[Abstract]:At present, with the completion of the task of large-scale highway construction in Heilongjiang Province for three years, the highway management in Heilongjiang Province has entered a new stage and is also facing new situation and challenges. Traffic flow, especially heavy traffic volume, continues to increase, and the protection of highway construction results is facing great pressure. In addition, there are more historical debts for highway maintenance in our province, and a large number of old road bridges are concentrated in the periodic peak period of maintenance. In the coming period, the maintenance and road administration tasks of the whole province will be very arduous. Ha-Shuang Expressway is one of the most important transportation channels in Heilongjiang Province. It occupies an extremely important position in highway maintenance and management. It can be said that it is urgent to improve the level of road administration of Ha-Shuang Expressway. This article is produced under such a background. Based on the present situation of road administration of Harbin and Shuang Expressway and the construction of relevant laws and regulations in our country, this paper further analyzes the difficulties and problems faced by the road administration of Harbin and Shuang Expressway, and then puts forward some suggestions and countermeasures. The purpose of this paper is to strengthen the level of highway administration in Harbin and Shuang Expressway, to help improve the service ability of Harbin and Shuang Expressway, and to provide reference and reference for other highway administration work.
