【摘要】：經(jīng)過最近幾年的快速發(fā)展,中國高鐵企業(yè)已經(jīng)具備了“走出去”的能力,同時世界各國對高鐵的需求以及“一帶一路”戰(zhàn)略也為中國高鐵“走出去”提供了機遇。那么,中國高鐵應該怎樣“走出去”,以什么樣的模式“走出去”,才能保證中國高鐵順利地“走出去”并獲得可持續(xù)性發(fā)展呢?正是在這樣的背景條件下,本文對中國高鐵“走出去”模式展開研究,以期為中國高鐵“走出去”模式的選擇提供一種思路,促進中國高鐵順利地“走出去”。本文綜合運用文獻研究法和實證分析的方法,對中國高鐵“走出去”模式展開研究。首先,概述了中國高鐵“走出去”的相關內(nèi)容,包括中國高鐵的發(fā)展現(xiàn)狀、中國高鐵“走出去”的提出以及中國高鐵“走出去”的戰(zhàn)略意義,以此說明中國高鐵具備了“走出去”的基本條件。其次,通過分析國際高鐵市場情況和中國高鐵的競爭力,做到知己知彼,為中國高鐵順利地“走出去”奠定基礎。再次,分析比較中國高鐵“走出去”的總承包項目模式和項目融資模式,并基于模糊綜合評價法介紹如何選擇中國高鐵合適的“走出去”模式。最后,通過分析墨西哥高鐵項目投標的經(jīng)驗教訓說明東道國的高鐵市場情況是影響中國高鐵順利“走出去”的重要因素,并結(jié)合泰國高鐵項目驗證了基于模糊綜合評價法選擇中國高鐵合適的“走出去”模式有一定的合理性和可行性。
[Abstract]:After rapid development in recent years, Chinese high-speed rail companies have the ability to "go out", and the world's demand for high-speed rail and the "Belt and Road" strategy also provide opportunities for China's high-speed rail "going out." So, how should China's high-speed rail "go out", and with what mode of "going out" to ensure that China's high-speed rail "go out" and achieve sustainable development? It is under this background that this paper studies the "going out" mode of high-speed rail in China, in order to provide a way of thinking for the choice of "going out" mode of high-speed railway in China, and to promote the "going out" mode of high-speed railway in China. This paper studies the "going out" mode of high-speed railway in China by means of literature research and empirical analysis. First of all, it outlines the relevant contents of China's high-speed rail "going out", including the current development situation of China's high-speed railway, the proposal of China's high-speed rail "going out" and the strategic significance of China's high-speed rail "going out". This shows that China's high-speed rail has a "go out" basic conditions. Secondly, through the analysis of the international high-speed rail market and the competitiveness of China's high-speed rail, we should know ourselves and the enemy, and lay the foundation for China's high-speed rail to "go out" smoothly. Thirdly, this paper analyzes and compares the general contracting project mode and project financing mode of Chinese high-speed railway, and introduces how to choose the suitable "going out" mode based on fuzzy comprehensive evaluation method. Finally, by analyzing the experiences and lessons of bidding for the high-speed rail project in Mexico, it is shown that the high speed rail market in the host country is an important factor affecting the smooth "going out" of China's high-speed railway. Combined with Thailand high-speed rail project, it is proved that it is reasonable and feasible to select the appropriate "going out" mode of Chinese high-speed railway based on fuzzy comprehensive evaluation method.
