【摘要】:交通運(yùn)輸是社會(huì)和經(jīng)濟(jì)發(fā)展的先決條件和重要保障,對(duì)促進(jìn)區(qū)域間資源的合理配置和社會(huì)分工起到重要作用。湖北省地處長(zhǎng)江中游,九省通衢,是我國(guó)中部地區(qū)重要的交通運(yùn)輸節(jié)點(diǎn)。優(yōu)越的地理位置和良好的經(jīng)濟(jì)發(fā)展勢(shì)頭為長(zhǎng)江干線湖北段綜合貨物運(yùn)輸通道的建設(shè)和發(fā)展創(chuàng)造了得天獨(dú)厚的條件和穩(wěn)定的貨源,而隨之引發(fā)的更為迫切的貨物運(yùn)輸需求也對(duì)長(zhǎng)江干線湖北段綜合貨運(yùn)通道的進(jìn)一步建設(shè)和完善提出了更高的要求。針對(duì)綜合貨物運(yùn)輸通道內(nèi)不同種運(yùn)輸方式的情況進(jìn)行準(zhǔn)確評(píng)價(jià)與定位,既是提高綜合運(yùn)輸體系效率的重要手段,也是對(duì)運(yùn)輸網(wǎng)絡(luò)進(jìn)行合理規(guī)劃的有力保證。 本文首先介紹了綜合運(yùn)輸通道的內(nèi)涵及類型,并對(duì)目前綜合運(yùn)輸評(píng)價(jià)研究中選用的評(píng)價(jià)方法及其存在的不足進(jìn)行了分析。其次,分析了長(zhǎng)江干線湖北段綜合貨運(yùn)通道的基礎(chǔ)設(shè)施和運(yùn)營(yíng)情況,并指出了目前綜合貨運(yùn)通道建設(shè)存在的問(wèn)題。在建立評(píng)價(jià)模型時(shí),先從貨主企業(yè)、運(yùn)輸企業(yè)和政府部門三個(gè)角度闡述了綜合貨運(yùn)通道評(píng)價(jià)的必要性,在經(jīng)過(guò)對(duì)多種評(píng)價(jià)方法進(jìn)行比較以后,選擇了基于離散突變-模糊物元法的評(píng)價(jià)模型。在實(shí)證分析部分,結(jié)合長(zhǎng)江干線湖北段綜合貨物運(yùn)輸通道的特性,選定鐵路、公路及水路三種運(yùn)輸方式作為研究對(duì)象,從經(jīng)濟(jì)、技術(shù)、社會(huì)和可持續(xù)發(fā)展四個(gè)方面建立了多層次貨物運(yùn)輸通道評(píng)價(jià)體系,并對(duì)定性和定量指標(biāo)分別進(jìn)行了評(píng)分和計(jì)算。 針對(duì)現(xiàn)有運(yùn)輸方式評(píng)價(jià)存在的模糊性及不確定性,以及傳統(tǒng)定權(quán)方法在客觀性與準(zhǔn)確性上的不足,本文采用模糊物元法對(duì)評(píng)價(jià)體系內(nèi)各指標(biāo)數(shù)據(jù)進(jìn)行處理,并引入離散系數(shù)法計(jì)算各評(píng)價(jià)指標(biāo)的權(quán)重。然后根據(jù)評(píng)價(jià)體系的結(jié)構(gòu)和各評(píng)價(jià)指標(biāo)的相對(duì)重要性與邏輯關(guān)系,并結(jié)合之前得到的權(quán)重?cái)?shù)據(jù),用突變?cè)u(píng)價(jià)法對(duì)模糊物元評(píng)價(jià)法得出的計(jì)算結(jié)果進(jìn)行優(yōu)化處理,計(jì)算出各種運(yùn)輸方式的貼近度,從而完成對(duì)各種運(yùn)輸方式的評(píng)價(jià)。根據(jù)貼近度的計(jì)算結(jié)果,運(yùn)用1ogit模型計(jì)算出綜合貨運(yùn)通道內(nèi)三種運(yùn)輸方式的分擔(dān)率。最后根據(jù)模型的評(píng)價(jià)結(jié)果,提出相應(yīng)的綜合貨運(yùn)通道協(xié)同發(fā)展的建設(shè)策略。
[Abstract]:Transportation is the prerequisite and important guarantee for the development of society and economy. It plays an important role in promoting the rational allocation of resources and the social division of labor. Hubei province is located in the middle reaches of the Yangtze River and the thoroughfare of the nine provinces. It is an important transportation node in the central region of China. The superior geographical position and good economic development trend are the Yangtze River main line Lake The construction and development of the northern section of the comprehensive cargo transport channel has created a unique and stable source of goods, and the more urgent demand for freight transport has also raised a higher requirement for the further construction and improvement of the Hubei section of the Yangtze River trunk line. Accurate evaluation and location are both important means to improve the efficiency of integrated transportation system, and also a powerful guarantee for reasonable planning of transportation network.
This paper first introduces the connotation and types of comprehensive transport channel, and analyzes the evaluation methods and shortcomings in the comprehensive transportation evaluation research. Secondly, it analyzes the infrastructure and operation of the comprehensive freight channel in the Hubei section of the Yangtze River, and points out the existing problems in the construction of the comprehensive freight channel. In the establishment of evaluation model, the necessity of comprehensive freight channel evaluation is expounded from three angles of cargo owners, transportation enterprises and government departments. After comparing a variety of evaluation methods, the evaluation model based on discrete catastrophe fuzzy matter element method is selected. In the empirical analysis part, combined with the Hubei section of the Yangtze River, the comprehensive goods are combined. The characteristics of the transport channel are selected as the research object of the three modes of transportation, such as railway, highway and waterway. From the four aspects of economy, technology, society and sustainable development, the multi-level transportation channel evaluation system has been established, and the qualitative and quantitative indexes are evaluated and calculated respectively.
In view of the fuzziness and uncertainty existing in the evaluation of existing modes of transportation, and the shortcomings of the objectivity and accuracy of the traditional method of weight determination, the fuzzy matter element method is used to deal with the index data in the evaluation system, and the weight weight of each evaluation index is calculated by the discrete coefficient method. Then, the structure of the evaluation system and the evaluation of the evaluation system are also evaluated. The relative importance of the index and the logical relation, combined with the weight data obtained before, with the mutation evaluation method to optimize the calculation results obtained by the fuzzy matter-element evaluation method, and calculate the close degree of various transportation modes, so as to complete the evaluation of various modes of transportation. The 1ogit model is used to calculate the result of the calculation of the root according to the close degree. Finally, according to the evaluation results of the model, the corresponding strategies for the coordinated development of the integrated freight corridor are put forward based on the evaluation results of the three models.
