新公共管理下的城市軌道交通特許經(jīng)營研究

【摘要】:隨著城市化水平的不斷提高,人們對(duì)城市軌道交通的需求越來越強(qiáng)勁,然而巨大的投融資資金缺口卻嚴(yán)重限制了其大力發(fā)展,導(dǎo)致軌道交通行發(fā)展到建設(shè)瓶頸期。要想打破這種瓶頸,就必須研究如何調(diào)整軌道交通的投融資結(jié)構(gòu),引進(jìn)私人資本,推進(jìn)軌道交通行業(yè)市場(chǎng)化改革。順應(yīng)“新公共管理”潮流探索多種形式的投資、建設(shè)與管理模式是實(shí)現(xiàn)其市場(chǎng)化改革的重要保障。 近幾年來,無論是北京地鐵的PPP模式,還是深圳地鐵的BOT模式,都采用了政府特許經(jīng)營,這對(duì)于改善軌道交通行業(yè)的投融資結(jié)構(gòu),緩解基礎(chǔ)設(shè)施項(xiàng)目建設(shè)資金緊張狀況都起到了非常重要的作用。作為一項(xiàng)公益性事業(yè),城市軌道采用特許經(jīng)營對(duì)于我國的地鐵建設(shè)來說是一個(gè)全新的課題。本文在分析軌道交通行業(yè)市場(chǎng)化改革的必要性和引入特許經(jīng)營的可行性的基礎(chǔ)上,利用新公共管理理論解釋框架結(jié)合軌道交通屬性從內(nèi)外兩個(gè)維度的資金成本、組織機(jī)構(gòu)、資源布局、風(fēng)險(xiǎn)管理和外部多個(gè)方面梳理城市軌道運(yùn)用特許經(jīng)營所具備的因素,建立特許經(jīng)營影響因素體系,然后對(duì)國內(nèi)外特許經(jīng)營案例進(jìn)行實(shí)證分析,最終根據(jù)我國實(shí)情,建立城市軌道交通特許經(jīng)營的合理保障機(jī)制,對(duì)于促進(jìn)特許經(jīng)營在我國城市軌道交通行業(yè)的廣泛應(yīng)用有很大的參考價(jià)值和借鑒意義。 本文包括圖8幅,表5張,參考文獻(xiàn)50篇。
[Abstract]:With the development of urbanization, the demand for urban rail transit is more and more strong. However, the huge shortage of investment and financing seriously restricts its development, leading to the development of rail transit to the bottleneck period of construction. In order to break this bottleneck, we must study how to adjust the investment and financing structure of rail transit, introduce private capital, and promote the marketization reform of rail transit industry. In accordance with the trend of "new public management" to explore various forms of investment, construction and management model is an important guarantee to realize its market-oriented reform. In recent years, both the PPP model of the Beijing Metro and the bot model of the Shenzhen Metro have adopted the government franchise, which will improve the investment and financing structure of the rail transit industry. Easing the infrastructure project construction funds have played a very important role. As a public welfare enterprise, the franchise of urban track is a new subject for subway construction in China. On the basis of analyzing the necessity of the market-oriented reform of rail transit industry and the feasibility of introducing franchising, this paper uses the new public management theory to explain the cost of funds from the inside and outside dimensions of rail transit, and the organization, using the new public management theory to explain the framework. Resource layout, risk management and external aspects combing the factors in the use of franchising in urban track, establishing a franchise impact factor system, and then empirical analysis of domestic and foreign franchise cases, finally according to the facts of our country. It is of great reference value and significance to establish the reasonable guarantee mechanism of urban rail transit franchising for promoting the wide application of franchising in China's urban rail transit industry. This paper includes 8 figures, 5 tables and 50 references.
