大型鐵路企業(yè)物資設(shè)備招投標(biāo)管理改革研究與實(shí)踐

【摘要】:為理順政府管理職能,實(shí)行政企分開(kāi),促進(jìn)我國(guó)鐵路健康、有序發(fā)展,2013年3月鐵道部被撤銷(xiāo),作為物資設(shè)備采購(gòu)主體的原鐵道部所屬大型鐵路企業(yè)的招投標(biāo)管理制度、操作模式以及監(jiān)管體制等也將隨之發(fā)生變革。加之鐵路跨越式大發(fā)展進(jìn)程地不斷推進(jìn)和鐵路企業(yè)市場(chǎng)主體地位的確立,各鐵路企業(yè)將面臨加強(qiáng)安全質(zhì)量基礎(chǔ)、加快轉(zhuǎn)換經(jīng)營(yíng)機(jī)制、規(guī)范企業(yè)運(yùn)輸生產(chǎn)管理等諸多任務(wù)和困難。因此,建立完善、規(guī)范、高效的招投標(biāo)制度,是鐵路運(yùn)輸企業(yè)適應(yīng)社會(huì)主義市場(chǎng)經(jīng)濟(jì)的需要,也是鐵路運(yùn)輸企業(yè)進(jìn)行公平交易、鼓勵(lì)競(jìng)爭(zhēng)、防止壟斷、降低采購(gòu)成本、確保產(chǎn)品質(zhì)量安全以及防范廉政風(fēng)險(xiǎn)的有力手段。通過(guò)公開(kāi)、公平、公正的招標(biāo),鐵路運(yùn)輸企業(yè)可提高管理水平和生產(chǎn)效率,樹(shù)立良好的社會(huì)形象,具有十分顯著的經(jīng)濟(jì)和社會(huì)效益。本文從某國(guó)有大型鐵路企業(yè)的物資設(shè)備招投標(biāo)管理實(shí)際狀況入手,首先闡述了物資設(shè)備招投標(biāo)管理的基本理論、主要程序、國(guó)內(nèi)發(fā)展趨勢(shì)以及國(guó)外物資設(shè)備招投標(biāo)管理的先進(jìn)模式、比較和啟示,接著對(duì)鐵路企業(yè)招投標(biāo)的行業(yè)特點(diǎn)、制度現(xiàn)狀和存在的主要問(wèn)題進(jìn)行了論述和分析。筆者根據(jù)對(duì)該鐵路企業(yè)的思考和研究,提出了改革和完善物資設(shè)備招投標(biāo)管理模式的對(duì)策和辦法,包括預(yù)招標(biāo)、線性定價(jià)法、企業(yè)評(píng)標(biāo)專(zhuān)家?guī)臁?dòng)態(tài)防控法等創(chuàng)新鐵路管理模式的手段和措施,以及應(yīng)用電子化、信息化、網(wǎng)絡(luò)化技術(shù)手段,實(shí)現(xiàn)物資設(shè)備網(wǎng)上招投標(biāo)等方式,同時(shí)實(shí)例分析了推進(jìn)昆明鐵路局物資設(shè)備采購(gòu)商務(wù)平臺(tái)和實(shí)施昆明鐵路局機(jī)車(chē)車(chē)輛招標(biāo)采購(gòu)實(shí)踐工作的做法成效和創(chuàng)新收獲。 本文采取了理論分析和實(shí)際應(yīng)用相結(jié)合的方法開(kāi)展論文的研究工作,分五章對(duì)大型鐵路企業(yè)的物資設(shè)備招投標(biāo)管理相關(guān)問(wèn)題進(jìn)行了深入研究,目的在于通過(guò)系統(tǒng)分析和科學(xué)研究,本質(zhì)地找到企業(yè)物資設(shè)備招投標(biāo)管理現(xiàn)存的問(wèn)題和產(chǎn)生的原因,定義出一套符合招投標(biāo)法律法規(guī)和規(guī)章制度,適合鐵路企業(yè)物資設(shè)備招投標(biāo)工作需要的招投標(biāo)管理模式,在提高招標(biāo)管理工作水平、保證鐵路產(chǎn)品質(zhì)量安全的同時(shí),積極推進(jìn)物資設(shè)備公開(kāi)招標(biāo)工作,有效降低采購(gòu)成本,規(guī)范招投標(biāo)程序,提高每一位物資設(shè)備招投標(biāo)人員的組織、監(jiān)督和管理工作水平,使得鐵路企業(yè)充分發(fā)揮其管理效率以及經(jīng)濟(jì)和社會(huì)效益,進(jìn)而全面加強(qiáng)和改進(jìn)企業(yè)的管理工作。
[Abstract]:In order to straighten out the functions of government management, separate government from enterprise, promote the healthy and orderly development of railway in our country, the Ministry of Railways was abolished in March 2013, and the bidding management system of large railway enterprises belonging to the former Ministry of Railways, which was the main body of material and equipment procurement, was abolished in March 2013. The mode of operation and regulatory system will also change with it. Combined with the continuous development of railway by leaps and bounds and the establishment of the main market position of railway enterprises, railway enterprises will be faced with many tasks and difficulties, such as strengthening the basis of safety and quality, speeding up the transformation of management mechanism, standardizing the production management of enterprise transportation, and so on. Therefore, to establish a sound, standardized and efficient bidding system is not only the need for railway transport enterprises to adapt to the socialist market economy, but also for railway transport enterprises to carry out fair trade, encourage competition, prevent monopolies, and reduce procurement costs. Ensure the quality and safety of products and guard against the risk of clean government. Through open, fair and impartial bidding, railway transportation enterprises can improve the management level and production efficiency, set up a good social image, and have a very significant economic and social benefits. Starting from the actual situation of the material equipment bidding management in a large state-owned railway enterprise, this paper first expounds the basic theory and main procedures of the material equipment bidding management. The domestic development trend and the advanced mode of foreign material and equipment bidding management are compared and enlighten. Then the characteristics of railway enterprises, the present situation of the system and the main problems are discussed and analyzed. Based on the thinking and research of the railway enterprise, the author puts forward the countermeasures and methods to reform and perfect the management mode of bidding for materials and equipment, including pre-bidding, linear pricing method, enterprise evaluation expert bank, etc. The means and measures of innovating railway management mode, such as dynamic prevention and control method, as well as the application of electronic, information and networking technology means to realize online bidding for materials and equipment, etc. At the same time, an example is given to analyze the effectiveness and innovative harvest of promoting the commercial platform of material and equipment procurement of Kunming Railway Administration and carrying out the practice of bidding procurement of locomotive and rolling stock of Kunming Railway Administration. This paper adopts the method of combining theory analysis and practical application to carry out the research work of the thesis, and divides into five chapters to carry on the thorough research to the material equipment bidding management related question of the large-scale railway enterprise. Through systematic analysis and scientific research, the purpose of this paper is to find out the existing problems and reasons for the management of bidding for materials and equipment in enterprises, and to define a set of laws and regulations that conform to the laws and regulations of tendering and bidding. The bidding management mode suitable for the bidding work of material and equipment of railway enterprises, while improving the level of bidding management and ensuring the quality and safety of railway products, actively promotes the open bidding of materials and equipment, and effectively reduces the purchasing cost. Standardize bidding procedures, improve the organization, supervision and management level of each material and equipment bidding personnel, and enable railway enterprises to give full play to their management efficiency, economic and social benefits, Furthermore, the management of enterprises should be strengthened and improved in an all-round way.
