【摘要】:山東高速集團(tuán)是經(jīng)山東省人民政府批準(zhǔn)成立的具有現(xiàn)代化、國際化、高效化、綜合型國有獨(dú)資特大型交通企業(yè)集團(tuán),根據(jù)《山東省高速公路網(wǎng)中長期規(guī)劃》,山東高速集團(tuán)承擔(dān)2020年山東省高速公路網(wǎng)建成規(guī)模為6200公里任務(wù),并且需要完成建設(shè)與高速公路發(fā)展相配套的高速公路服務(wù)區(qū)。應(yīng)當(dāng)看到,在山東高速路網(wǎng)快速發(fā)展的同時(shí),山東高速公路服務(wù)區(qū)建設(shè)和發(fā)展速度遠(yuǎn)未達(dá)到與高速公路發(fā)展相配套的要求,主要問題在于山東省高速公路服務(wù)產(chǎn)品開發(fā)相對(duì)滯后,無法滿足顧客的實(shí)際需求。 目前山東省高速公路服務(wù)區(qū)產(chǎn)品開發(fā)模式還存在嚴(yán)重的滯后性,已經(jīng)不能適應(yīng)環(huán)渤海經(jīng)濟(jì)圈建設(shè)對(duì)山東高速公路服務(wù)區(qū)提出的要求。因此,為了適應(yīng)當(dāng)前山東乃至全國經(jīng)濟(jì)建設(shè)的發(fā)展需求,理應(yīng)開發(fā)能適應(yīng)當(dāng)前山東省高速公路發(fā)展建設(shè)需要和滿足人民群眾出行服務(wù)需求的高速公路服務(wù)區(qū)產(chǎn)品,進(jìn)一步創(chuàng)新高速公路服務(wù)區(qū)的產(chǎn)品開發(fā)模式,使服務(wù)區(qū)達(dá)到滿足顧客需求、促進(jìn)當(dāng)?shù)亟?jīng)濟(jì)發(fā)展的重任。 本文從研究當(dāng)前國內(nèi)外高速公路服務(wù)區(qū)建設(shè)的現(xiàn)狀入手,首先分析國內(nèi)外高速公路發(fā)達(dá)國家在高速公路服務(wù)區(qū)建設(shè)中的先進(jìn)做法和典型經(jīng)驗(yàn),并結(jié)合國內(nèi)外相關(guān)領(lǐng)域的研究成果,指出山東省高速公路服務(wù)區(qū)產(chǎn)品開發(fā)現(xiàn)狀及存在的問題,試著運(yùn)用管理學(xué)理論和經(jīng)濟(jì)學(xué)的視角對(duì)山東高速公路服務(wù)區(qū)產(chǎn)品開發(fā)的實(shí)際需要,提出開發(fā)高速公路服務(wù)區(qū)產(chǎn)品、改進(jìn)高速公路服務(wù)區(qū)經(jīng)營理念的做法,并結(jié)合當(dāng)前山東高速公路服務(wù)區(qū)實(shí)例對(duì)上述產(chǎn)品開發(fā)理論做出案例分析,力爭在實(shí)例研究的基礎(chǔ)上提出解決當(dāng)前山東高速公路服務(wù)區(qū)建設(shè)發(fā)展滯后的有效措施。
[Abstract]:Shandong High Speed Group is a modern, internationalized, highly efficient, comprehensive state-owned and super-large transportation enterprise group approved by the people's Government of Shandong Province. According to the "medium and long term Plan of Shandong Province Expressway Network", Shandong Expressway Group undertakes the task of constructing 6200 km expressway network in 2020, and needs to complete the construction of expressway service area matching with highway development. It should be noted that with the rapid development of the highway network in Shandong, the construction and development of the service area of the highway in Shandong is far from meeting the requirements of matching the development of the highway. The main problem is that the development of expressway service products in Shandong Province is relatively lagging behind, and can not meet the actual needs of customers. At present, the product development mode of expressway service area in Shandong Province still has serious lag, which can not meet the requirements of the construction of economic circle around Bohai Sea for the service area of highway in Shandong Province. Therefore, in order to meet the development needs of economic construction in Shandong and even the whole country, we should develop expressway service area products that can meet the needs of highway development and construction in Shandong Province and meet the travel service needs of the people. To further innovate the product development mode of expressway service area, make the service area meet the needs of customers and promote the development of local economy. This paper begins with the study of the current situation of expressway service area construction at home and abroad, first of all, it analyzes the advanced practices and typical experience of expressway service area construction in developed countries at home and abroad. Combined with the research results of related fields at home and abroad, this paper points out the current situation and existing problems of the product development in Shandong expressway service area, and tries to apply the theory of management and economics to the actual needs of the product development of Shandong expressway service area. This paper puts forward the method of developing the products of expressway service area and improving the management idea of expressway service area, and makes a case analysis of the above product development theory by combining with the current examples of Shandong expressway service area. On the basis of the case study, the paper puts forward some effective measures to solve the lag in the construction of Shandong Expressway Service area.
