大城市低碳交通發(fā)展與對(duì)策研究

【摘要】:在全球遭遇金融危機(jī),世界經(jīng)濟(jì)復(fù)蘇緩慢的背景下,為尋找新的經(jīng)濟(jì)增長(zhǎng)點(diǎn),并努力地在經(jīng)濟(jì)發(fā)展與環(huán)境保護(hù)兩者之間尋求平衡,,各國(guó)政府紛紛把目光投向了低碳經(jīng)濟(jì),綠色新政成為各國(guó)經(jīng)濟(jì)政策的核心戰(zhàn)略。全球城市化水平的不斷提高,使得城市成為各國(guó)經(jīng)濟(jì)主體和人口聚集區(qū)。據(jù)相關(guān)數(shù)據(jù)統(tǒng)計(jì),全世界城市居住人口在2010年已占到世界人口的50%,并將保持持續(xù)的上升態(tài)勢(shì)。城市不僅是人類政治、經(jīng)濟(jì)、文化活動(dòng)的核心區(qū)域,也是能源消耗的高強(qiáng)度地區(qū)。由于城市具有人口密度高、資源集中、設(shè)施密集等特點(diǎn),城市一直以來都是全球低碳浪潮中的先鋒和主體。城市在應(yīng)對(duì)全球氣候變暖以及減排溫室氣體方面將會(huì)起到?jīng)Q定性的作用,與此同時(shí),城市也是政策和制度創(chuàng)新的基地。城市道路交通中的汽車客運(yùn)交通更是全球道路交通中CO排放的絕對(duì)主體。發(fā)展低碳交通是實(shí)現(xiàn)生態(tài)社會(huì)可持續(xù)發(fā)展的重要舉措,各國(guó)政府都在積極推進(jìn)低碳交通的發(fā)展。各國(guó)相繼出臺(tái)了一系列促進(jìn)低碳交通發(fā)展的相關(guān)政策,大力發(fā)展城市低碳交通成為全球共識(shí)。 本文將綜合運(yùn)用管理學(xué)、博弈論、經(jīng)濟(jì)學(xué)等理論和分析方法,從多個(gè)角度來探討我國(guó)大城市在發(fā)展低碳交通方面存在的問題和缺陷,以及存在問題的原因。并通過分析和借鑒國(guó)外大城市發(fā)展低碳交通的各項(xiàng)政策,并在總結(jié)歸納其取得的經(jīng)驗(yàn)和教訓(xùn)的基礎(chǔ)上,結(jié)合我國(guó)目前對(duì)于發(fā)展低碳交通的規(guī)劃以及實(shí)際發(fā)展情況,提出促進(jìn)我國(guó)大城市低碳交通發(fā)展的相關(guān)對(duì)策建議。
[Abstract]:In the context of the global financial crisis and the slow recovery of the world economy, in order to find a new economic growth point and strive to find a balance between economic development and environmental protection, governments all over the world have turned their attention to the low-carbon economy.Green New deal has become the core strategy of national economic policy.With the development of the global urbanization level, cities have become the economic main body and the population gathering area of various countries.According to relevant statistics, the world's urban resident population has accounted for 50 percent of the world's population in 2010, and will continue to rise.City is not only the core area of human political, economic and cultural activities, but also the high-intensity area of energy consumption.Because of the characteristics of high population density, concentrated resources and dense facilities, cities have always been the pioneer and the main body of the global low carbon wave.Cities will play a decisive role in tackling global warming and reducing greenhouse gases, while also serving as a base for policy and institutional innovation.The automobile passenger traffic in urban road traffic is the absolute main body of CO emission in the global road traffic.The development of low-carbon transportation is an important measure to realize the sustainable development of ecological society, and the governments of all countries are actively promoting the development of low-carbon transportation.Countries have issued a series of policies to promote the development of low-carbon transport, and it has become a global consensus to vigorously develop urban low-carbon transport.Based on the theories and analytical methods of management, game theory and economics, this paper discusses the problems and defects in the development of low-carbon transportation in Chinese big cities from many angles, and the reasons for the problems.By analyzing and drawing lessons from the policies of developing low-carbon transportation in foreign big cities, and on the basis of summing up the experiences and lessons learned, combining with the current planning and actual development of low-carbon transportation in China,The paper puts forward some countermeasures and suggestions to promote the development of low-carbon transportation in big cities of our country.
