【摘要】：港口作為基礎(chǔ)設(shè)施項(xiàng)目，作為水陸交通樞紐，對(duì)國(guó)家的經(jīng)濟(jì)貿(mào)易發(fā)展有著重大的促進(jìn)作用。新時(shí)代的港口，已經(jīng)不再只是傳統(tǒng)的裝卸儲(chǔ)存功能，它同時(shí)帶動(dòng)其他產(chǎn)業(yè)多方位發(fā)展，創(chuàng)造了難以想象的經(jīng)濟(jì)效益和社會(huì)效益。隨著港口的不斷發(fā)展，，港口建設(shè)項(xiàng)目對(duì)資金的需求也越來(lái)越大。港口項(xiàng)目往往耗資巨大、建設(shè)周期長(zhǎng)、投資回收期慢，因此長(zhǎng)期以來(lái)，建設(shè)資金都主要依賴于政府投資以及銀行貸款。在投資主體單一、融資渠道狹窄這樣的環(huán)境下，資金需求與投資力度并不匹配的矛盾使得港口的建設(shè)受到了阻礙。 隨著經(jīng)濟(jì)的發(fā)展和時(shí)代的進(jìn)步，關(guān)于項(xiàng)目融資的研究不斷有新的嘗試與突破，基礎(chǔ)設(shè)施建設(shè)項(xiàng)目的融資也有了越來(lái)越多的研究與實(shí)踐。借助金融工具在資本市場(chǎng)融資，吸引民間資本和外商投資，或者對(duì)一些舊的模式稍作變革，總而言之，融資的方式不斷被賦予新的生命和定義。然而，對(duì)于不同的港口項(xiàng)目，如何恰當(dāng)?shù)乩眠@些手段安排融資，以達(dá)到成功的目的，并實(shí)現(xiàn)對(duì)發(fā)起人和投資者的有限追索以及項(xiàng)目風(fēng)險(xiǎn)的合理分擔(dān)，需要理論及技術(shù)上的支持。 本文站在港口建設(shè)項(xiàng)目的角度，由項(xiàng)目融資的基本理論出發(fā)，系統(tǒng)地分析了國(guó)內(nèi)外港口的融資體制、資金來(lái)源渠道以及港口建設(shè)項(xiàng)目融資模式，以系統(tǒng)論為指導(dǎo)，把港口建設(shè)項(xiàng)目的融資看作一個(gè)開(kāi)放的系統(tǒng)，通過(guò)將系統(tǒng)模型化，對(duì)其影響因素進(jìn)行分析和研究，探索關(guān)鍵的影響因素，以輔助港口建設(shè)項(xiàng)目融資的決策。 本文的研究成果可以為港口建設(shè)項(xiàng)目融資的安排提供一些理論依據(jù)和指導(dǎo)，對(duì)港口的建設(shè)和發(fā)展具有一定的意義。
[Abstract]:As infrastructure projects and land and water transportation hubs, ports play an important role in promoting the economic and trade development of the country. The ports of the new era are no longer just traditional handling and storage functions. It also drives other industries to develop in many directions, creating unimaginable economic and social benefits. With the continuous development of ports, the demand for capital for port construction projects is also increasing. Port projects often cost a lot of money. The construction period is long and the payback period is slow. Therefore, for a long time, construction funds have mainly depended on government investment and bank loans. The contradiction between capital demand and investment intensity does not match the construction of the port. With the development of the economy and the progress of the times, new attempts and breakthroughs have been made in the research of project financing, and more and more research and practice have been done on the financing of infrastructure construction projects. Attracting private capital and foreign investment, or a slight change in some old models, in short, the way in which financing is constantly given new life and definition. However, for different port projects, How to properly use these means to arrange financing to achieve the purpose of success and to realize the limited recourse to sponsors and investors and the reasonable sharing of project risks need theoretical and technical support. From the point of view of port construction project and the basic theory of project financing, this paper systematically analyzes the financing system, the source of funds and the financing mode of port construction project at home and abroad, guided by the system theory. The financing of port construction project is regarded as an open system. By modeling the system, analyzing and studying the influencing factors, the key influencing factors are explored to assist the decision of port construction project financing. The research results of this paper can provide some theoretical basis and guidance for the financing arrangement of port construction projects, and have certain significance for port construction and development.
