【摘要】：一方面隨著改革開放的深入以及上海航運中心建設(shè)戰(zhàn)略發(fā)展規(guī)劃的推進,上�？崭劭诎兜倪M出境航線數(shù)量、航班規(guī)模以及旅客人數(shù)都呈現(xiàn)出快速上升趨勢;另一方面海關(guān)非傳統(tǒng)職能的拓展,“通程航班”、“跨樓中轉(zhuǎn)”、“國際互轉(zhuǎn)”等新型通關(guān)模式的啟動以及總署有關(guān)加強進出境旅客行李物品監(jiān)管任務(wù)的下達,使得海關(guān)監(jiān)管資源與監(jiān)管量、“把得住”與“通得快”之間的矛盾在上�？崭劭诎逗ｊP(guān)旅檢系統(tǒng)顯得越發(fā)突出,旅檢現(xiàn)場急需借助風險管理的方式通過優(yōu)化與完善海關(guān)監(jiān)管模式來解決目前面臨的各種執(zhí)法困境。本文通過介紹風險管理制度在上海空港口岸旅檢渠道經(jīng)歷的幾個發(fā)展階段,以及在此過程中對同期海關(guān)旅檢監(jiān)管模式產(chǎn)生的影響,再結(jié)合當下旅檢監(jiān)管中面臨的實際情況以及現(xiàn)有的風險管理制度所暴露出的問題,提出了通過整合式風險管理的方式對海關(guān)系統(tǒng)內(nèi)部的各類風險進行統(tǒng)籌管理,并以此為指導探索更為協(xié)調(diào)、高效、精簡的旅客通關(guān)監(jiān)管模式。論文第一部分介紹了上海空港口岸海關(guān)旅檢工作面臨的四大主要發(fā)展形勢及目前存在的監(jiān)管難點,在此基礎(chǔ)上引出了風險管理制度建設(shè)對于海關(guān)工作的意義所在；第二部分通過回顧風險管理在旅檢渠道的發(fā)展過程以及在此期間對旅客通關(guān)制度所產(chǎn)生的影響,總結(jié)了風險管理工作在推行過程中已經(jīng)取得的成績；第三部分著重分析目前的風險監(jiān)管模式在運行中所存在的問題與繼續(xù)發(fā)展的瓶頸,在此基礎(chǔ)上提出了整合式風險管理研究；第四部分系統(tǒng)的闡述了在整合式風險管理理論框架下解決目前監(jiān)管困境的對策,即從管理上的分類通關(guān)制度、手段上的物聯(lián)網(wǎng)技術(shù)、法律上的徑行查驗權(quán)力、組織上的大部制重組及方式上的通關(guān)流程再造五方面著手研究在上�？崭劭诎逗ｊP(guān)旅檢渠道推行整合式風險監(jiān)管模式的可行途徑。
[Abstract]:On the one hand, with the deepening of reform and opening up and the promotion of the strategic development plan for the construction of Shanghai Shipping Center, the number of inbound and outbound routes, the size of flights and the number of passengers at the Shanghai Airport Port are all showing a rapid upward trend. On the other hand, the expansion of the non-traditional functions of the customs, the initiation of new customs clearance modes such as "transshipment", "trans-building transfer", "international exchange", and the issuance of the task of strengthening the supervision and control of luggage and articles for inbound and outbound passengers by the General Administration, This makes the contradiction between the resources of customs supervision and the amount of supervision, "keeping in check" and "getting through quickly" even more prominent in the customs travel inspection system at Shanghai Airport Port. It is urgent to solve all kinds of difficulties in enforcing the law by optimizing and perfecting customs supervision mode by means of risk management. This paper introduces several stages of development of risk management system in Shanghai Airport Port. And the impact on the customs inspection supervision mode in the same period, combined with the actual situation in the current travel inspection supervision and the problems exposed by the existing risk management system. The integrated risk management is put forward to manage all kinds of risks in customs system as a whole. The first part of the paper introduces the four main development situations and the existing difficulties of supervision and control in the customs inspection work of Shanghai Airport Port. On this basis, the significance of the construction of risk management system for customs work is introduced. The second part reviews the development process of risk management in the travel and inspection channels and the impact on the passenger customs clearance system during this period. The third part focuses on the analysis of the problems existing in the operation of the current risk supervision mode and the bottleneck of its continuous development, and puts forward the integrated risk management research on the basis of the analysis of the achievements made in the implementation of risk management work, the third part focuses on the analysis of the problems existing in the operation of the current risk supervision model and the bottleneck of its continued development. In 4th, the author systematically expounds the countermeasures to solve the current regulatory dilemma under the framework of integrated risk management theory, that is, the classified customs clearance system in management, the Internet of things technology in means, and the inspection power in law. Five aspects of organizational reorganization and customs clearance process reengineering are carried out to study the feasible ways to implement the integrated risk supervision model in Shanghai Airport Customs Travel and Inspection Channel.
