【摘要】：社會(huì)資本投資公路建設(shè)項(xiàng)目在緩解地方公路建設(shè)資金壓力,化解政府債務(wù)方面發(fā)揮了積極作用,但實(shí)施過程中仍存在一些突出問題亟需解決。在調(diào)研基礎(chǔ)上,首先查找了社會(huì)資本投資公路建設(shè)存在的主要問題,包括民間資本投資意愿不強(qiáng),投資人介入時(shí)機(jī)不明確,部分投資人過度追求建設(shè)期利潤,建設(shè)項(xiàng)目實(shí)施環(huán)境不健全等。然后,在深入分析問題成因的基礎(chǔ)上,提出了一系列針對性政策建議,包括科學(xué)決策PPP項(xiàng)目,放松社會(huì)資本準(zhǔn)入門檻,增加社會(huì)資本盈利渠道,細(xì)化投資協(xié)議與特許經(jīng)營協(xié)議,加強(qiáng)風(fēng)險(xiǎn)控制,健全誠信體系,加強(qiáng)信息公開等措施。
[Abstract]:The project of social capital investment in highway construction has played an active role in relieving the pressure of local highway construction funds and resolving the government debt. However, there are still some outstanding problems in the process of implementation that need to be solved. First of all, it finds out the main problems existing in the highway construction of social capital investment, including the weak willingness of private capital investment, the unclear timing of investor intervention, and the excessive pursuit of profits during the construction period by some investors. Then, on the basis of in-depth analysis of the causes of the problems, this paper puts forward a series of targeted policy recommendations, including scientific decision-making on PPP projects, relaxation of social capital entry barriers, and increase of social capital profit channels. Detailed investment agreements and franchise agreements, strengthen risk control, improve the integrity of the system, strengthen information disclosure and other measures.
