【摘要】：我國自2000年實行工程監(jiān)理招投標制以來，經(jīng)過十年的深入發(fā)展，其運行機制不斷完善，程序逐漸規(guī)范。目前“在中國境內(nèi)進行的大型基礎(chǔ)設(shè)施、公用事業(yè)等關(guān)系社會公共利益、公眾安全的項目、全部或者部分使用國有資金投資或者國家融資的項目、使用國際組織或者外國政府貸款、援助資金的項目”都必須通過投標來取得，各監(jiān)理單位每年都要投幾十甚至上百個標，積累了豐富的投標經(jīng)驗。 隨著國民經(jīng)濟的飛速發(fā)展，在基礎(chǔ)建設(shè)方面尤其是交通基礎(chǔ)設(shè)施的建設(shè)的發(fā)展進展迅速，近幾年來，國家政府每年投入的交通基礎(chǔ)設(shè)施的建設(shè)資金都超過了兩千億元，從而使公路建設(shè)尤其是高等級道路或高速公路的建設(shè)得到了蓬勃發(fā)展。自上世紀我國公路建設(shè)接受世行貸款修建干線公路實施監(jiān)理制度以來，近30年的時間也已經(jīng)形成了一套有中國特色的工程監(jiān)理運作模式，基本形成了開發(fā)、競爭的監(jiān)理市場格局。公路建設(shè)監(jiān)理投標已經(jīng)成為監(jiān)理單位獲取公路建設(shè)監(jiān)理項目的重要來源之一，研究投標報價策略，并根據(jù)公路建設(shè)監(jiān)理的特點和招標文件的要求，，編制科學、合理、可行的報價，爭取高中標率，已經(jīng)成為監(jiān)理單位經(jīng)營戰(zhàn)略的重中之重。
