【摘要】：正鐵路運輸具有便捷、高效、安全、運能大、能耗低、環(huán)境污染小、資源節(jié)約等經(jīng)濟技術(shù)優(yōu)勢,在我國綜合運輸體系中起著骨干作用。鐵路又是實現(xiàn)城鎮(zhèn)化發(fā)展戰(zhàn)略的重要支撐。高速鐵路及城際鐵路的建設,將對區(qū)域經(jīng)濟結(jié)構(gòu)的改變、城鎮(zhèn)化戰(zhàn)略的實現(xiàn)、現(xiàn)代化城市群的形成以及城市群產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整等發(fā)揮重要作用,是實現(xiàn)區(qū)域綜合交通一體化、推動區(qū)域協(xié)同發(fā)展的重要支撐。京津冀協(xié)同發(fā)展,是京津冀城市群形成的重要保證,也是經(jīng)濟發(fā)展的必然結(jié)果。京津冀交通一體化,要以首都功能疏解和三地協(xié)同發(fā)展為導向,在加強交通基礎(chǔ)設施統(tǒng)籌規(guī)劃、合理布局及服務功能有效銜接的基礎(chǔ)上,加強設施建設、運輸服務、行業(yè)管理、信息化等領(lǐng)域的跨區(qū)域合作;要建立統(tǒng)一的運輸市場,實行統(tǒng)一的發(fā)展政策和經(jīng)濟政策,實行統(tǒng)一的市場準入制度和服務規(guī)范,形成打破行政區(qū)域分割的交通運輸發(fā)展格局。
[Abstract]:Positive railway transportation has economic and technological advantages such as convenient, efficient, safe, large capacity, low energy consumption, small environmental pollution, resource saving, etc. Railway is also an important support to realize the development strategy of urbanization. The construction of high-speed railway and inter-city railway will change the regional economic structure and realize the urbanization strategy. The formation of the modern urban agglomeration and the adjustment of the industrial structure of the urban agglomeration play an important role in realizing the regional comprehensive transportation integration and promoting the regional coordinated development. It is an important guarantee for the formation of the Beijing-Tianjin-Hebei urban agglomeration and an inevitable result of economic development. The integration of Beijing-Tianjin-Hebei transportation should be guided by the function of the capital and the coordinated development of the three places, and it should strengthen the overall planning of transportation infrastructure. Strengthening cross-regional cooperation in the fields of facilities construction, transport services, industry management, information technology and other fields on the basis of a rational distribution and effective convergence of service functions; establishing a unified transport market and implementing a unified development policy and economic policy, Implement unified market access system and service standard, form the pattern of transportation development that breaks the division of administrative region.
