【摘要】：■面對氣候變化帶來的嚴峻挑戰(zhàn),有效控制全球范圍內(nèi)氣候變暖受到了廣泛的重視,成了國際社會關(guān)注的焦點。目前,溫室氣體減排主要在于減少化石能源的消耗,但是由于經(jīng)濟發(fā)展對于傳統(tǒng)化石能源具有高度依賴性,又缺乏有效的二氧化碳排放末端控制措施,因此二氧化碳減排對當今世界高度依賴自然資源和化石能源發(fā)展物質(zhì)文明的社會經(jīng)濟發(fā)展模式和消費模式提出了挑戰(zhàn),逐漸變成一種商品貿(mào)易的碳排放權(quán)已經(jīng)成為一種關(guān)鍵的要素資源。本文對碳排放權(quán)會計確認、計量和應(yīng)用策略進行探討。
[Abstract]:In the face of the severe challenges brought by climate change, the effective control of global warming has received extensive attention and become the focus of attention of the international community. At present, greenhouse gas emission reduction is mainly to reduce the consumption of fossil energy, but because of the high dependence of economic development on traditional fossil energy and the lack of effective end control measures for carbon dioxide emission, carbon dioxide emission reduction challenges the socio-economic development model and consumption pattern of material civilization, which is highly dependent on natural resources and fossil energy development in the world today. Gradually becoming a kind of commodity trade carbon emission right has become a key factor resource. This paper discusses the accounting recognition, measurement and application strategy of carbon emission rights.
