【摘要】：清潔發(fā)展機(jī)制是京都機(jī)制中唯一一個(gè)發(fā)展中國(guó)家和發(fā)達(dá)國(guó)家合作的市場(chǎng)機(jī)制。京都機(jī)制的實(shí)施催生了碳匯市場(chǎng),不僅為發(fā)達(dá)國(guó)家降低減排成本提供了一個(gè)新的機(jī)遇,也為發(fā)展中國(guó)家林業(yè)持續(xù)發(fā)展提供了資金和技術(shù)支持。介紹了現(xiàn)階段韓國(guó)森林碳匯補(bǔ)償項(xiàng)目進(jìn)展,闡述了韓國(guó)森林碳匯補(bǔ)償?shù)木唧w情況,對(duì)韓國(guó)開(kāi)展森林碳匯補(bǔ)償項(xiàng)目的必然選擇和韓國(guó)政府在林業(yè)應(yīng)對(duì)氣候變化中的行為進(jìn)行了分析,指出韓國(guó)發(fā)展碳匯補(bǔ)償項(xiàng)目的限制因素以及進(jìn)一步發(fā)展森林碳匯的方向,在此基礎(chǔ)上提出韓國(guó)森林碳匯補(bǔ)償項(xiàng)目發(fā)展對(duì)中國(guó)森林碳匯發(fā)展的啟示。
[Abstract]:The clean development mechanism is the only market mechanism for developing and developed countries to cooperate in the Kyoto mechanism. The implementation of Kyoto mechanism has given birth to the carbon sink market, which not only provides a new opportunity for developed countries to reduce the cost of emission reduction, but also provides financial and technical support for the sustainable development of forestry in developing countries. This paper introduces the progress of forest carbon sequestration compensation project in Korea at present, and expounds the concrete situation of forest carbon sequestration compensation in Korea. This paper analyzes the inevitable choice of forest carbon sequestration compensation project in South Korea and the behavior of the Korean government in forestry response to climate change, and points out the limiting factors of developing carbon sequestration compensation project in Korea and the direction of further development of forest carbon sequestration. On this basis, the enlightenment of Korean forest carbon sequestration compensation project to the development of forest carbon sequestration in China is put forward.
