【摘要】：目前，我國地方政府債務的規(guī)模較為龐大，且有不斷攀升之勢。截至2013年6月，我國地方政府債務的總余額達到178,908.66億元。地方政府性債務的風險也在不斷的出現(xiàn)，對地方政府債務風險及風范的研究已到了迫在眉睫的階段。 地方政府是我國單一制下非常重要的組成部分，它承擔著我國地區(qū)發(fā)展的重任，是中央政府政策的實際執(zhí)行者。地區(qū)的穩(wěn)定、和諧發(fā)展是整個國家穩(wěn)定和諧的基礎。地方政府債務風險的存在會給地方政府發(fā)揮職能帶來影響，需要及時對其進行研究，防止風險的繼續(xù)擴大從而影響到整個社會的經(jīng)濟、政治等方面。 本文主要是通過對地方政府債務的現(xiàn)狀進行分析，發(fā)現(xiàn)其存在的風險，并對問題形成的原因進行深入的研究。具體包括五個部分：第一部分對地政府債務的現(xiàn)狀進行分析，掌握地方政府債務的結構和規(guī)模；第二部分介紹了我國地方政府性債務膨脹的原因；第三部分對地方政府債務的風險進行分析和整理。發(fā)現(xiàn)地方政府債務存在違約風險，，債務結構復雜、債務隱性化的風險，債務責任約束軟化的或有負債風險以及債務風險向金融體系和宏觀經(jīng)濟轉移的風險等；第四部分通過國際比較探尋我國地方政府性債務風險的防范思路；第五部分對地方政府債務風險提出相關化解和防范的對策。
[Abstract]:At present , the scale of local government debt in our country is relatively large , and there is a rising trend . As of June 2013 , the total balance of local government debt in our country reached RMB 178 , 908.66 billion yuan . The risk of local government debt has also been constantly emerging , and the research on local government debt risk and style has come to an immediate stage .

Local government is a very important part of our country ' s single system , it bears the responsibility of the development of our country , it is the actual performer of the central government policy . The stability and harmonious development of the region are the foundation for the stable harmony of the whole country . The existence of the local government debt risk can bring about the function of the local government . It is necessary to study it in time to prevent the continuation of the risk so as to affect the economy and politics of the whole society .

This paper mainly analyzes the present situation of local government debt , finds out the risks and makes an in - depth study on the reasons for the formation of the problem .
The second part introduces the causes of local government debt expansion in our country ;
The third part analyzes and collates the risk of local government debt . It is found that the local government debt has the risk of default , the structure of the debt is complicated , the risk of debt recessive , the softening of debt responsibility constraint or the risk of debt liability and the risk of debt risk to the financial system and the macro - economic transfer ;
The fourth part explores the idea of prevention of local government debt risk in our country through international comparison .
The fifth part puts forward the countermeasures to resolve and prevent the local government debt risk .
