We want to import a lot of American technology and equipment. As a result, a large number of "low-carbon dollars" will flow back to the United States, and will be paid for by China and India. The low-carbon dollar will partly replace the petrodollar as the second vehicle for American economic development. The Kyoto Protocol, signed in 1998, has been ignored by the United States. By the time of President Obama, he had picked it up again, trying to fight a global ring driven by the United States.
