【摘要】：珍稀瀕危動(dòng)植物資源是一項(xiàng)重要的自然資源資產(chǎn)類型,具有重要的科研、經(jīng)濟(jì)、觀賞、生態(tài)等價(jià)值。就目前的管理實(shí)踐來(lái)看,中國(guó)長(zhǎng)期存在著珍稀瀕危動(dòng)植物資源保護(hù)和資源利用之間關(guān)系不明確和資源價(jià)值難以科學(xué)評(píng)估等問(wèn)題。同時(shí),作為一項(xiàng)重要自然資源資產(chǎn)賬戶,珍稀瀕危物種尚未開(kāi)展價(jià)值核算技術(shù)研究,給資產(chǎn)負(fù)債表填報(bào)及領(lǐng)導(dǎo)干部自然資源資產(chǎn)離任審計(jì)工作帶來(lái)極大困難。文章首先在分析珍稀瀕危物種質(zhì)量評(píng)價(jià)體系現(xiàn)狀資料基礎(chǔ)上,構(gòu)建了包括瀕危程度、遺傳狀況、生長(zhǎng)繁殖狀況、物種價(jià)值4類代表性指標(biāo)的質(zhì)量評(píng)價(jià)體系;其次,在分析比較多種價(jià)值核算方法的基礎(chǔ)上,依照國(guó)家發(fā)布的野生動(dòng)物及其產(chǎn)品價(jià)格認(rèn)定相關(guān)規(guī)則和標(biāo)準(zhǔn),采用保護(hù)性支出法探尋珍稀瀕危物種質(zhì)量與價(jià)值之間的關(guān)系,建立了珍稀瀕危物種資產(chǎn)實(shí)物量?jī)r(jià)值核算模型,從而構(gòu)建形成珍稀瀕危物種資源實(shí)物量?jī)r(jià)值核算體系。該研究創(chuàng)新性地將珍稀瀕危物種資源質(zhì)量與價(jià)格關(guān)系作為核算模型構(gòu)建的出發(fā)點(diǎn),以此突破資源數(shù)量決定資源價(jià)值的局限,將資源質(zhì)量有效地反映到資源價(jià)值量中,從而更為系統(tǒng)、規(guī)范地與自然資源資產(chǎn)負(fù)債表體系相銜接。該研究可為自然資源資產(chǎn)負(fù)債表價(jià)值量填報(bào)及領(lǐng)導(dǎo)干部自然資源資產(chǎn)離任審計(jì)工作提供指導(dǎo),也可為珍稀瀕危動(dòng)植物保護(hù)和管理提供技術(shù)支撐。
[Abstract]:Rare and endangered animal and plant resources are an important asset type of natural resources, with important scientific research, economic, ornamental, ecological and other values. According to the current management practice, there are some problems in China, such as the unclear relationship between the conservation and utilization of rare and endangered animal and plant resources and the difficulty of evaluating the value of resources. At the same time, as an important natural resource asset account, rare and endangered species have not carried out the research of value accounting technology, which brings great difficulties to the balance sheet reporting and the audit work of leading cadres' natural resources assets. On the basis of analyzing the current situation of quality evaluation system of rare and endangered species, this paper constructs a quality evaluation system which includes four representative indexes, including endangered degree, genetic status, growth and reproduction status, and species value. On the basis of analyzing and comparing many value accounting methods, according to the rules and standards of wildlife and its products price recognition issued by our country, the relationship between the quality and value of rare and endangered species was explored by using the protective expenditure method. The real value accounting model of the assets of rare and endangered species is established, and the real value accounting system of rare and endangered species resources is constructed. In this study, the relationship between resource quality and price of rare and endangered species is creatively taken as the starting point for the construction of accounting model, in order to break through the limitation that the quantity of resources determines the value of resources, and effectively reflect the quality of resources to the value of resources. Thus more systematic, normative and natural resources balance sheet system. The research can provide guidance for the balance sheet value of natural resources and audit of natural resources assets of leading cadres, and also provide technical support for the protection and management of rare and endangered animals and plants.
