【摘要】： 目前，雖然全社會都在普遍關(guān)注海洋環(huán)境，但海洋環(huán)境，特別是近岸海域 環(huán)境卻在不斷地惡化，人類行為所導(dǎo)致的海洋災(zāi)害爆發(fā)的頻率不斷地加快且其 所造成的損失日漸加重，這種現(xiàn)象是值得我們深思的。那么，是什么原因?qū)е?了海洋環(huán)境污染的加劇呢？對于這個問題，我認為從經(jīng)濟學(xué)的角度來分析，才 能更好地抓住問題的本質(zhì)。從經(jīng)濟學(xué)的角度來看，影響近岸海域環(huán)境的主要因 素有：1、人們的環(huán)境意識。由于人的意識決定人的行為，而人的行為又對環(huán) 境產(chǎn)生影響，所以，，在分析近岸海域環(huán)境時，有必要從經(jīng)濟學(xué)的角度來分析人 的環(huán)境意識；2、近岸海域環(huán)境資源具有準公共資源的性質(zhì)。公共資源由于具 有非排他性和非競爭性的特點，所以容易導(dǎo)致過度使用。近岸海域環(huán)境資源也 難逃此“悲劇”；3、各行為主體之間存在尋租行為。環(huán)境資源的使用者為了得 到環(huán)境管理者排污的默許，會盡可能地向環(huán)境管理者進行尋租，產(chǎn)生尋租行為， 從而對環(huán)境資源造成負面影響；4、各行為主體之間存在博弈行為。環(huán)境資源 的管理者與使用者之間、使用者與使用者之間由于從各自的利益出發(fā)，相互博 弈，最終形成了一個低效率的納什均衡；5、沿海地區(qū)經(jīng)濟結(jié)構(gòu)的變化。由于 陸源污染物是近岸海域環(huán)境惡化的主要原因，所以沿海地區(qū)經(jīng)濟結(jié)構(gòu)的變化必 然會影響到近岸海域的環(huán)境。另外，本文在分析了影響近岸海域環(huán)境的各個原 因以后，分別提出了改善近岸海域環(huán)境現(xiàn)狀的措施。
[Abstract]:At present, although the whole society is generally concerned about the marine environment, especially the coastal marine environment, is deteriorating continuously. The frequency of marine disasters caused by human behavior is accelerating and the losses caused by them are becoming more and more serious. This phenomenon is worthy of our deep thinking. So what is the cause of the pollution of the marine environment? For this problem, I think from the perspective of economics, we can better grasp the nature of the problem. From the point of view of economics, the main reason that affects the coastal sea environment is: 1, people's environmental consciousness. Since human consciousness determines human behavior, and human behavior has an impact on the surrounding environment, when analyzing the coastal sea environment, It is necessary to analyze people's environmental consciousness from the angle of economics. Public resources are easily overused because of their non-exclusive and non-competitive characteristics. The environmental resources in the coastal waters can not escape this tragedy, and there is rent-seeking behavior among the actors. Users of environmental resources, in order to obtain the tacit approval of environmental managers to discharge pollutants, will as far as possible seek rent from environmental managers. The behavior of rent-seeking has a negative impact on environmental resources. Environmental resources between managers and users, users and users for their own interests, Mutual play, finally formed a low-efficiency Nash equilibrium, coastal economic structure changes. As land-based pollutants are the main cause of environmental degradation in coastal waters, So the change of economic structure in coastal areas will affect the environment of coastal waters. In addition, after analyzing the factors that affect the coastal environment, the paper puts forward the measures to improve the present situation of the coastal sea environment.
