內(nèi)蒙古環(huán)境空氣質(zhì)量評價及其與經(jīng)濟增長的關(guān)系

【摘要】: 本文以空氣綜合污染指數(shù)法分析了內(nèi)蒙古自治區(qū)2001年-2008年12個城市以及總體的環(huán)境空氣質(zhì)量狀況,并將其與我國北方主要城市的環(huán)境空氣質(zhì)量狀況進(jìn)行了對比;以空氣綜合污染指數(shù)為環(huán)境指標(biāo),以人均GDP為經(jīng)濟指標(biāo),分析了內(nèi)蒙古自治區(qū)及其主要城市的環(huán)境空氣質(zhì)量與經(jīng)濟增長之間的相互關(guān)系,驗證了該關(guān)系與環(huán)境庫茲尼茨曲線的相符性。主要結(jié)論如下: (1)內(nèi)蒙古自治區(qū)12個城市中呼倫貝爾市的環(huán)境空氣質(zhì)量最好,PM10、SO2、NO2三項污染物的年均濃度值的達(dá)標(biāo)率均為100%;包頭市和烏海市相對較差,PM10和SO2年均濃度值的達(dá)標(biāo)率為O。 (2)內(nèi)蒙古自治區(qū)12個城市的環(huán)境空氣質(zhì)量狀況隨時間推移呈現(xiàn)不同的波動型式,部分城市環(huán)境空氣質(zhì)量逐年改善。 (3)內(nèi)蒙古自治區(qū)整體的環(huán)境空氣質(zhì)量逐年變好,并且好于我國北方主要城市同期的環(huán)境空氣質(zhì)量水平。 (4)內(nèi)蒙古自治區(qū)12個城市及整體環(huán)境空氣質(zhì)量與經(jīng)濟增長之間存在“N”型、倒“N”型、“U”型和負(fù)相關(guān)等函數(shù)關(guān)系,驗證了環(huán)境庫茲尼茨曲線的時空差異性和局限性。 (5)包頭市、赤峰市、烏海市的擬合曲線部分符合環(huán)境庫茲尼茨曲線的倒“U”型關(guān)系,說明這些地區(qū)的環(huán)境與經(jīng)濟發(fā)展趨勢良好,經(jīng)濟增長沒有帶來環(huán)境污染的加重,應(yīng)該繼續(xù)維持或加大現(xiàn)有的環(huán)境保護(hù)工作力度;而其他城市則需要在發(fā)展經(jīng)濟的同時從各方面加大環(huán)境保護(hù)力度,使環(huán)境與經(jīng)濟協(xié)調(diào)發(fā)展。 (6)內(nèi)蒙古自治區(qū)12個城市及整體的環(huán)境空氣質(zhì)量與經(jīng)濟增長之間關(guān)系,以及擬合曲線與環(huán)境庫茲尼茨曲線倒“U”型關(guān)系的相符性的產(chǎn)生原因包括數(shù)據(jù)數(shù)量、指標(biāo)選取、曲線擬合、經(jīng)濟結(jié)構(gòu)和環(huán)境政策,其中經(jīng)濟結(jié)構(gòu)為主要原因。
[Abstract]:In this paper, the air quality of 12 cities in Inner Mongolia Autonomous region from 2001 to 2008 and the overall ambient air quality were analyzed with the method of air pollution index, and compared with the air quality of the main cities in the north of China. Taking the air pollution index as the environmental index and the GDP per capita as the economic index, this paper analyzes the relationship between the environmental air quality and economic growth in Inner Mongolia Autonomous region and its main cities. The agreement between the relation and the environmental Kuzniz curve is verified. The main conclusions are as follows: (1) in 12 cities of Inner Mongolia Autonomous region, the ambient air quality of Hulunbeir is the best, and the average annual concentration rate of the three pollutants is 100; The average annual average concentration of PM10 and SO2 in Baotou City and Wuhai City is O. 2) the ambient air quality in 12 cities in Inner Mongolia Autonomous region shows different fluctuating patterns over time. The ambient air quality in some cities has improved year by year. And it is better than the level of ambient air quality in the same period of the main cities in the north of China. (4) there are "N" type and "N" type between the 12 cities in Inner Mongolia Autonomous region and the overall ambient air quality and economic growth. The relationship between "U" type and negative correlation verifies the space-time difference and limitation of the environmental Kuzniz curve. The fitting curve of Wuhai City partly accords with the inverted "U" type relation of the environmental Kuzniz curve, which indicates that the environment and economy are developing well in these areas, and the economic growth has not brought about the aggravation of environmental pollution. Existing efforts to protect the environment should continue to be maintained or increased; other cities, in turn, need to increase environmental protection in all its aspects while developing their economies. The relationship between environmental air quality and economic growth in 12 cities of Inner Mongolia Autonomous region, The reasons for the coincidence between the fitting curve and the inverted "U" type of environmental Kuzniz curve include the quantity of data, index selection, curve fitting, economic structure and environmental policy, among which the economic structure is the main reason.
