【摘要】： 我國(guó)正處于由傳統(tǒng)的計(jì)劃經(jīng)濟(jì)向市場(chǎng)經(jīng)濟(jì)轉(zhuǎn)軌的過程中,而尋租是市場(chǎng)經(jīng)濟(jì)國(guó)家和轉(zhuǎn)軌國(guó)家普遍存在的一種現(xiàn)象,尋租活動(dòng)不僅嚴(yán)重破壞了市場(chǎng)的競(jìng)爭(zhēng)規(guī)則,而且極大地阻礙了市場(chǎng)化改革的進(jìn)程。我國(guó)的改革實(shí)踐為我們提供了大量的觀察尋租行為的機(jī)會(huì),同時(shí)也為我們豐富和發(fā)展尋租理論提供了難得的契機(jī)。本文試圖運(yùn)用西方尋租理論,對(duì)現(xiàn)階段我國(guó)在不同領(lǐng)域中出現(xiàn)的各種尋租行為做初步的探討。 本文分為三部分： 第一部分：首先介紹尋租理論及其產(chǎn)生的經(jīng)濟(jì)學(xué)背景以及尋租理論的主要經(jīng)濟(jì)學(xué)流派觀點(diǎn),然后闡述尋租理論在我國(guó)的研究與發(fā)展。 第二部分：分析我國(guó)現(xiàn)階段不同領(lǐng)域中尋租行為的表現(xiàn),主要以政府采購(gòu)中的尋租行為、會(huì)計(jì)尋租行為和教育尋租行為為例加以論述。 第三部分：在剖析尋租危害和對(duì)尋租正效應(yīng)一些片面認(rèn)識(shí)的基礎(chǔ)上,提出我國(guó)當(dāng)前對(duì)于尋租問題的應(yīng)對(duì)思路。
[Abstract]:China is in the process of transition from traditional planned economy to market economy. Rent-seeking is a common phenomenon in market economy countries and transitional countries. Rent-seeking activities not only seriously undermine the competition rules of the market. And greatly hindered the process of market-oriented reform. The reform practice of our country provides us with a lot of opportunities to observe the rent-seeking behavior, and also provides a rare opportunity for us to enrich and develop the rent-seeking theory. This paper attempts to make a preliminary study of various rent-seeking behaviors in different fields in China at present by using the western rent-seeking theory. This paper is divided into three parts: The first part introduces the theory of rent-seeking and its economic background and the main economic schools of rent-seeking theory, and then expounds the research and development of rent-seeking theory in China. The second part analyzes the performance of rent-seeking behavior in different fields of our country at present, mainly discusses the rent-seeking behavior in government procurement, accounting rent-seeking behavior and educational rent-seeking behavior as an example. The third part: on the basis of analyzing the harm of rent-seeking and some one-sided understanding of the positive effect of rent-seeking, the author puts forward the countermeasures to the problem of rent-seeking in our country.
