【摘要】： 已有的關(guān)于集聚經(jīng)濟(jì)的研究主要集中在產(chǎn)業(yè)水平或者區(qū)域經(jīng)濟(jì)水平,缺少?gòu)慕M織結(jié)構(gòu)層次的分析。本文在遵循區(qū)域科學(xué)作為交叉學(xué)科這一基本特點(diǎn)的基礎(chǔ)上首先引入了一個(gè)新的概念:組織的共同進(jìn)化,這一思想最早來(lái)自于生物學(xué)和計(jì)算機(jī)科學(xué)。通過(guò)這一分析方法我們對(duì)區(qū)域集聚經(jīng)濟(jì)中組織間的相互作用進(jìn)行了考察,并嘗試回答兩個(gè)邏輯上緊密相聯(lián)的問(wèn)題:(1)集聚的存在和動(dòng)態(tài)演化從組織的層次講依賴于什么樣的機(jī)制?(2)如果集聚效應(yīng)的發(fā)展演變存在慣性,那么從規(guī)范經(jīng)濟(jì)學(xué)的角度來(lái)講,是不是每一種集聚都是我們想要的,都是可以提升整體經(jīng)濟(jì)效率的?本文通過(guò)微觀和宏觀層面分析相結(jié)合,對(duì)這兩個(gè)問(wèn)題做出回答。 首先我們發(fā)現(xiàn)集中在同一個(gè)區(qū)域經(jīng)濟(jì)中的組織通過(guò)組織間的相互作用實(shí)現(xiàn)組織間的學(xué)習(xí),每一個(gè)組織都處于一個(gè)動(dòng)態(tài)的共同進(jìn)化過(guò)程中。在這個(gè)過(guò)程中,組織決策的柔性起著很大的作用。組織間的共同進(jìn)化可以促使組織在制度和組織結(jié)構(gòu)方面獲得效率的改進(jìn),同時(shí)也正是這種相互作用使得集聚經(jīng)濟(jì)獲得長(zhǎng)期存在和發(fā)展的內(nèi)在動(dòng)力。通過(guò)集聚的慣性這一概念的過(guò)渡,本文的分析在第二部分轉(zhuǎn)入對(duì)集聚效應(yīng)的規(guī)范經(jīng)濟(jì)學(xué)分析。通過(guò)建立一個(gè)兩區(qū)域的經(jīng)濟(jì)模型我們對(duì)公共投資和集聚效應(yīng)之間的關(guān)系進(jìn)行了分析。我們發(fā)現(xiàn),過(guò)于傾斜的公共投資政策可能導(dǎo)致不利于整體經(jīng)濟(jì)的或者弄巧成拙的產(chǎn)業(yè)集聚的發(fā)生,類似的產(chǎn)業(yè)優(yōu)惠政策也可能產(chǎn)生同樣的影響,這種可能性在產(chǎn)業(yè)互補(bǔ)的區(qū)域之間更高。這一結(jié)論對(duì)于區(qū)域經(jīng)濟(jì)政策的制定,以及區(qū)域間經(jīng)濟(jì)政策的協(xié)調(diào)有著很重要的意義。
[Abstract]:The existing researches on agglomeration economy mainly focus on the level of industry or regional economy, and lack of analysis from the level of organizational structure. Based on the basic characteristics of regional science as an interdisciplinary subject, this paper first introduces a new concept: coevolution of organization, which originated from biology and computer science. Through this analysis method, we investigate the interaction between organizations in the regional agglomeration economy. And try to answer two logically closely related questions: 1) what kind of mechanism does the existence and dynamic evolution of agglomeration depend on at the organizational level? if there is inertia in the evolution of agglomeration effect, then from the perspective of normative economics, Is it true that every kind of agglomeration is what we want and can enhance the overall economic efficiency? In this paper, the micro-level and macro-level analysis are combined to answer these two questions. First of all, we find that organizations concentrated in the same regional economy achieve inter-organizational learning through inter-organizational interaction, and each organization is in a dynamic co-evolution process. In this process, the flexibility of organizational decision-making plays a great role. The coevolution of organizations can improve the efficiency of the organization in the aspects of system and organization structure, and it is this kind of interaction that makes the agglomeration economy obtain the inherent motive force of long-term existence and development. Through the transition of the concept of agglomeration inertia, the second part of this paper turns to the normative economic analysis of agglomeration effect. The relationship between public investment and agglomeration effect is analyzed by establishing a two-region economic model. We have found that an overly skewed public investment policy may lead to industrial agglomeration that is not conducive to the overall economy or self-defeating, and similar industrial preferential policies may also have the same effect. This possibility is higher in areas where industries complement each other. This conclusion is of great significance to the formulation of regional economic policy and the coordination of regional economic policy.
