【摘要】： 煤炭資源對(duì)內(nèi)蒙古的發(fā)展起到了積極的促進(jìn)作用,但地區(qū)資源是有限的,隨著世界能源危機(jī)的出現(xiàn),如何穩(wěn)定、安全、可靠的進(jìn)行資源供應(yīng)是世界各國(guó)和地區(qū)都不可回避的問題。在世界經(jīng)濟(jì)一體化,資源全球化的趨勢(shì)日益加深的今天,內(nèi)蒙古為實(shí)現(xiàn)經(jīng)濟(jì)的可持續(xù)發(fā)展及建設(shè)小康社會(huì)的任務(wù),必須認(rèn)真分析本地區(qū)資源可供性形勢(shì),根據(jù)本地區(qū)的經(jīng)濟(jì)發(fā)展目標(biāo)和資源狀況,合理進(jìn)行煤炭資源開發(fā)利用戰(zhàn)略規(guī)劃,以保障內(nèi)蒙古國(guó)民經(jīng)濟(jì)可持續(xù)高速發(fā)展的需要。 從空間經(jīng)濟(jì)學(xué)的角度對(duì)內(nèi)蒙古煤炭開發(fā)利用戰(zhàn)略進(jìn)行研究,有利于弄清內(nèi)蒙古煤炭資源開發(fā)面臨的環(huán)境問題,結(jié)合未來經(jīng)濟(jì)社會(huì)發(fā)展對(duì)煤炭資源的需求預(yù)測(cè),研究?jī)?nèi)蒙古煤炭資源對(duì)經(jīng)濟(jì)社會(huì)的承載能力,有利于形成煤炭資源開發(fā)的科學(xué)規(guī)劃與戰(zhàn)略,在確保生態(tài)文明前提下,為內(nèi)蒙古經(jīng)濟(jì)社會(huì)的可持續(xù)發(fā)展決策提供參考。同時(shí),有利于投資者更好地了解內(nèi)蒙古煤炭資源的情況,幫助其更好的進(jìn)行投資決策。 本文首先對(duì)內(nèi)蒙古煤炭資源形勢(shì)進(jìn)行分析,繼而從內(nèi)蒙古煤炭供給對(duì)經(jīng)濟(jì)增長(zhǎng)的影響、內(nèi)蒙古GDP與煤炭消耗相關(guān)性分析、內(nèi)蒙古煤炭資源賦存情況出發(fā)對(duì)內(nèi)蒙古煤炭資源可供性進(jìn)行分析;然后建立煤炭資源支撐能力評(píng)價(jià)指標(biāo)體系,計(jì)算內(nèi)蒙古社會(huì)經(jīng)濟(jì)發(fā)展指標(biāo)與煤炭資源的協(xié)調(diào)度,對(duì)內(nèi)蒙古煤炭資源支撐能力進(jìn)行綜合評(píng)價(jià);接著從內(nèi)蒙古人均生態(tài)足跡需求計(jì)算、煤炭資源開采對(duì)大氣環(huán)境的影響、煤矸石對(duì)礦區(qū)環(huán)境的影響、煤炭開采對(duì)土地破壞與污染方面分析內(nèi)蒙古煤炭資源開發(fā)的環(huán)境影響,并結(jié)合內(nèi)蒙古十七個(gè)主要礦區(qū)采用環(huán)境評(píng)價(jià)模型進(jìn)行環(huán)境評(píng)價(jià)與分析,為科學(xué)合理規(guī)劃煤炭資源開發(fā)規(guī)模、制定內(nèi)蒙古今后的煤炭資源可持續(xù)開發(fā)戰(zhàn)略奠定基礎(chǔ)。 在對(duì)內(nèi)蒙古煤炭資源狀況、煤炭資源支撐能力、主要礦區(qū)環(huán)境評(píng)價(jià)的基礎(chǔ)上,采用粗集預(yù)測(cè)方法和遺傳算法與粒子群算法有機(jī)混合模式下的神經(jīng)網(wǎng)絡(luò)預(yù)測(cè)方法對(duì)內(nèi)蒙古煤炭資源消費(fèi)量進(jìn)行預(yù)測(cè);根據(jù)內(nèi)蒙古未來發(fā)展對(duì)煤炭的需求量,分析內(nèi)蒙古煤炭資源可持續(xù)利用承載力,提出基于可持續(xù)利用的內(nèi)蒙古煤炭資源耗竭速度,最后提出內(nèi)蒙古煤炭資源開發(fā)利用戰(zhàn)略及實(shí)施措施。
[Abstract]:Coal resources have played a positive role in promoting the development of Inner Mongolia, but regional resources are limited. With the emergence of the world energy crisis, how to stabilize and secure, A reliable supply of resources is an unavoidable problem in all countries and regions of the world. With the integration of the world economy and the deepening trend of the globalization of resources, in order to realize the sustainable development of the economy and the task of building a well-off society, Inner Mongolia must seriously analyze the situation of the availability of resources in this region. According to the target of economic development and the situation of resources in this area, the strategic plan for the exploitation and utilization of coal resources should be carried out reasonably in order to ensure the sustainable and high speed development of the national economy of Inner Mongolia. To study the strategy of coal exploitation and utilization in Inner Mongolia from the angle of spatial economics is helpful to clarify the environmental problems faced by the development of coal resources in Inner Mongolia, and to forecast the demand for coal resources in light of the future economic and social development. The study of the bearing capacity of coal resources to economy and society in Inner Mongolia is conducive to the formation of scientific planning and strategy for the development of coal resources and provides a reference for the sustainable development of economic society in Inner Mongolia on the premise of ensuring ecological civilization. At the same time, it is helpful for investors to better understand the situation of Inner Mongolia coal resources and help them to make better investment decisions. This paper first analyzes the situation of coal resources in Inner Mongolia, then analyzes the influence of coal supply on economic growth in Inner Mongolia, and the correlation between GDP and coal consumption in Inner Mongolia. Based on the analysis of the coal resource availability in Inner Mongolia, the evaluation index system of coal resource supporting capacity is established, and the coordination degree between the social economic development index and coal resource in Inner Mongolia is calculated. The comprehensive evaluation of the coal resource supporting capacity in Inner Mongolia is carried out, and then the impact of coal resource mining on the atmospheric environment and the impact of coal gangue on the mining area environment are calculated from the per capita ecological footprint demand in Inner Mongolia. The environmental impact of coal mining on the land damage and pollution in Inner Mongolia is analyzed, and the environmental evaluation model is used to evaluate and analyze the environment in 17 main mining areas in Inner Mongolia. It lays a foundation for the scientific and rational planning of the scale of coal resources development and the formulation of the strategy of sustainable development of coal resources in Inner Mongolia in the future. On the basis of the status of coal resources in Inner Mongolia, the supporting capacity of coal resources, and the environmental evaluation of major mining areas, The rough set forecasting method and the neural network forecasting method based on the hybrid model of genetic algorithm and particle swarm optimization are used to predict the consumption of coal resources in Inner Mongolia, and according to the demand for coal in the future development of Inner Mongolia, This paper analyzes the carrying capacity of the sustainable utilization of coal resources in Inner Mongolia, puts forward the speed of coal resource depletion based on sustainable utilization, and finally puts forward the strategy and implementation measures for the development and utilization of coal resources in Inner Mongolia.
