【摘要】： 論文中心闡述了外商直接投資與發(fā)展中國家經(jīng)濟增長方式，特別是與中國經(jīng)濟增長方式轉(zhuǎn)變的關(guān)系。研究外資與發(fā)展中國家增長關(guān)系問題，在國內(nèi)外經(jīng)濟學(xué)領(lǐng)域，一般是應(yīng)用國際投資和發(fā)展經(jīng)濟學(xué)理論，而本篇論文主要應(yīng)用經(jīng)濟增長理論對此問題加以研究。這是因為，增長理論，特別是新經(jīng)濟增長理論將資本與綜合要素生產(chǎn)率有機結(jié)合的觀點，促使人們從改變綜合要素生產(chǎn)率角度進一步認識外資的作用。論文應(yīng)用經(jīng)濟增長理論的要素分析方法，區(qū)分外商直接投資進入發(fā)展中國家后發(fā)揮的要素和提高綜合要素生產(chǎn)率的作用，強調(diào)外資對發(fā)展中國家經(jīng)濟增長方式轉(zhuǎn)變的作用。 本論文是按照以下思路和邏輯體系展開的： 第一，論文歸納和總結(jié)了國內(nèi)外有關(guān)經(jīng)濟增長方式的研究成果，從增長要素轉(zhuǎn)變角度提出了經(jīng)濟增長方式的概念。然后，應(yīng)用增長理論分析外資在經(jīng)濟增長中所起到的資本要素與提高綜合要素生產(chǎn)率的雙重作用，并闡述外資影響增長方式的多種表現(xiàn)形式，以構(gòu)筑全篇論文的分析體系。 第二、對中國引進外資與經(jīng)濟增長方式轉(zhuǎn)變的關(guān)系進行實證和規(guī)范研究。根據(jù)外資的資本要素作用和提高綜合要素生產(chǎn)率的雙重作用，用實證分析的方法，定量與定性相結(jié)合的手段，分析了外資對中國經(jīng)濟增長以及增長方式的轉(zhuǎn)變所產(chǎn)生的作用以及這些作用的具體實現(xiàn)路徑。 改革開放以來，外資從總體上發(fā)揮了彌補資本缺口的作用，提高了綜合要素生產(chǎn)率和資源配置效率，對我國的技術(shù)進步起到了很大的拉動效用，而且在我國體制創(chuàng)新以及中國經(jīng)濟國際化方面，也有極大的促進作用。 第三、在肯定外資20年來對中國經(jīng)濟增長方式轉(zhuǎn)變所做出的貢獻的同時，也研究和分析了外資引發(fā)中國粗放型經(jīng)濟增長方面存在的種種問題，包括加劇中國產(chǎn)業(yè)地區(qū)畸形布局、刺激通貨膨脹以及造成中國政府宏觀調(diào)控政策失靈等方面的問題。并以此為基礎(chǔ)，從改善外資的地區(qū)布局結(jié)構(gòu)、加快對外資企業(yè)實施國民待遇、促進外資企業(yè)發(fā)盡高新技術(shù)產(chǎn)業(yè)，以及利用外資改造國有企業(yè)等角度，提出規(guī)范性的政策建議。
[Abstract]:The paper expounds the relationship between foreign direct investment (FDI) and the mode of economic growth in developing countries, especially with the transformation of economic growth mode in China. The research on the relationship between foreign investment and the growth of developing countries is based on the theory of international investment and development economics in the field of economics at home and abroad, and this paper mainly applies the theory of economic growth to study this problem. This is because the view that the growth theory, especially the new economic growth theory, organically combines capital with the comprehensive factor productivity, urges people to further understand the role of foreign capital from the angle of changing the comprehensive factor productivity. This paper applies the factor analysis method of economic growth theory to distinguish the factors of FDI into developing countries and to improve the comprehensive factor productivity, and emphasizes the role of foreign investment in the transformation of economic growth mode in developing countries. This paper is based on the following ideas and logic system: Firstly, the paper summarizes the research results of the economic growth mode at home and abroad, and puts forward the concept of the economic growth mode from the angle of the change of the growth elements. Then, applying the growth theory to analyze the dual function of the capital factor and the comprehensive factor productivity in the economic growth, and expound the various forms of the foreign capital influence the growth mode, in order to construct the analysis system of the whole paper. Second, the empirical and normative study on the relationship between foreign capital introduction and economic growth pattern change in China. According to the dual function of capital factor of foreign capital and improvement of comprehensive factor productivity, the method of empirical analysis is used to combine quantitative and qualitative methods. This paper analyzes the effects of foreign investment on China's economic growth and the transformation of its growth mode and the specific ways to realize these effects. Since the reform and opening up, foreign investment has generally played a role in bridging the capital gap, improving the comprehensive factor productivity and resource allocation efficiency, and has played a great role in promoting the technological progress of our country. And in our country system innovation and the Chinese economy internationalization aspect, also has the enormous promotion function. Third, while affirming the contribution that foreign investment has made to the transformation of China's economic growth pattern over the past 20 years, it also studies and analyzes various problems existing in China's extensive economic growth caused by foreign investment, including exacerbating the abnormal layout of China's industrial areas. Stimulate inflation and cause the Chinese government macro-control policy failure and other aspects of the problem. On the basis of this, this paper puts forward normative policy suggestions from the angles of improving the regional layout structure of foreign capital, speeding up the national treatment of foreign-funded enterprises, promoting the development of high-tech industries for foreign-funded enterprises, and transforming state-owned enterprises with foreign capital.
