【摘要】：本文主要是研究和論述BT模式的完善和發(fā)展及其重要意義。BT模式是實現公共服務市場化的典型模式之一，也是由BOT模式演進而來的。本文先總體上闡述了選題的意義，研究的思路、方法和預期成果。之后，本文論述了公共服務市場化的概況及其實現的典型模式BOT模式、TOT模式、BT模式，并分析了BT模式的起源和實質等。 然后，本文論述了BT模式的必要性，如BT模式的融資功能、BT模式的競爭性、BT模式投資建設單位和政府籌建處及工程總承包單位的區(qū)別及優(yōu)勢、BT模式在擴大就業(yè)方面的作用等；說明了BT模式的現狀、現行程序、并對其進行SWOT分析；針對實踐中BT模式的突出問題提出了解決方法，如土地是否進入回購基數的方式、回購基數的確定、選擇投資建設單位的程序等；并從BT模式生存發(fā)展的重要前提、實施BT模式的理想化程序和BT模式研究更廣泛的意義三方面對BT模式進行了進一步地分析。 最后，本文得出了結論，即BT模式對于城市基礎設施建設和城市發(fā)展的作用是顯而易見的，，但就目前BT模式的實踐來看，還是有一些不足之處的，那就是有些方面沒有體現出公共服務市場化的實質，需要不斷地改進和完善；同時提出了展望，即希望更多的同志能集思廣益，共同研究和完善BT模式及其他社會管理科學。
[Abstract]:This paper mainly studies and discusses the perfection and development of BT mode and its significance. BT model is one of the typical models to realize the marketization of public service, and it is also evolved from BOT mode. This paper first describes the significance of the topic, research ideas, methods and expected results. After that, this paper discusses the general situation of the marketization of public service and its typical mode, BOT mode, tot mode and BT mode, and analyzes the origin and essence of BT mode. Then, the paper discusses the necessity of BT mode, such as the financing function of BT mode, the competitive BT mode of BT mode, the difference between investment and construction unit of government and the general contracting unit of project, and the advantage of BT mode in expanding employment. This paper explains the present situation of BT mode, the current procedure, and carries on the SWOT analysis to it, and puts forward the solution to the outstanding problem of BT mode in practice, such as whether land enters the mode of repurchase base, how to determine the repurchase base, This paper chooses the procedure of investment and construction unit, and further analyzes BT mode from three aspects: the important premise of survival and development of BT mode, the idealized procedure of implementing BT mode and the wider significance of research on BT mode. Finally, this paper draws a conclusion that BT model has obvious effect on urban infrastructure construction and urban development, but there are still some deficiencies in the practice of BT model at present. That is, some aspects do not reflect the essence of the marketization of public services, and need to be constantly improved and improved; at the same time, the prospect is put forward, that is, hope more comrades can pool their wisdom, study and improve the BT model and other social management science.
