【摘要】：生態(tài)補(bǔ)償標(biāo)準(zhǔn)的確定是生態(tài)補(bǔ)償研究的核心問題,利用生態(tài)足跡進(jìn)行生態(tài)補(bǔ)償標(biāo)準(zhǔn)研究更具科學(xué)性,但區(qū)域?qū)用娴纳鷳B(tài)足跡不應(yīng)全部核算區(qū)域在生產(chǎn)和生活中所需要的生態(tài)足跡,而應(yīng)核算本區(qū)域無法避免的、一定要由本區(qū)域生產(chǎn)或由本區(qū)域吸納的生態(tài)足跡,即污染足跡.該文構(gòu)建了基于污染足跡的生態(tài)補(bǔ)償標(biāo)準(zhǔn)模型,并利用該模型對廣州市區(qū)域內(nèi)的生態(tài)補(bǔ)償標(biāo)準(zhǔn)進(jìn)行研究:以廣州2010年4類主要污染物排放量為核算目標(biāo),按照三大產(chǎn)業(yè)將人口分為三大組群,分別計算三大組群的人均污染足跡和人均污染足跡效率,并以廣州市平均生態(tài)狀況為基準(zhǔn)分別計算三大組群的補(bǔ)償或受償標(biāo)準(zhǔn).研究結(jié)果表明,廣州第一、第三產(chǎn)業(yè)因出讓污染足跡應(yīng)分別獲得673.79億元和19 267.28億元的生態(tài)補(bǔ)償,而第二產(chǎn)業(yè)因多占用生態(tài)足跡,在生態(tài)補(bǔ)償中應(yīng)支付2 070.37億元.基于污染足跡的生態(tài)補(bǔ)償標(biāo)準(zhǔn)研究嘗試將污染足跡理論引入生態(tài)補(bǔ)償標(biāo)準(zhǔn)研究,不僅可以豐富生態(tài)足跡理論內(nèi)涵,而且可為生態(tài)補(bǔ)償標(biāo)準(zhǔn)研究提供有益參考.
[Abstract]:The determination of ecological compensation standard is the core problem of ecological compensation research. It is more scientific to use ecological footprint to study ecological compensation standard. However, the ecological footprint at the regional level should not be fully accounted for in the production and living needs of the region, but in the ecological footprint that must be produced or absorbed by the region, which cannot be avoided by the region, In this paper, the ecological compensation standard model based on pollution footprint is constructed, and the ecological compensation standard in Guangzhou is studied by using the model. According to the three major industries, the population is divided into three groups, and the per capita pollution footprint and the per capita pollution footprint efficiency of the three groups are calculated respectively. Based on the average ecological status of Guangzhou, the compensation or compensation criteria of the three groups were calculated respectively. The results show that the first and third industries in Guangzhou should receive ecological compensation of 67.379 billion yuan and 19 26.728 billion yuan respectively for the transfer of pollution footprint. The secondary industry should pay 2 7.037 billion yuan in ecological compensation because it occupies more ecological footprint. The study of ecological compensation standard based on pollution footprint attempts to introduce the theory of pollution footprint into the study of ecological compensation standard. It can not only enrich the connotation of ecological footprint theory, but also provide a useful reference for the study of ecological compensation standard.
