【摘要】：行業(yè)協(xié)會(huì)作為一種發(fā)達(dá)市場(chǎng)經(jīng)濟(jì)中普遍存在的社會(huì)經(jīng)濟(jì)組織形式,在促進(jìn)經(jīng)濟(jì)發(fā)展、推動(dòng)社會(huì)民主等方面具有重要作用。改革開放后,隨著社會(huì)主義市場(chǎng)經(jīng)濟(jì)制度的確立、政府職能轉(zhuǎn)變和政府機(jī)構(gòu)改革的進(jìn)行,國(guó)家對(duì)社會(huì)領(lǐng)域的控制逐漸放松,行業(yè)協(xié)會(huì)獲得了發(fā)展所必須的組織基礎(chǔ)和制度空間。一大批“官辦”“民辦”行業(yè)協(xié)會(huì)涌現(xiàn),并以政府助手、企業(yè)服務(wù)者和社會(huì)利益維護(hù)者等角色活躍于社會(huì)舞臺(tái)。當(dāng)前我國(guó)正處于社會(huì)轉(zhuǎn)型的關(guān)鍵時(shí)期,經(jīng)濟(jì)領(lǐng)域和社會(huì)領(lǐng)域從國(guó)家進(jìn)一步分離,位于國(guó)家、市場(chǎng)和社會(huì)三個(gè)領(lǐng)域交叉處的行業(yè)協(xié)會(huì)受到這種力量變動(dòng)的影響,角色內(nèi)涵和角色扮演環(huán)境更具有復(fù)雜性和不確定性�；诖�,本文以轉(zhuǎn)型時(shí)期的行業(yè)協(xié)會(huì)作為研究對(duì)象,以“政府-市場(chǎng)-社會(huì)”的三元結(jié)構(gòu)理論作為理論基礎(chǔ),試圖分析三元結(jié)構(gòu)中行業(yè)協(xié)會(huì)應(yīng)有的角色定位。通過實(shí)證研究,發(fā)現(xiàn)行業(yè)協(xié)會(huì)角色承擔(dān)的實(shí)然狀態(tài)與應(yīng)然角色之間的差距,并對(duì)行業(yè)協(xié)會(huì)角色建設(shè)的制度化路徑進(jìn)行探討。 全文共分為六個(gè)部分。第一部分簡(jiǎn)要介紹了研究背景與研究意義,梳理行業(yè)協(xié)會(huì)相關(guān)理論,并對(duì)行業(yè)協(xié)會(huì)的概念和性質(zhì)進(jìn)行界定。第二部分是在三元結(jié)構(gòu)理論的基礎(chǔ)上構(gòu)建本文的分析框架,并為下文的研究作鋪墊。第三部分著重分析了我國(guó)三元結(jié)構(gòu)形成的邏輯次序以及政府、市場(chǎng)和社會(huì)關(guān)系變遷的特點(diǎn),發(fā)現(xiàn)當(dāng)前兩種最主要類型行業(yè)協(xié)會(huì)的生成方式。第四部分為實(shí)證部分,分析當(dāng)前我國(guó)行業(yè)協(xié)會(huì)角色扮演現(xiàn)狀與角色扮演困境。第五部分試圖為行業(yè)協(xié)會(huì)的角色建設(shè)構(gòu)建以三元結(jié)構(gòu)理論為基礎(chǔ)的制度化建設(shè)路徑。
[Abstract]:As a common form of social and economic organization in developed market economy, trade associations play an important role in promoting economic development and promoting social democracy. After the reform and opening up, with the establishment of the socialist market economy system, the transformation of government functions and the reform of government institutions, the state gradually relaxed its control over the social field, and the trade associations obtained the necessary organizational basis and institutional space for development. A large number of "government-run" private "trade associations have emerged and are active on the social stage as government assistants, enterprise service providers and social interest defenders. At present, our country is in a critical period of social transformation, and the economic and social fields are further separated from the country. Trade associations located at the intersection of the state, market and society are affected by this change of power. Role connotation and role-playing environment are more complex and uncertain. Based on this, this paper takes the trade association in the period of transition as the research object, and takes the theory of "government, market and society" as the theoretical basis, and tries to analyze the role orientation of the trade association in the ternary structure. Through the empirical study, the author finds the gap between the real status of the role assumption of the industry association and the supposed role, and probes into the institutionalization path of the role construction of the industry association. The full text is divided into six parts. The first part briefly introduces the research background and significance, combs the relevant theories of trade association, and defines the concept and nature of trade association. The second part is to construct the analysis frame of this paper based on the ternary structure theory, and to pave the way for the following research. The third part focuses on the logical order of the formation of the ternary structure and the characteristics of the changes of government, market and social relations, and finds out the formation of the two most important types of trade associations. The fourth part is the empirical part, analyzes the current situation and dilemma of role-playing of industry associations in China. The fifth part attempts to construct the institutional construction path based on the ternary structure theory for the role construction of trade association.
