我國(guó)新型城鎮(zhèn)化趨勢(shì)下的保障房建設(shè)研究

【摘要】:近年來,隨著我國(guó)新型城鎮(zhèn)化的高速發(fā)展,新增城鎮(zhèn)人口規(guī)模巨大,房?jī)r(jià)的多年持續(xù)高漲使得越來越多的城鎮(zhèn)中低收入群體無法自己解決住房問題。為解決他們的住房需求,國(guó)家加大了對(duì)保障房的投入,進(jìn)行大規(guī)模建設(shè)。“十二五”期間,計(jì)劃在全國(guó)內(nèi)建設(shè)3600萬套的保障房,前三年的建設(shè)任務(wù)都實(shí)現(xiàn)了超額完成。這對(duì)解決城鎮(zhèn)中低收入群體的住房問題,起了很大作用。但多年來,在保障房建設(shè)中出現(xiàn)了很多問題,如建設(shè)資金短缺、土地供應(yīng)不足、分配不公現(xiàn)象不斷等。隨著新型城鎮(zhèn)化的高速發(fā)展,保障房建設(shè)將面臨更多更大的挑戰(zhàn),如何應(yīng)對(duì)這些挑戰(zhàn)是目前急需解決的問題。 本文首先對(duì)保障房建設(shè)和我國(guó)城鎮(zhèn)化發(fā)展的歷程和現(xiàn)狀進(jìn)行了綜述,在此基礎(chǔ)上,對(duì)保障房建設(shè)在新型城鎮(zhèn)化趨勢(shì)下面臨的挑戰(zhàn)進(jìn)行了分析,得出主要面臨著保障房建設(shè)需求增加、任務(wù)繁重;保障房建設(shè)資金來源單一,資金缺口較大;保障房體系需要完善,需確立適合的保障房模式和保障比例;保障房制度建設(shè)亟需加強(qiáng)等多方面問題。據(jù)此展開分析,,指出了保障房建設(shè)頂層設(shè)計(jì)的重要性和必要性,并提出解決辦法:一是規(guī)范保障房模式,建立以公租房為建設(shè)模式的保障房體系;二是擴(kuò)大融資渠道,引進(jìn)社會(huì)資本;三是基于新型城鎮(zhèn)化背景對(duì)今后住房保障比例進(jìn)行了量化分析;四是要加強(qiáng)保障房制度建設(shè)。通過建立相關(guān)法律體系、完善保障房建設(shè)的各種制度,從總體上提高保障房制度的強(qiáng)制力和規(guī)范性,在此基礎(chǔ)上,完善保障房建設(shè)過程中的各種具體制度。本文對(duì)于新型城鎮(zhèn)化趨勢(shì)下保障房建設(shè)面臨的重大挑戰(zhàn)進(jìn)行深入研究并提出了解決的相關(guān)策略建議,以期為相關(guān)政府部門提供參考,促進(jìn)我國(guó)保障房建設(shè)的健康可持續(xù)發(fā)展。
[Abstract]:In recent years, with the rapid development of new urbanization in our country, the new urban population is huge, and the housing price keeps rising for many years, which makes more and more low and middle income groups in cities and towns unable to solve the housing problem themselves. In order to solve their housing needs, the state increased investment in indemnificatory apartment, large-scale construction. During the 12th Five-Year Plan period, indemnificatory apartment, who plans to build 36 million sets in the whole country, has overfulfilled all the construction tasks in the first three years. This has played a great role in solving the housing problems of low-and middle-income groups in cities and towns. But over the years, there have been many problems in indemnificatory apartment construction, such as shortage of construction funds, insufficient land supply, unfair distribution and so on. With the rapid development of new urbanization, indemnificatory apartment will face more and more challenges. Firstly, this paper summarizes the course and present situation of indemnificatory apartment construction and urbanization development in China, and then analyzes the challenges that indemnificatory apartment construction faces under the new urbanization trend. The conclusion is that indemnificatory apartment's construction demand is increasing and the task is heavy; indemnificatory apartment's construction fund source is single and the fund gap is large; indemnificatory apartment's system needs to be perfected, and the suitable mode and guarantee ratio should be established. Indemnificatory apartment system construction urgently needs to strengthen and so on many aspects question. Based on the analysis, this paper points out the importance and necessity of indemnificatory apartment's construction of top-level design, and puts forward some solutions: first, standardizing the indemnificatory apartment model and establishing a system of indemnificatory apartment with public rental housing as the construction mode; second, expanding the financing channels. Introduction of social capital; third, based on the background of new urbanization of the future housing security ratio quantitative analysis; fourth, to strengthen the construction of indemnificatory apartment system. Through the establishment of relevant legal system, improve indemnificatory apartment construction of various systems, from the overall improvement of the mandatory and normative system, on the basis of this, improve the construction process of all kinds of specific systems. In this paper, the major challenges faced by indemnificatory apartment under the trend of new urbanization are studied in depth, and the relevant strategies are put forward in order to provide reference for relevant government departments and to promote the healthy and sustainable development of the construction of indemnificatory apartment in China.
