【摘要】：近年來(lái),政府對(duì)公共文化基礎(chǔ)設(shè)施建設(shè)項(xiàng)目投入較多的資源,旨在實(shí)現(xiàn)文化強(qiáng)國(guó)的戰(zhàn)略。在公共文化項(xiàng)目的建設(shè)過(guò)程中,建設(shè)單位和承包商掌握的信息不對(duì)稱(chēng),承包商受利益的驅(qū)使可能會(huì)利用信息優(yōu)勢(shì)采取機(jī)會(huì)主義行為,損害建設(shè)單位的利益和公眾享受公共文化的權(quán)益,甚至破壞公共項(xiàng)目建設(shè)市場(chǎng)。針對(duì)公共文化建設(shè)項(xiàng)目中承包商的機(jī)會(huì)主義行為,筆者大量閱讀國(guó)內(nèi)外相關(guān)的研究成果,在公共文化服務(wù)理論、委托代理理論和激勵(lì)理論等基礎(chǔ)理論指導(dǎo)下,通過(guò)構(gòu)建演化博弈模型,得到在一般狀態(tài)、懲罰機(jī)制和補(bǔ)償機(jī)制三種狀態(tài)下的演化博弈結(jié)果,通過(guò)對(duì)結(jié)果的分析比較得出,補(bǔ)償機(jī)制能夠有效的抑制承包商的機(jī)會(huì)主義行為。在一般狀態(tài)下,政府建設(shè)單位對(duì)承包商的機(jī)會(huì)主義行為既不進(jìn)行懲罰,也不對(duì)其誠(chéng)信履約行為進(jìn)行補(bǔ)償,演化博弈穩(wěn)定狀態(tài)為建設(shè)單位不監(jiān)管,承包商選擇機(jī)會(huì)主義行為。在懲罰機(jī)制下,如果政府建設(shè)單位對(duì)承包商行為進(jìn)行監(jiān)管,且發(fā)現(xiàn)了承包商的機(jī)會(huì)主義行為,則將對(duì)其進(jìn)行罰款,演化博弈穩(wěn)定狀態(tài)為承包商選擇機(jī)會(huì)主義行為,建設(shè)單位是否進(jìn)行監(jiān)管取決于監(jiān)管成本的高低。在補(bǔ)償機(jī)制下,如果承包商不選擇機(jī)會(huì)主義行為,則可獲得建設(shè)單位一定的補(bǔ)償金,演化博弈穩(wěn)定狀態(tài)為建設(shè)單位不監(jiān)管,承包商是否采取機(jī)會(huì)主義行為取決于補(bǔ)償金的多少。綜合分析演化博弈結(jié)果,在公共文化項(xiàng)目中,懲罰機(jī)制并未對(duì)承包商的機(jī)會(huì)主義行為產(chǎn)生實(shí)質(zhì)性的抑制作用,而補(bǔ)償機(jī)制可以對(duì)承包商的機(jī)會(huì)主義行為產(chǎn)生實(shí)質(zhì)性的抑制作用。由演化博弈結(jié)果,本文提出如下建議:建設(shè)單位與承包商通過(guò)建立長(zhǎng)期的合作機(jī)制,共求長(zhǎng)遠(yuǎn)利益;建立以名譽(yù)激勵(lì)為主、金錢(qián)激勵(lì)為輔的承包商激勵(lì)機(jī)制;建立完善的、標(biāo)準(zhǔn)化的管理機(jī)制,采用多元化監(jiān)管手段;擴(kuò)大項(xiàng)目范圍,逐漸建立公共項(xiàng)目系統(tǒng)管理平臺(tái)。本文的創(chuàng)新點(diǎn)在于,在公共文化項(xiàng)目中,運(yùn)用演化博弈的方法研究承包商機(jī)會(huì)主義行為的抑制機(jī)制,構(gòu)建三種不同狀態(tài)下的演化博弈模型,對(duì)演化結(jié)果進(jìn)行分析對(duì)比,得出結(jié)論。
[Abstract]:In recent years, the government has invested more resources in the construction of public cultural infrastructure projects in order to realize the strategy of cultural power. In the process of the construction of public cultural projects, the information held by the construction units and contractors is asymmetric, and the contractor may take advantage of the advantage of information to take opportunistic behavior, driven by the interests of the contractors. Damage the interests of construction units and the public enjoy the rights and interests of public culture, and even destroy the construction market of public projects. In view of the opportunistic behavior of contractors in public cultural construction projects, the author has read a lot of relevant research results at home and abroad, under the guidance of basic theories such as public cultural service theory, principal-agent theory and incentive theory, etc. By constructing the evolutionary game model, the evolutionary game results are obtained under three states: general state, punishment mechanism and compensation mechanism. Through the analysis and comparison of the results, it is concluded that the compensation mechanism can effectively restrain the opportunistic behavior of the contractor. In general, the government construction unit neither penalizes the contractor's opportunistic behavior nor compensates its good faith performance behavior. The stable state of evolutionary game is that the construction unit does not supervise and the contractor chooses opportunism behavior. Under the penalty mechanism, if the government construction unit supervises the contractor's behavior and discovers the contractor's opportunistic behavior, it will be fined, and the stable state of evolutionary game will make the contractor choose opportunism behavior. Whether the construction unit carries on the supervision or not depends on the supervision cost. Under the compensation mechanism, if the contractor does not choose opportunistic behavior, he can obtain a certain amount of compensation from the construction unit. The stable state of evolutionary game is that the construction unit does not supervise, and whether the contractor adopts opportunistic behavior depends on the amount of compensation. Synthetically analyzing the result of evolutionary game, in the public cultural project, the punishment mechanism does not have the material inhibition function to the contractor's opportunism behavior, but the compensation mechanism can produce the material inhibition function to the contractor's opportunism behavior. According to the result of evolutionary game, this paper puts forward the following suggestions: the construction unit and the contractor seek long-term benefits by establishing long-term cooperation mechanism; establish the contractor incentive mechanism which is mainly based on reputation incentive, supplemented by money incentive; establish perfect, Standardized management mechanism, the adoption of diversified regulatory means, expand the scope of projects, gradually establish a public project management system platform. The innovation of this paper is that in public cultural projects, the evolutionary game method is used to study the restraining mechanism of contractor's opportunistic behavior, and the evolutionary game models under three different states are constructed, and the evolution results are analyzed and compared. come to conclusion
