【摘要】：食品安全問題是世界各國關(guān)注的焦點,近年來我國對該問題關(guān)注的層度也越來越高。江蘇省蘇州市吳江區(qū)位于長江中下游地區(qū),是我國經(jīng)濟最發(fā)達地區(qū)之一,食品生產(chǎn)、消費經(jīng)濟活躍,區(qū)內(nèi)食品安全監(jiān)管體制多年來隨國家食品安全體制改革歷經(jīng)四次變化,目前執(zhí)行的是“分段監(jiān)管為主、綜合監(jiān)管相結(jié)合的”監(jiān)管模式,在現(xiàn)有模式下雖然食品安全監(jiān)管工作取得較好成績,但是食品安全監(jiān)管各環(huán)節(jié)仍然存在不少缺陷,這與當前監(jiān)管體制不完善有著密切關(guān)系。2013年國務(wù)院頒布的機構(gòu)改革和職能轉(zhuǎn)變方案,確定對食品安全實行合并監(jiān)督管理。這為完善本地食品安全監(jiān)管體制提供了新的發(fā)展機遇。 本文共分五章。第一章交代研究的背景、目的和意義。介紹國內(nèi)外研究現(xiàn)狀、研究思路及主要研究方法。第二章為理論概述,介紹在食品安全監(jiān)管方面的相關(guān)理論,及法律、法規(guī)規(guī)定。第三章為國內(nèi)外監(jiān)管模式分析,介紹我國食品安全監(jiān)管體制發(fā)展歷程,國際、國內(nèi)具有代表性的做法及比較,分析我國食品安全監(jiān)管的缺陷。第四章我區(qū)現(xiàn)有監(jiān)管體系的發(fā)展歷程、基本內(nèi)容、取得的工作成果、存在的不足。第五章就即將開始的新一輪機構(gòu)改革提出實施建議。最后總結(jié)全文,對未來作出展望。 本文的研究,意在通過介紹和比較國際國內(nèi)在食品安全監(jiān)管方面的理論和實際做法,分析蘇州市吳江區(qū)在食品安全監(jiān)管模式上存在的優(yōu)勢和不足。為現(xiàn)階段實施好地方食品安全監(jiān)管體制改革提供建議。
[Abstract]:Food safety is the focus of attention all over the world. In recent years, our country pays more and more attention to this issue. Located in the middle and lower reaches of the Yangtze River, Wu Jiang District of Suzhou City in Jiangsu Province is one of the most developed regions in China. The food production and consumption economy is active. The food safety supervision system in the region has undergone four changes over the years with the reform of the national food safety system. At present, we are implementing a regulatory model of "subsection supervision, integrated supervision". Although food safety supervision has achieved good results in the existing mode, there are still many defects in all aspects of food safety supervision. This is closely related to the imperfections of the current regulatory system. In 2013, the State Council promulgated a plan for institutional reform and functional transformation, establishing a consolidated supervision and management of food safety. This provides a new development opportunity for perfecting the local food safety regulatory system. This paper is divided into five chapters. The first chapter describes the background, purpose and significance of the study. This paper introduces the current research situation, research ideas and main research methods at home and abroad. The second chapter is an overview of the theory of food safety supervision, as well as laws and regulations. The third chapter is the analysis of the domestic and foreign regulatory models, the introduction of the development of China's food safety regulatory system, the international and domestic representative practices and comparisons, and the analysis of the defects of China's food safety supervision. The fourth chapter is the development course, basic content, achievements and shortcomings of the existing supervision system in our area. The fifth chapter puts forward some suggestions on the implementation of the new round of institutional reform. Finally, the paper summarizes the full text and makes a prospect for the future. The purpose of this paper is to analyze the advantages and disadvantages of the food safety supervision model in Wu Jiang district of Suzhou by introducing and comparing the theory and practice of food safety supervision at home and abroad. For the current implementation of local food safety regulatory system reform to provide advice.
