勞動力市場分割理論視角下我國結(jié)構(gòu)性失業(yè)問題研究

【摘要】:目前,我國每年都有上千萬的新增勞動力,政府高度重視解決就業(yè)問題,因?yàn)槠潢P(guān)系著民生、穩(wěn)定和經(jīng)濟(jì)發(fā)展。隨著經(jīng)濟(jì)快速發(fā)展,我國的就業(yè)問題雖然得到了一定緩解,但也存在更加復(fù)雜化的傾向:一方面是就業(yè)難,,例如大學(xué)生就業(yè)難,另一方面又招工難,例如東南沿海地區(qū)的“用工荒”。因此,結(jié)構(gòu)性失業(yè)問題成為政府需要著力解決的就業(yè)難題。 本文認(rèn)為,造成結(jié)構(gòu)性失業(yè)問題的根本原因是勞動力市場分割。只有政府放松對勞動力市場的管制,最大限度消弱或消除勞動力市場分割,使勞動力更加自由的流動,更加充分的競爭,才能使勞動力資源得到更加合理優(yōu)化的配置,從而在根本上解決我國結(jié)構(gòu)性失業(yè)問題。 本文第一章闡明了寫作背景和論文意義、國內(nèi)外理論研究情況,為本文的論述奠定了理論基礎(chǔ),并明確本文寫作的目標(biāo)、內(nèi)容、方法、難點(diǎn)和創(chuàng)新點(diǎn);第二章介紹了勞動力市場和勞動力市場分割的現(xiàn)狀,并對我國勞動力市場城鄉(xiāng)分割、一級二級市場分割和內(nèi)外部市場分割三種主要分割情形進(jìn)行了論證;第三章介紹了結(jié)構(gòu)性失業(yè)的概念、類型和我國結(jié)構(gòu)性失業(yè)現(xiàn)狀;第四章分析了造成我國結(jié)構(gòu)性失業(yè)問題的原因,主要從勞動力市場分割理論的視角出發(fā),論證了三種勞動力市場分割情形對我國結(jié)構(gòu)性失業(yè)問題的影響;第五章從消除勞動力市場分割的角度,提出了在政府管理中解決我國結(jié)構(gòu)性失業(yè)問題的對策,希望能夠?yàn)檎肆Y源管理部門在推進(jìn)制度改革及解決結(jié)構(gòu)性失業(yè)問題上提供參考。
[Abstract]:At present, there are tens of millions of new labor force every year in our country. The government attaches great importance to solving the employment problem, because it is related to people's livelihood, stability and economic development. With the rapid development of the economy, although the employment problem in our country has been alleviated to a certain extent, there is also a more complicated tendency: on the one hand, it is difficult to obtain employment, for example, the employment of college students is difficult, on the other hand, it is difficult to recruit workers. For example, the southeast coastal areas of the "shortage of workers". Therefore, structural unemployment has become the employment problem that the government needs to solve. This paper argues that the fundamental cause of structural unemployment is labor market segmentation. Only when the government deregulates the labor market, weakens or eliminates the division of the labor market to the maximum extent, makes the labor force flow more freely and competes more fully, can the labor resources be allocated more reasonably and optimally. Thus fundamentally solve the problem of structural unemployment in China. The first chapter clarifies the background and significance of the thesis, the theoretical research situation at home and abroad, lays a theoretical foundation for the discussion of this paper, and clarifies the goal, content, method, difficulty and innovation of this paper. The second chapter introduces the current situation of labor market and labor market segmentation, and demonstrates three main segmentation situations: urban and rural segmentation of labor market, primary secondary market segmentation and internal and external market segmentation. The third chapter introduces the concept, types and present situation of structural unemployment in China, the fourth chapter analyzes the causes of structural unemployment in China, mainly from the perspective of labor market segmentation theory. The fifth chapter, from the angle of eliminating the division of labor market, puts forward the countermeasures to solve the problem of structural unemployment in government management. This paper hopes to provide a reference for the government human resources management department to promote institutional reform and solve the structural unemployment problem.
