【摘要】：食品一直都是人類不可或缺的生存與發(fā)展的重要物質(zhì)保障,食品安全問題的大小也成為衡量社會(huì)管理水平高低、個(gè)人生活質(zhì)量好壞以及一個(gè)國(guó)家的經(jīng)濟(jì)社會(huì)和諧與否的重要標(biāo)準(zhǔn)。目前,食品安全問題日益成為公眾關(guān)注的焦點(diǎn)。食品作為公眾生活消費(fèi)的必需品,不僅影響到人們的身體健康和生命安全,而且影響到經(jīng)濟(jì)、社會(huì)的穩(wěn)定和發(fā)展,以及公眾對(duì)社會(huì)和政府的信心。因此,必須依靠政府規(guī)制來(lái)彌補(bǔ)由市場(chǎng)失靈造成的食品安全問題。食品安全規(guī)制是政府依照法律授權(quán),通過(guò)制定規(guī)章制度、設(shè)定許可審批、制定食品安全標(biāo)準(zhǔn)等路徑,對(duì)食品原料及食品的生產(chǎn)、加工、流通、銷售等環(huán)節(jié)的企業(yè)和個(gè)體行為進(jìn)行控制。正因?yàn)槿绱?在中國(guó)轉(zhuǎn)型的特殊時(shí)期深入研究食品安全政府規(guī)制更具有深刻的理論和現(xiàn)實(shí)意義。 本文運(yùn)用市場(chǎng)失靈理論、規(guī)制失靈理論以及博弈論的相關(guān)方法,通過(guò)實(shí)證研究方法、比較分析方法和博弈論分析法等相關(guān)研究方法,全面深入剖析我國(guó)目前在食品安全政府規(guī)制現(xiàn)狀和存在食品安全規(guī)制法治薄弱、規(guī)制機(jī)構(gòu)設(shè)置不合理、信息規(guī)制工具不充分、社會(huì)信用體系匱乏等問題,并在此基礎(chǔ)上對(duì)我國(guó)下一步的食品安全規(guī)制改革提出了相應(yīng)的對(duì)策建議。運(yùn)用演化博弈方法分析了食品安全政府規(guī)制中的三主體之間的博弈關(guān)系及相應(yīng)選擇行為,從博弈模型分析中得出具體結(jié)論。最后,本文結(jié)合博弈模型的分析結(jié)論和我國(guó)的實(shí)際情況確定了食品安全政府規(guī)制的目標(biāo)和原則,進(jìn)而構(gòu)建了食品安全政府規(guī)制體系為我國(guó)食品安全政府規(guī)制研究提出了具體的對(duì)策建議。
[Abstract]:Food has always been an indispensable material guarantee for human survival and development, and the size of food safety issues has become a measure of the level of social management. Personal quality of life and a country's economic and social harmony or not an important standard. At present, the issue of food safety has increasingly become the focus of public attention. Food, as a necessity for public consumption, not only affects people's health and safety, but also affects the stability and development of economy and society, as well as public confidence in society and government. Therefore, we must rely on government regulation to make up for food safety problems caused by market failure. Food safety regulation refers to the production, processing and circulation of food raw materials and food by the government in accordance with legal authorization, through the formulation of rules and regulations, the establishment of licensing and approval, and the formulation of food safety standards. Sales and other links of corporate and individual behavior control. Therefore, it is of great theoretical and practical significance to study the government regulation of food safety in the special period of China's transition. This paper uses the theory of market failure, the theory of regulation failure and the relevant methods of game theory, through empirical research methods, comparative analysis methods and game theory analysis and other relevant research methods. This paper comprehensively and deeply analyzes the current situation of government regulation on food safety in our country and the existing problems, such as the weak rule of law of food safety regulation, the unreasonable setting of regulatory agencies, the inadequacy of information regulation tools, the lack of social credit system, and so on. On the basis of this, the corresponding countermeasures and suggestions are put forward for the next step of food safety regulation reform in China. The game relationship among the three subjects in food safety government regulation and the corresponding selection behavior are analyzed by using the evolutionary game method, and the concrete conclusions are drawn from the game model analysis. Finally, combined with the analysis of the game model and the actual situation of our country, this paper determines the goal and principle of food safety government regulation. Furthermore, the government regulation system of food safety has been constructed and put forward concrete countermeasures and suggestions for the study of government regulation of food safety in China.
