【摘要】：本文以新公共服務(wù)理論、公共選擇理論以及無縫隙政府理論為基礎(chǔ)，，通過對(duì)唐山市樂亭縣食品安全監(jiān)管現(xiàn)狀、問題、原因的分析，從樂亭縣食品監(jiān)管的實(shí)踐出發(fā)，對(duì)其存在問題的相應(yīng)解決對(duì)策進(jìn)行歸納和總結(jié)，以實(shí)現(xiàn)樂亭縣食品安全管理的規(guī)范性和科學(xué)性，有效預(yù)防和避免食品安全事件的發(fā)生。 本文以食品安全政府監(jiān)管的相關(guān)概念和基礎(chǔ)理論為研究起點(diǎn)，在對(duì)樂亭縣的基本概況以及食品安全政府監(jiān)管工作的基本現(xiàn)狀分析的基礎(chǔ)上，對(duì)樂亭縣食品安全政府監(jiān)管過程中存在的問題、原因等進(jìn)行了深入的剖析。隨后，對(duì)以美國、日本和歐盟為代表的西方發(fā)達(dá)國家以及我國廣東省和上海市的食品安全政府監(jiān)管的成功檢驗(yàn)進(jìn)行介紹，從明晰全責(zé)，統(tǒng)一管理、健全食品回溯和召回制度以及健全建立食品安全信息公開機(jī)制三方面為樂亭縣食品安全政府監(jiān)管提供了借鑒和參考。本文在國內(nèi)外食品安全政府監(jiān)管模式和成功經(jīng)驗(yàn)的基礎(chǔ)上，提出從增強(qiáng)食品安全政府監(jiān)管理念，完善樂亭縣食品安全政府監(jiān)管體系，健全樂亭縣食品安全政府監(jiān)管機(jī)制，構(gòu)建良好的食品安全政府監(jiān)管環(huán)境等四個(gè)方面探索符合樂亭縣食品安全政府監(jiān)管的創(chuàng)新模式。
[Abstract]:This paper is based on the new public service theory, public choice theory and the theory of seamless government as the foundation, through the problems of Tangshan City Leting County food safety regulatory status, reason analysis, starting from the practice of Leting County food supervision, to sum up the existing problems in the corresponding countermeasures, in order to achieve scientific and standardized Leting County food safety management, and can effectively prevent food safety incidents.
