【摘要】：摘要：中國是一個農(nóng)業(yè)大國也是一個人口大國。我國現(xiàn)在已經(jīng)步入老齡化社會，而且城鎮(zhèn)化已經(jīng)進入高速發(fā)展階段，當(dāng)今社會高度關(guān)注“明天我們?nèi)绾勿B(yǎng)老”這一話題。尤其是農(nóng)村的“留守老人”或“空巢老人”日益增多，必須盡快解決我國農(nóng)村老年人的養(yǎng)老問題。 本文以社會保障理論為基礎(chǔ)，采用文獻研究法和比較分析法，，從我國農(nóng)村養(yǎng)老保障制度的演變、我國農(nóng)村養(yǎng)老保障的現(xiàn)行模式及其存在的問題以及“土地?fù)Q保障”方面對農(nóng)村養(yǎng)老保障機制進行了研究，主要觀點和結(jié)論是：第一，我國農(nóng)村養(yǎng)老保障主要有家庭養(yǎng)老、集體養(yǎng)老、社會養(yǎng)老等模式，但是，這幾種模式都分別存在一定的問題和缺陷，無法從根本上破解農(nóng)村老年人的養(yǎng)老難題；第二，“土地?fù)Q保障”這一思路和方法能夠在一定程度上解決城鎮(zhèn)化進程中農(nóng)村老年人口的養(yǎng)老問題。 農(nóng)村居民養(yǎng)老保障面臨的主要問題一是“錢從哪來？”，二是“由誰來養(yǎng)？”。由于家庭養(yǎng)老、社會養(yǎng)老、集體養(yǎng)老均無法同時有效解決這兩個問題，必須建立一種新的養(yǎng)老保障機制。本文的創(chuàng)新之處在于提出“土地?fù)Q保障”的解決思路，在一定程度上能夠同時兼顧這兩個問題，解決農(nóng)村老年人的養(yǎng)老保障問題。 建立和完善我國農(nóng)村社會養(yǎng)老保障機制，不僅對于解決農(nóng)村老年人口的養(yǎng)老問題具有重要意義，也對于緩解人口老齡化問題起著積極的作用。我們應(yīng)積極探索構(gòu)建農(nóng)村養(yǎng)老保障機制，實現(xiàn)我國社會幾千年來老有所養(yǎng)的目標(biāo)。
[Abstract]:Abstract: Chinese is an agricultural country and a country with a large population. China has entered the aging society, and urbanization has entered a stage of rapid development, the topic of attention in today's society "tomorrow how we care especially in rural areas. The" elderly "or" Empty Nester "is increasing, must be solved the pension problem of rural elderly in China as soon as possible.
According to the social security theory, using the method of literature research and comparative analysis, from the evolution of our country's old-age security system in rural areas, the problems existing in current model of rural old-age security in China and the "land for security" aspects of the study on the rural old-age insurance system, the main points and conclusions are as follows: first, rural the old-age security in our country are mainly the collective pension, family pension, social pension model, but these models are some problems and shortcomings, to the rural elderly pension problem fundamentally cracked; second, the "land for security" the ideas and methods to solve the pension problem of rural elderly population urbanization in the process to a certain extent.
The main problems of rural old-age security is a "money come from?", two is "who?". Because of the family pension, social pension, collective pension are unable to effectively solve these two problems, we must establish a new social security system. The innovation of this paper is to put forward "solution of land for security, taking into account the two problems in a certain extent, solve the problem of old-age security in rural elderly.
To establish and perfect the mechanism of China's rural social old-age security, not only has important significance to solve the pension problem of the rural elderly population, but also to play an active role in alleviating the problem of aging population. We should actively explore the construction of the rural old-age insurance system, the realization of China's society for thousands of years old.
