【摘要】：新疆生產(chǎn)建設(shè)兵團(tuán)自成立50多年來(lái)在社會(huì)經(jīng)濟(jì)發(fā)展方面取得了巨大的成就。當(dāng)前，兵團(tuán)經(jīng)濟(jì)正面臨著發(fā)揮比較優(yōu)勢(shì)、加快產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)以及推進(jìn)新型環(huán)境發(fā)展進(jìn)程等多重任務(wù)與壓力。作為我國(guó)東中部產(chǎn)業(yè)轉(zhuǎn)移的對(duì)象地區(qū)之一，兵團(tuán)在承接產(chǎn)業(yè)轉(zhuǎn)移過(guò)程中，同樣也會(huì)受到負(fù)面的環(huán)境生態(tài)效應(yīng)的影響，給兵團(tuán)的社會(huì)經(jīng)濟(jì)可持續(xù)發(fā)展造成一系列生態(tài)環(huán)境風(fēng)險(xiǎn)。八師石河子市是兵團(tuán)的中心城市，也是兵團(tuán)實(shí)施開(kāi)放發(fā)展的首選地區(qū)。近年來(lái)石河子市堅(jiān)定不移地實(shí)施優(yōu)勢(shì)資源轉(zhuǎn)換戰(zhàn)略，盡全力開(kāi)展招商引資工作，借助國(guó)內(nèi)外知名企業(yè)推進(jìn)新型環(huán)境發(fā)展進(jìn)程，主動(dòng)承接內(nèi)地產(chǎn)業(yè)轉(zhuǎn)移，引進(jìn)產(chǎn)業(yè)的總量和質(zhì)量不斷實(shí)現(xiàn)突破，對(duì)經(jīng)濟(jì)的快速增長(zhǎng)起到重要的作用。石河子市現(xiàn)階段已經(jīng)發(fā)展成兵團(tuán)承接產(chǎn)業(yè)轉(zhuǎn)移的一個(gè)非常重要的地區(qū)，由于石河子城市人口的不斷增加、環(huán)境發(fā)展速度的加快，引進(jìn)的大型企業(yè)以高污染類(lèi)為主，城市生態(tài)環(huán)境還面臨著很大的壓力，環(huán)境污染還在加劇，生態(tài)環(huán)境破壞的范圍也在擴(kuò)大，這些都已成為制約石河子持續(xù)快速發(fā)展的瓶頸。根據(jù)環(huán)境與經(jīng)濟(jì)協(xié)調(diào)發(fā)展原則建立石河子市經(jīng)濟(jì)與環(huán)境協(xié)調(diào)發(fā)展模式，不僅關(guān)系到西部大開(kāi)發(fā)的未來(lái)發(fā)展之大計(jì)，也關(guān)系到中國(guó)可持續(xù)發(fā)展之大局。為此，必需針對(duì)石河子地區(qū)的區(qū)情以及環(huán)境與經(jīng)濟(jì)互動(dòng)機(jī)理，制定科學(xué)的經(jīng)濟(jì)與環(huán)境協(xié)調(diào)發(fā)展調(diào)控對(duì)策和措施。 本文擬以此為切入點(diǎn)，著重探討承接產(chǎn)業(yè)轉(zhuǎn)移對(duì)石河子市經(jīng)濟(jì)與環(huán)境效應(yīng)的影響，，考慮如何利用承接產(chǎn)業(yè)轉(zhuǎn)移這種機(jī)制來(lái)推動(dòng)兵團(tuán)經(jīng)濟(jì)與環(huán)境的協(xié)調(diào)發(fā)展，以促進(jìn)兵團(tuán)經(jīng)濟(jì)社會(huì)的可持續(xù)發(fā)展。運(yùn)用實(shí)證分析方法，系統(tǒng)分析了目前石河子市承接產(chǎn)業(yè)轉(zhuǎn)移的歷程、資金來(lái)源、產(chǎn)業(yè)分布、重點(diǎn)產(chǎn)業(yè)領(lǐng)域等多方面現(xiàn)實(shí)問(wèn)題及存在的不足之處，有利于全面把握石河子市承接產(chǎn)業(yè)轉(zhuǎn)移的現(xiàn)狀，找出制約其進(jìn)一步發(fā)展的障礙，從而有針對(duì)性的提出優(yōu)化方案，在一定程度上豐富了我國(guó)承接產(chǎn)業(yè)轉(zhuǎn)移的基礎(chǔ)研究；本文在產(chǎn)業(yè)轉(zhuǎn)移對(duì)石河子市經(jīng)濟(jì)效應(yīng)與環(huán)境效應(yīng)的基礎(chǔ)上對(duì)石河子市經(jīng)濟(jì)與環(huán)境的協(xié)調(diào)發(fā)展進(jìn)行分析與評(píng)價(jià)，得到了石河子市經(jīng)濟(jì)與環(huán)境協(xié)調(diào)發(fā)展的程度雖然有所改善，然依然處于弱協(xié)調(diào)階段的結(jié)論。最后站在政府和企業(yè)的角度進(jìn)一步提出一系列有針對(duì)性的政策建議，既符合石河子市承接產(chǎn)業(yè)轉(zhuǎn)移的客觀規(guī)律，又符合石河子市經(jīng)濟(jì)、環(huán)境發(fā)展實(shí)際，其研究成果具有重要的應(yīng)用價(jià)值，為兵團(tuán)及各師團(tuán)積極地、有選擇地承接產(chǎn)業(yè)轉(zhuǎn)移提供了理論依據(jù)和發(fā)展思路。
[Abstract]:Xinjiang production and Construction Corps has made great achievements in social and economic development since it was founded more than 50 years ago.At present, the economy of Bingtuan is facing multiple tasks and pressures, such as giving play to its comparative advantages, speeding up the optimization and upgrading of industrial structure, and promoting the process of new environmental development.As one of the target areas of industrial transfer in the eastern and central part of China, the Bingtuan will also be affected by negative environmental ecological effects in the process of undertaking industrial transfer, which will cause a series of ecological and environmental risks to the sustainable social and economic development of the Corps.Shihezi City of the eighth Division is the central city of the Corps and the preferred area for the implementation of the opening and development of the Corps.In recent years, Shihezi City has unswervingly implemented the strategy of converting superior resources, doing its utmost to attract investment, promoting the new environmental development process with the help of well-known enterprises at home and abroad, and taking the initiative to undertake the transfer of inland industries.The total quantity and quality of the imported industries are constantly breaking through, which plays an important role in the rapid economic growth.At this stage, Shihezi has developed into a very important area for the Corps to undertake industrial transfer. Due to the continuous increase of population in Shihezi city and the acceleration of the speed of environmental development, the large enterprises introduced are mainly of high pollution type.The urban ecological environment is also facing great pressure, environmental pollution is still aggravating, the scope of ecological environment damage is also expanding, these have become the bottleneck restricting the rapid and sustainable development of Shihezi.According to the principle of coordinated development of environment and economy, the establishment of the coordinated development model of economy and environment in Shihezi city is not only related to the future development of the western development, but also to the overall situation of sustainable development in China.Therefore, it is necessary to formulate scientific countermeasures and measures for the coordinated development of economy and environment according to the regional conditions and the interaction mechanism between environment and economy in Shihezi area.This paper intends to take this as a starting point to discuss the impact of undertaking industrial transfer on the economic and environmental effects of Shihezi city, and consider how to use the mechanism of undertaking industrial transfer to promote the coordinated development of economy and environment in Bingtuan.In order to promote the economic and social sustainable development of bingtuan.Using the method of empirical analysis, this paper systematically analyzes the process of undertaking industrial transfer in Shihezi City, the source of funds, the distribution of industry, the key industrial fields, and so on.It is beneficial to grasp the present situation of undertaking industry transfer in Shihezi City, find out the obstacles that restrict its further development, and then put forward the optimization plan, which enriches the basic research of undertaking industry transfer in China to a certain extent;This paper analyzes and evaluates the coordinated development of economy and environment in Shihezi City on the basis of the economic and environmental effects of industrial transfer, and obtains that the degree of coordinated development of economy and environment in Shihezi City has been improved.However, it is still at the stage of weak coordination.Finally, from the point of view of the government and enterprises, we put forward a series of targeted policy proposals, which not only accord with the objective law of undertaking industrial transfer in Shihezi City, but also accord with the reality of economic and environmental development in Shihezi City.The research results have important application value and provide the theoretical basis and development thought for the Corps and the divisions to undertake the industrial transfer actively and selectively.
