【摘要】：隨著云南省國土資源信息化建設的迅速發(fā)展,現(xiàn)云南省國土資源廳已積累了海量的國土資源數(shù)據(jù),包括大量寶貴的基礎測繪數(shù)據(jù)、土地專題數(shù)據(jù)和礦產(chǎn)資源環(huán)境數(shù)據(jù)等。但是由于這些數(shù)據(jù)來源多樣,格式不一,存儲位置分散,加上有些數(shù)據(jù)年代已久,建庫時沒有統(tǒng)一的標準,導致數(shù)據(jù)情況十分復雜。多源、多格式、多比例尺的數(shù)據(jù)嚴重影響了其綜合分析與應用,難以發(fā)揮其擁有的巨大價值。怎樣集成應用分散、獨立的國土資源信息,使其更好的為國土資源管理決策服務,并提供網(wǎng)絡化的社會服務,是目前迫切需要解決的問題。針對這些問題,論文從研究制定相關數(shù)據(jù)標準規(guī)范入手,采用信息資源規(guī)劃的方法,圍繞國土資源管理應用需求和實際,對不同類別、不同專業(yè)的海量、多源、異構數(shù)據(jù)進行分析、歸類、整合、入庫,并建立規(guī)范統(tǒng)一的數(shù)據(jù)更新和共享機制,構建云南省國土資源“一張圖”核心數(shù)據(jù)庫。 本文首先對云南省國土資源信息化建設現(xiàn)狀做了調(diào)研,梳理了現(xiàn)有的國土資源數(shù)據(jù),然后按照國家標準、省級標準和行業(yè)標準制定了云南省國土資源數(shù)據(jù)標準,根據(jù)制定的標準規(guī)范,整合云南省現(xiàn)有的國土資源數(shù)據(jù),將多源多尺度多時段的國土資源數(shù)據(jù)整合成為統(tǒng)一標準的數(shù)據(jù)資源；利用信息資源規(guī)劃的方法,基于行政管理的實際應用和需求,自頂向下的梳理國土資源業(yè)務流程,完成業(yè)務流程圖和數(shù)據(jù)流程圖,并利用企業(yè)總體架構的方法對云南省國土資源“一張圖”核心數(shù)據(jù)庫進行整體框架模型設計；將整合好的數(shù)據(jù)資源入庫,并建立統(tǒng)一規(guī)范的數(shù)據(jù)更新和共享機制,為國土資源各個管理信息系統(tǒng)提供支持；最后,以云南省電子政務系統(tǒng)為例,介紹云南省國土資源“一張圖”核心數(shù)據(jù)庫是如何為其提供應用支撐的。 綜上所述,本文以滿足云南省國土資源管理實際應用為主線,經(jīng)過對現(xiàn)有數(shù)據(jù)分析,提出云南省數(shù)據(jù)標準,并采用自頂向下的方法設計核心數(shù)據(jù)庫架構,利用信息資源規(guī)劃的方法,完成數(shù)據(jù)建模,最終實現(xiàn)云南省國土資源“一張圖”核心數(shù)據(jù)庫的建設,對推進云南省國土資源信息化建設具有實際意義。
[Abstract]:With the rapid development of the information construction of land and resources in Yunnan Province, the Department of Land and Resources of Yunnan Province has accumulated vast amounts of land and resources data, including a large number of valuable basic surveying and mapping data. Land thematic data and mineral resources and environmental data, etc., however, due to the diversity of sources, the format of these data, the scattered storage locations, and the fact that some of the data have been in existence for a long time, there is no uniform standard for the establishment of the database. The data situation is very complicated. Multi-source, multi-format, multi-scale data seriously affect its comprehensive analysis and application, it is difficult to play its great value. It is urgent to solve these problems by providing better service for land and resources management decision-making and providing social services based on network. In view of these problems, this paper starts with the research and establishment of relevant data standards and norms. Using the method of information resource planning, according to the requirement and practice of land and resource management, the author analyzes, classifies, integrates and puts into database the massive, multi-source and heterogeneous data of different kinds and different specialties. A standardized and unified mechanism of data updating and sharing is established, and the core database of "one map" of land resources in Yunnan Province is constructed. In this paper, first of all, the present situation of land and resources informatization construction in Yunnan Province is investigated, and the existing land and resources data are combed out. Then, according to the national standards, provincial standards and industry standards, the paper formulates the Yunnan land and resources data standards. According to the established standards and norms, integrate the existing land and resources data of Yunnan Province, integrate the land and resources data of multi-source, multi-scale and multi-time into unified standard data resources, use the method of information resource planning, Based on the practical application and demand of administrative management, combing the land and resources business process from top to bottom, completing the business flow chart and data flow chart, Using the method of enterprise's overall structure, the paper designs the whole frame model of the core database of "one map" of land and resources in Yunnan Province, puts the integrated data resources into the database, and establishes a unified and standardized mechanism of data updating and sharing. Finally, taking the E-government system of Yunnan Province as an example, the paper introduces how the core database of "one map" of land and resources of Yunnan Province provides the application support for it. To sum up, this paper takes the actual application of land and resources management in Yunnan Province as the main line, through the analysis of the existing data, puts forward the data standard of Yunnan Province, and adopts the top-down method to design the core database architecture. By using the method of information resource planning, the data modeling is completed, and finally the construction of the core database of "one map" of land and resources in Yunnan Province is realized, which is of practical significance to the construction of land and resources informatization in Yunnan Province.
