【摘要】：合同能源管理是節(jié)能行業(yè)的發(fā)展趨勢。電網(wǎng)企業(yè)作為大型央企，在嚴(yán)峻的節(jié)能形勢下，應(yīng)該以電力需求側(cè)管理為導(dǎo)向，推進合同能源管理。依托于專業(yè)人才技術(shù)、用戶的高信任度和資金充足等優(yōu)勢，加快建設(shè)附屬節(jié)能服務(wù)公司。建立節(jié)能管理平臺，拉動用戶的節(jié)能需求，帶動相關(guān)產(chǎn)業(yè)共同發(fā)展。充分履行電網(wǎng)企業(yè)的社會責(zé)任和社會價值，提高企業(yè)形象。實現(xiàn)綠色清潔能源的同時，改善我國的能源結(jié)構(gòu)，，促進可持續(xù)發(fā)展。在推進合同能源管理過程中，無論電網(wǎng)企業(yè)內(nèi)部，還是外部市場環(huán)境，都會為合同能源管理的發(fā)展帶來困難，如何解決這些問題就是當(dāng)務(wù)之急。 本文以我國嚴(yán)峻的節(jié)能形勢為背景，結(jié)合電網(wǎng)企業(yè)的能源和環(huán)境壓力，介紹了合同能源管理的相關(guān)理論基礎(chǔ)、發(fā)展現(xiàn)狀和研究意義。從內(nèi)部優(yōu)勢和外部需求兩方面，闡述了電網(wǎng)企業(yè)實施合同能源管理的可行性，并制定了相關(guān)發(fā)展思路和原則。分析了電網(wǎng)企業(yè)實施該機制的業(yè)務(wù)領(lǐng)域和整體業(yè)務(wù)流程，針對業(yè)務(wù)流程的關(guān)鍵環(huán)節(jié)制定合理措施。在合同能源管理的效果評價環(huán)節(jié)上，采用層次分析法和模糊綜合評價法，結(jié)合效果評價實例，通過量化的評價結(jié)果，找出影響項目效果的關(guān)鍵落后因素，針對性的制定整改措施。在風(fēng)險防控方面，從內(nèi)外部共9方面分析了電網(wǎng)企業(yè)面臨的各種風(fēng)險，根據(jù)各自的特點針對性制定風(fēng)險防控措施。最后，結(jié)合電網(wǎng)企業(yè)實際，分析其實施合同能源管理面臨的制度、技術(shù)等方面難題，并給出相關(guān)對策。
[Abstract]:Contract energy management is the development trend of energy conservation industry. Power grid enterprises, as a large central enterprise, should be oriented to power demand side management in the severe energy saving situation. Promote the contract energy management. Rely on the advantages of professional technology, high trust of users and sufficient funds, accelerate the construction of subsidiary energy-saving service companies, establish energy-saving management platform, stimulate the energy saving demand of users. Promote the common development of related industries, fully fulfill the social responsibility and social value of power grid enterprises, improve the image of enterprises, realize green clean energy, improve the energy structure of our country at the same time. Promote sustainable development. In the process of promoting the contract energy management, both the internal and external market environment of power grid enterprises will bring difficulties for the development of contract energy management. How to solve these problems is the top priority. Based on the severe situation of energy conservation in China and the energy and environmental pressure of power grid enterprises, this paper introduces the theoretical basis of contract energy management. Development status and research significance. From the internal advantages and external requirements, this paper expounds the feasibility of implementing contract energy management in power grid enterprises. The related development ideas and principles are established, and the business field and the overall business process of the power grid enterprises implementing this mechanism are analyzed. Aiming at the key link of business process, reasonable measures are made. In the effect evaluation of contract energy management, AHP and fuzzy comprehensive evaluation method are adopted, combined with the example of effect evaluation, the quantitative evaluation results are adopted. Find out the key backward factors that affect the effect of the project, and formulate corrective measures. In the aspect of risk prevention and control, the paper analyzes the various risks faced by power grid enterprises from 9 aspects, both internal and external. Finally, combining with the actual situation of power grid enterprises, the paper analyzes the system, technology and other problems in the implementation of contract energy management, and puts forward the relevant countermeasures.
