【摘要】：城鄉(xiāng)統(tǒng)籌規(guī)劃就是在一定時間和城鄉(xiāng)空間范圍內(nèi)把城市與農(nóng)村的發(fā)展作為整體統(tǒng)一規(guī)劃,通盤考慮,主要對所在區(qū)域的人口、資源和環(huán)境存在的功能、結(jié)構(gòu)等差異的整體發(fā)展進行部署。目的是緩解城鄉(xiāng)矛盾,推動城鎮(zhèn)協(xié)調(diào)發(fā)展,是一個國家或地區(qū)城鎮(zhèn)化發(fā)展水平的重要體現(xiàn)。貴州作為我國西部地區(qū)發(fā)展比較落后的一個省份,已是我國全面同步進入小康社會最嚴峻的一個省份,在全國實現(xiàn)“中國夢”中扮演著重要的角色。2012年的國發(fā)2號文件,中央對貴州的發(fā)展指明了方向,貴州將以此為契機,努力協(xié)調(diào)本省城鄉(xiāng)發(fā)展進程中所出現(xiàn)的矛盾,以便快速提高本省的城鎮(zhèn)化率。開陽縣緊靠省會主城,地處大貴陽“一小時經(jīng)濟圈”的重要位置,是貴州省的十大經(jīng)濟強縣之一,在推動全省全面同步進入小康社會發(fā)展進程中,具有重要作用,是貴州省級城鄉(xiāng)統(tǒng)籌綜合配套改革試點,目前,處于快速發(fā)展、跨越發(fā)展、轉(zhuǎn)型發(fā)展的關(guān)鍵時期。因此,在城鎮(zhèn)化的背景下研究開陽縣的城鄉(xiāng)統(tǒng)籌規(guī)劃,顯得尤為重要,這對于帶動開陽的產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)換和生產(chǎn)力合理布局調(diào)整,促進開陽的振興發(fā)展,推動貴州在西部大開發(fā)中的持續(xù)健康發(fā)展,有效解決困擾貴州的生態(tài)移民安置問題,提高全省人民生活水平,努力實現(xiàn)全面小康具有非常重要的戰(zhàn)略意義。本文以城鎮(zhèn)化發(fā)展為背景,科學(xué)運用城鄉(xiāng)統(tǒng)籌發(fā)展的理論來研究開陽縣城鄉(xiāng)統(tǒng)籌規(guī)劃問題,在梳理完城鎮(zhèn)化與城鄉(xiāng)統(tǒng)籌規(guī)劃相關(guān)概念和聯(lián)系之后,詳細分析開陽縣城鄉(xiāng)統(tǒng)籌規(guī)劃的現(xiàn)狀和存在的問題,并針對這些存在的問題提出措施建議。本文共分為5部分,基本結(jié)構(gòu)如下：第1部分：緒論.介紹論文的選題背景及其意義、研究內(nèi)容、目的、技術(shù)路線和研究現(xiàn)狀。第2部分：城鎮(zhèn)化與城鄉(xiāng)統(tǒng)籌規(guī)劃相關(guān)概念闡述.介紹城鎮(zhèn)化與城鄉(xiāng)統(tǒng)籌規(guī)劃相關(guān)概念。第3部分：開陽縣城鄉(xiāng)統(tǒng)籌規(guī)劃的現(xiàn)狀及問題分析.介紹開陽縣城鄉(xiāng)統(tǒng)籌規(guī)劃現(xiàn)狀、存在的問題和制約發(fā)展的原因分析。第4部分：城鎮(zhèn)化背景下的開陽縣城鄉(xiāng)統(tǒng)籌規(guī)劃的措施及建議.對開陽縣城鄉(xiāng)統(tǒng)籌規(guī)劃,提出總體設(shè)計思路和具體規(guī)劃措施,此部分為論文的重點與落腳點,通過提出制度改革建議,有效保障城鄉(xiāng)統(tǒng)籌規(guī)劃的順利進行。第5部分：結(jié)論.總結(jié)研究成果及不足之處。
[Abstract]:Urban and rural planning is in a certain time and urban and rural space in the development of urban and rural development as a whole unified planning, overall consideration, mainly on the population, resources and environmental functions of the region. The purpose is to alleviate the contradiction between urban and rural areas and to promote the coordinated development of cities and towns. Guizhou is an important embodiment of the level of urbanization in a country or region. Guizhou, as a province with backward development in the western part of China, has been the most serious province in China to enter into a well-off society in an all-round way. It plays an important role in the realization of "Chinese Dream" in the whole country. In 2012, the Central Committee pointed out the direction of the development of Guizhou, and Guizhou will take this as an opportunity. Strive to coordinate the contradictions in the process of urban and rural development of the province, in order to quickly improve the urbanization rate of the province. Kaiyang County is close to the capital city, located in the "one hour economic circle" of the important position of Guiyang. Guizhou Province is one of the ten strong economic counties, in the promotion of the province's overall and synchronous into the well-off society development process, plays an important role, is Guizhou provincial urban-rural comprehensive comprehensive supporting reform pilot, at present, is in rapid development. Therefore, in the context of urbanization, the study of urban and rural planning in Kaiyang is particularly important. This will promote the transformation of industrial structure and the adjustment of rational distribution of productive forces in Kaiyang, promote the revitalization and development of Kaiyang, and promote the sustained and healthy development of Guizhou in the large-scale development of the western region. It is of great strategic significance to effectively solve the problem of ecological resettlement, improve the living standards of the people in Guizhou, and strive to achieve a well-off society in an all-round way. This paper takes the development of urbanization as the background. Scientific use of urban and rural development theory to study the overall planning of urban and rural areas in Kaiyang County, after combing the urbanization and urban-rural planning related concepts and links. This paper analyzes the present situation and existing problems of urban and rural planning in Kaiyang county in detail, and puts forward some measures and suggestions for these problems. This paper is divided into five parts. The basic structure is as follows: part 1: introduction. Introduce the background and significance, research content and purpose of the thesis. Technical routes and research status. Part 2: introduction of concepts related to urbanization and urban-rural planning. Introduction of concepts related to urbanization and urban-rural planning. Part 3:. The present situation and problem analysis of urban and rural overall planning in Kaiyang County, and the present situation of urban and rural overall planning in Kaiyang County is introduced. Part 4: measures and suggestions of urban and rural planning in Kaiyang county under the background of urbanization. Put forward the overall design ideas and specific planning measures, this part is the focus and foothold of the paper, through the proposed system reform proposals. Effective protection of urban and rural planning smoothly. Part 5: conclusion. Summary of research results and shortcomings.
